THAT Report WD-43-89 be received, and; 2. THAT street lights be installed in 1989, on Nash Road from Trulls Road to Courtice Road and that the estimated cost of $14,000 be funded from the Public Works Lot Levy Reserve, Account No. 1110-157-X; and 2. THAT a copy of this report be forwarded to Mr. David A. Sharp to Council N0.2: Key Map N0.3: Plan showing the existing conditions on Nash Road from Townline Road to Courtice Road. 1001 ...2 REPORT NO.: WD-43-89 PAGE 2 -------------------------------------------------------------------------------- 2.0 BACKGROUND 2.1 At a regular meeting of Council held on March 28, 1989, Council passed Resolution #C-236-88: "THAT the communication dated March 11, 1988, from Mr. David A. Sharp, 4 Carriage Lane, R.R. #3, Bowmanville, Ontario L1C 3K4, requesting that Council review and address the concerns of residents respecting the condition of Nash road in the area of Windsor Valley Place, the guard rails in the same area, the problems with the mail boxes, litter and trash along the roadway and other problems which detract from the aesthetics of the area be received; THAT the correspondence referred to herein be referred to the Director of Public Works for a review of the problems and that he report his findings and the manner of resolution; AND FURTHER THAT Mr. David Sharp be advised of Council's decision." 3.0 REVIEW AND COMMENT 3.1 Mr. Sharp lists several concerns with Nash Road: "l. The road surface is less than satisfactory and is too narrow, especially in the area of the creek, west of Windsor Valley Place. 2. The guard rails in this area are a joke. 3. Lighting is poor or non-existent. 3 002 REPORT No.: WD-43-89 PAGE 3 4. The location of the mail boxes does not allow for a safe pull-off area. 5. The litter and trash that accumulates on Nash Road." 3.2 Road Surface 3.2.1 Nash Road from Townline Road to Varcoe Road has a 6.1 m (20 ft.) wide pavement and 2 m (6.5 ft.)wide shoulder. The pavement is in good condition. Drainage is by means of open open ditches with culverts at the entrances. There are 9 street lights, located on the north side of the road. There are no sidewalks. 3.2.1 Nash Road from Varcoe Road to Windsor Valley Place has recently been reconstructed and has a 9.1 m (30 ft.) wide pavement with curb and gutters, storm sewers and sidewalks on both sides of the street. Sidewalks are 1.2 m (4 ft.) wide from Varcoe Road to Centrefield Drive and are 1.5 m (4.9 ft.) wide from Centrefield Drive to Windsor Valley Place. There are 2 street lights, located on the north side and 13 street lights on the south side of this section of Nash Road. The surface course of asphalt will be placed this year, and once this is done, the reconstruction of this section of Nash Road will be completed. 3.2.1 Nash Road from Windsor Valley Place to Trulls Road will be reconstructed this year. A contract was awarded to Kamlu Construction Limited on March 27, 1989. The reconstruction will include excavation, the placing of granular base, hot-mix paving, curbs and gutters, storm sewers and 1.5 m (4.9 feet) wide sidewalks, on both sides. There are 14 street lights located on the south side of this section of Nash Road. A 1 n 0 7 REPORT NO.: WD-43-89 PAGE 4 -------------------------------------------------------------------------------- 3.2.2 Nash Road from Trulls Road to Courtice Road has a 6.2 m (20 ft.) wide pavement with 2 m (6.5 ft.) wide shoulders and open ditch drainage with culverts at the entrances. The pavement is in good condition. There are no street lights on this section of Nash Road. 3.2.3 Guard Rails The guard rails on the north and south side of Nash Road immediately west of Windsor Valley Place were relocated behind the sidewalk. 3.2.4 Street Lighting Street lights have been installed recently, and as noted above, there are now street lights on Nash Road from Townline Road to Trulls Road. Street lights are required from Trulls Road to Courtice Road. 3.2.5 Mail Boxes Mail boxes are the responsibility of Canada Post. During 1988, Canada Post replaced some of the "green" mail boxes with "super mailboxes" and relocated others. There are no "green" mailboxes on Nash Road from Townline Road to Courtice Road with the exception of one green mailbox at the entrance of the Courtice Secondary School. I believe this action has solved the concerns that Mr. Sharp had about mail boxes. 