THAT Report WD-45-89 be received for information; and 2. THAT the Public Works Department staff monitor the final grading, restoration and sodding of the entire area to ensure that the final product will not adversely affect existing properties in any way; and 3. THAT a copy of this report be forwarded to Keith Richardson, President, Courtice & Area Community Association, R.R. #3, Nash Road, Bowmanville, Ontario, L1C 3K4. ----------------------------------------------------- REPORT 1.0 ATTACHMENT 1. Drawing showing location of retaining wall and ditch/swale. . ..2 1014 REPORT NO.: WD-45-89 PAGE 2 -------------------------------------------------- --------- -------------------- 2.0 BACKGROUND 2.1 on July 25► 1988, Council passed the following resolution: "THAT the problems associated with drainage in the rear of lots on Phair Avenue and Lyndale Crescent be referred to staff for review and a report to the General Purpose and Administration Committee." 3.0 REVIEW AND COMMENT 3.1 In the spring of 1988, flooding occured on the property of Mr. Kortekaas, a resident of Prestonvale Road. His lot backs onto the new subdivision lots on Lyndale Crescent. 3.2 Mr. Kortekaas, his southerly neighbour, Mr. Walter, and some residents of Phair Avenue were concerned that the lot grading of the new properties had caused this flooding. In addition, since the new lots are higher than the existing properties there was some concern that additional surface runoff water would flow from the new yards onto the existing yards. 3.3 Mr. Walter explained that he had constructed a rough ditch some thirty years earlier that served to intercept runoff water from the east. The ditch ran from Lot 80 to Lot 30 with an exit at Lot 192 to Prestonvale Road. 3.4 upon investigation, it was discovered that this ditch had been inadvertently backfilled and that the portions of the ditch were on subdivision lands. The ditch was immediately re-opened to alleviate the problem. 3.5 A rear lot catchbasin at Lot 83/84 was also not operational, but, is now functioning. The catchbasin will serve to intercept additional runoff water from the easterly lots on Phair Avenue. * . .3 PAGE 3 REPORT NO.: WD-45-89 ---------------------------------------- ---------------------------------------- 3.6 Due to the construction of a continuous stone retaining wall along the rear of the lots On LYndale crescent in November, 1988, final grading and restoration of the area could not be completed. This restoration is to be done in conjunction with the sodding of the lots on Lyndale Crescent expected to be completed by June of this year. ng on the lots on Lyndale Crescent will incorporate an 3®7 Final grading additional swale (ditch) along the top of the retaining wall, exiting into catchbasins at Lots 83/84, Lots 77/78 and Lots 34/35. This will ensure that no water from the subdivision can enter onto existing properties. 4.0 CONCLUSION AND RECOMMENDATION 4.1 At present, it appears that the overall drainage system of the lands in the area of Phair Avenue, Lyndale Crescent and prestonvale Road is functional and no further flooding complaints have been received. 4.2 It is, therefore, recommended that this report be received for information. The Public Works Staff monitor the final grading, restoration and sodding of the entire area to ensure that the final product will not adversely affect existing properties in any way.
