SUBJECT: PLOWING OFF-ROAD PARKING AREA FOR WINTER
RECREATIONAL USERS IN THE GANARASKA FOREST
RECOMMENDATIONS: It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report WD-38-89 be received; and '
2. THAT the Town of Newcastle provide a winter maintenance program
to plow the off-road parking area in the Ganaraska Forest for the
winter recreational users as illustrated on Attachment N0.3 to
this report; and
3. THAT a copy of this report be forwarded to Mr. Brian Hancock,
Chief Administrative Officer, Ganaraska Region Conservation Authority,
P.O. Box 328, Port Hope, Ontario, L1A 3W4.

Dear Sir:
The attached motion, FA 164/88, was passed at the October 20, 1988 meeting
of the Ganaraska Region Conservation Authority.
The issue of recreational users parking along the Town of Newcastle and
the Township of Manvers boundary road was brought to the attention of the
Authority through the Ganaraska Forest Recreational Users Committee. Of
particular concern was winter parking because of interference with private
driveways and municipal snow removal .
We would ask that Council give consideration to plowing the area noted
as an offroad parking area for winter recreational users in this section
of the Forest. Councillors Frank Stapleton and Diane Hamre are familiar
with the background of this request and are prepared to speak to the matter
as necessary.
Our staff is available at your convenience to look at the site with your
works department, as they feel necessary.
