BACKGROUND 2.1 At a regular meeting of Council held on October 11, 1988 the following resolution was passed: "WHEREAS complaints have been received that people using the Registry Office on Liberty Street have, on several occasions, blocked the entrance to the Forestree Apartment. NOW THEREFORE BE IT RESOLVED THAT the Director of Public Works be instructed to investigate the issue of parking in the vicinity of the Registry Office and report his findings to the General Purpose and Administration Committee." 3. REVIEW AND COMMENT 3.1 The parking problem in question is in the Registry office Parking Lot and along both sides of Liberty Street in the vicinity of the Registry Office and the North End Variety Store. (See Attachment No.1) 3.2 The Region of Durham reviewed the parking situation and has noted that parking along Liberty Street was not a problem and that parking did not interfere with the roadway capacity. (See Attachment No.2) 3.3 The Town of Newcastle Public Works Department has observed the situation and noted the following: 1) On occasions there are vehicles parking in the driveway, which is signed as a fire access route. 2) The driveway was never been completely blocked by parked vehicles during our observation period. 3) Vehicles are parked on both sides of Liberty Street in the vicinity of the Registry Office and the North End Variety Store. Traffic and Parking problems are most evident during the Ioot week of any month, with people using the Registry office for real estate transactions. 5) The pavement is 10^0 m (32.81) anotb of the variety store and narrows to 9.15 m (30.01) uqztb of the registry office. 6) The design dimensions for a classification of road which allows garelIel parking on both ab]ea and a lane of traffic in either directions would be as follows: l. Packing lanes = 2.8 m (9.21) x 2 = 5.6 m (I8.31) 3^ Through lanes = 3^5 m (II.51) x 3 = 7,0 m (23.01) Total width = 12"6 m (41.31) These dimensions were taken from the Manual of Geometric Design Standards for Canadian Roads. 7) Traffic on Liberty Street was observed oImviog for approaching vehicles and avau stopping to let other vehicles pass the parked vehicles. 4° C{DyCIJJSIO08 AND RECOMMENDATIONS 4.1 From the above, it is concluded, that traffic is not unduly delayed aItbnogb the width of pavement on Liberty Street in the vicinity of the Daglotcy office and North Inu] Jug City Variety 8bmce is theoretically not wide enough for parking on both sides of the street. 1D � � | ULJ REPORT NO*: WD-47-89 PAGE 4 ------------------------------------------------- ------------------------------ 4.2 Any blocking of the entrance into the Forestree Apartments can be resolved by regular enforcement of the existing Parking By-law. 4.3 it is, therefore, recommended that this report be received for information. 4.4 This report has been brought to the attention of the Senior By-Law Enforcement officer, Mr. Duncan Legget. Irwin Dear Sir: TRA-RR14-COL The Region of Durham has reviewed the parking situation on Regional Road 14 (Liberty Street) in the area of the Registry Office. The Registry Office, located at 108 Liberty Street North, has 13 on-site parking spaces. In addition to the on-site parking, the boulevard on the west side of Liberty Street has a paved area which can acca,—nodate an additional four to five vehicles. There is a convenience store on the east side of Liberty Street in this area, which generates short ter„ curb side parking. However, Liberty Street is of sufficient width to accommodate the parking without interfering with the roadway capacity. A review of the reported collision data on Liherty Street , between Lovers Lane and Concession Street , over a three year period does not indicate a problem with permitted parking in this area. The Region has not received a report on the accident involving Mr. Morris referred to in your letter.
