By-Law # { MEETING: GENERAL PURPOSE AND ADMINISTRATION MEETING DATE: MARCH 20, 1989 REPORT #: WD-37-89 FILE #: SUUCT: STREET SWEEPING RECOMMENDATIONS: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. THAT Report WD-37-89 be received; and 2. THAT a copy of this report be sent to the Secretary of the Business Improvement Areas for Bowmanville, Newcastle and Orono. REPORT 1.0 BACKGROUND 1.1 The level of service provided for street sweeping has been the subject of numerous complaints during the past year. In particular, complaints have been received about the condition of the downtown streets during January and February of this year. 1.2 During this winter there have been several occasions when the roads were icy and had to be sanded. Also, there have not been many snow storms, which has compounded the problem with sand left on the streets, because much of the sand gets picked-up with the plowing and removal of the snow. .. .2 IUU 'J Pag e 2 WD-37-89 1.3 The 'Ibwn has a street sweeper which is used for about eight months of the year for street sweeping. The sweeper is not used during the winter months for the following reasons: a) The sweeper will not operate without water which controls the dust created by the sweeping action and lubricates the vacuum fan. Therefore, street sweeping is limited to periods when the temperatures are about freezing. b) The sand used for sanding the streets contains about 15% salt and the sweeping of sand with a high salt content, especially when it is in a damp condition, will cause rapid metal corrosion, resulting in significant damage to the sweeper in a short period of time. Sweeping the sand during the spring does not have the same effect on the sweeper because by then, most of the salt has been leached out of the sand by the spring rains. 1.4 In spite of the concerns noted above, I have instructed my staff to sweep the downtown areas of Bowmanville, Newcastle and Orono as soon as weather permits. 2.0 SCHEDULE FOR STREET SWEEPING 3.0 LEVEL OF SERVICE 3.1 It is my opinion that the level of service provided for street sweeping during the summer months has not been adequate. In order to improve the level of service the following actions have been taken: a) Council has approved, in principle, the purchase of a street flusher at an estimated cost of $100,000. Tenders have been received, and subject to final approval by Council, delivery can be expected by the end of June. The use of a street flusher, in conjunction with the street sweeper, will result in a much�improv--1 vel of service. �� ...3 Page 3 WD-37-89 b) A schedule has been prepared for the street sweeping from the end of March to the end of November, 1989. The frequency of street sweeping in the downtown areas has been increased. c) Provision had been made in the 1989 Current Budget for the pick-up of litter in the downtown business areas, including the parking lots owned by the Town. 4.0 STREET SWEEPING DURING THE WINTER MONTHS 4.1 We will be investigating the availability of other methods with regard to sweeping the downtown streets in the winter months. 5.0 CONCLUSIONS AND RECOMMENDATIONS 5.1 I believe that the above noted actions will significantly improve the level of service for street sweeping during the summer months. 5.2 It is, therefore, recommended that this report be received and a copy be sent to the Secretaries of the Bowmanville, Newcastle and Orono Business Improvement Areas. Sweeper to work extended hours from March 27 to May 19. Clean catch basins in rural areas one or two days per July 3 - 14 17 - 21 Vacations 24 - August 4 August 21 - September 1 8 - 18 week as time permits. September 4 - 15 18 - 22 Power broom with tractor to assist sweeping operations October 25 - October 6 9 - 20 23 - 27 on rural roads.