3.2.6 Litter and Trash The litter and debris referred to in Mr. Sharp's letter was cleaned up by April 25, 1988. REPORT NO.: WD-43-89 PAGE 5 --_----------------®-®__---------_---_--_---a----_a_-----_-_----- ---_--------- 3.2.7 Sidewalks As noted above there are no sidewalks on Nash Road from Townline Road to Varcoe Road and from Windsor Valley Place to Courtice Road. Sidewalks will be constructed this year, as part of the reconstruction of Nash Road, from Windsor Valley Place to Trulls Road. The S.T. Worden Public School is located on the north side of Nash Road, just east of Varcoe Road and the Courtice North Public School and the Courtice Secondary School are located on the south side of Nash Road just west of Courtice Road. In addition, there is a shopping centre located at the north-west corner of Townline Read and Highway #2. The schools, the shopping centre and the large amount of development which is occuring on the north and south sides of Nash Road have resulted in a large amount of pedestrian traffic between Townline Road and Courtice Road. The amount of pedestrian traffic, in conjunction with the amount of vehicular traffic on Nash Road, makes it almost imperative that there be sidewalks on at least one side of Nash Road between Townline Road and Courtice Road. The problem is that there is no room for sidewalks on a 20 m (66 feet) wide road allowance with open ditch drainage. We will be investigating alternative means of providing sidewalks on Nash Road between Townline Road and Varcoe Road and between Trulls Read and Courtice Road and we will report our findings later this year. 4.0 SUMMARY 4.1 The deficiencies on Nash Road from Townline Road to Courtice Road can be summarized as follows: 1) Lack of sidewalks from Thwnline Road to Varcoe Road and from Trulls Road to Courtice Road. 2) Lack of street lights from Trulls Road to Courtice Road. . . .6 ' REPORT K0": VD-43-89 PAGE 6 ________________________________________________________________________________ 4.2 The estimated cost of iotalIiog street lights from TruIIa Road to Coortice Road is $14,000~ 4.3 It is difficult to find room to construct oidwaIhs on a road with m 661 wide zqml allowance with open ditch drainage. We will he examining alternatives and will report our findings to Council later this year. 5°U RECOMMENDATIONS 5^I It is recommended that street lights be installed on Nash Road from ' TroIIo Road to Coortioe Road and that the cost, estimated to be $I4'000, be financed from the Public Works Lot Levy Reserve, Account 0V. 1110-I57-X. R. #3 Bowmanville, ON Bowmanville, On L1C 3A6 Gentlemen: RECEIVED MAR 1 7 1918 As a resident and taxpayer of the Town of Newcastle , I have some concerns which I wish to have council address. My immediate concern is the state of Nash Road in the Courtice West area. This section of road has three main problems which are as follows : 1. The road surface is less than satisfactory and is too narrow, especially in the area of the creek, west of Windsor Valley Place. The guard rails in this area are a joke. There exists a danger to children and adults alike when walking in this area while two cars are passing from each direction, particularly at night, as lighting is poor or non-existent. 2 . The location of the mail boxes does not allow for a safe pull-off area. When cars are parked in front of these boxes it further adds to safety problems for pedestrians and motorists alike. Our particular mail box sits in about four inches of water and mud for several days following a rain or warm spell in the winter, or it becomes a skating rink when it freezes. The six to eight foot radius of water and/or mud causes people to park their cars even further from the boxes impeding traffic even further. 3. The litter and trash that accumulates on this road is atrocious. Is there not a bylaw which prohibits people from throwing their trash on the roadway? If not, why not? I believe a simple posting of signs and a good heavy fine would be deterrent enough to help reduce this problem. Per- haps a large sign inside the MacDonald' s restaurant at Town- line would remind people that we do not want their trash. In closing , I would like to remind you that my family and I, as well as many other people, moved to the Courtice area to enjoy a country atmosphere. We are not against progress and believe that with careful, proper and intelligent planning, this "bit of country" can be preserved as the area is developed. The plan- ning department has a big job to do in the years to come, as decisions are being made, please keep the residents prime reason for being here in mind.
