S(RJECT: MRS GREENHAM'S REQUEST FOR SIDEWALKS, STOP SIGNS AND
CROSSING GUARD AT HIGH STREET/VANSTONE COURT AT
LORD ELGIN SCHOOL
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report WD-27-89 be received for information; and
2. THAT a copy of this report be sent Mrs. Sheryl Greenham, 2 Vanstone Court,
Bowmanville, Ontario, L1C 3V5 and Mr. G.S. Weekes, Principal,
Lord Elgin School, 140 High Street, Bowmanville, Ontario, L1C 3C1.

1.0 BACKGROUND
1.1 At a General Purpose and Administration Committee Meeting held on
October 5, 1987 the following resolution was passed:
#GPA-794-87
"THAT the presentation of Sheryl Greenham be received
and referred to the Director of Public Works for review
and subsequent report to the General Purpose and
Administration Committee."
1.2 At a General Purpose and Administration Committee held on October 19, 1987
the following resolutions were passed:
#GPA-826-87
"THAT Report CD-67-87 be received; and
THAT the placement of a crossing guard is not warranted
at the location in question; and
THAT Mrs. Sheryl Greenham, 2 Vanstone Court, be advised
accordingly."

"THAT Report CD-67-87 be received; and
THAT the request for a Crossing Guard at the Lord Elgin
Public School be referred to the Public Works Department
for review and input relative to sidewalks, walking
patterns, stop sign patterns; the impact the house
located on the north side of Elgin Street has on these
patterns, and the discussions to be undertaken with the
Lord Elgin School Principal."
1.3 A memo was received (Attachment N0.2) from G.S. Weekes, Principal, Lord
Elgin School, dated September 16, 1987 requesting a stop sign be erected
on High Street.

1.4 A letter was received (Attachment No.l) from Mr. Sheryl Greenham
dated September 30, 1987 requesting sidewalks be installed on the south
and east side of the school, the placement of a crossing guard and stop
signs on High Street.
1.5 A memo was sent to past Councillor Ann Cowman (Attachment N0.3) advising
of the work which was completed in the summer of 1988.
2.0 WORKS PERFORMED
2.1 A new sidewalk was constructed in the summer of 1988 as shown on
Attachment No.5.
2.2 The portion of existing sidewalk which directed children onto High Street,
north of this intersection was removed and sodded, to encourage use
of the newly constructed walk, which directs the children to the
supervised crossing area at the north side of the intersection of
Fourth Street and High Street.
2.3 New larger stop signs were installed at the north and south sides,
respectively of the intersection of High Street and Fourth Street.
2.4 A Four-Way stop is not recommended for this intersection, since the
traffic volumes east and west along Fourth Street through vanstone Court,
do not warrant a four way stop.
2.5 New stop bar and crossing lines were painted at the intersection of
High Street and Fourth Street in August 1988 which clearly marks the
intersection and crossing areas (see Attachment N0.5) .
2.6 New "School Zone" signs were installed on Fourth Street and High Street
in August 1988.

2.7 Trees in the vicinity of the school were trimmed to give increased sight
distances.
2.8 The Durham Regional Police were contacted and requested to check motorists
speed more frequently.
2.0 CROSSING GUARD
2.1 The issue of the crossing guard was the subject of a report by the
Clerk, Report CD-67-87. This report was dealt with at the General
Purpose and Administration Committee on October 19, 1988,
Resolution #GPA-828-87.
The result is that a crossing guard will not be provided. Mrs. Greenham
has been advised of this decision.
3.0 RECOMMENDATION
3.1 It is, therefore, recommended that this report be received for
information; and
THAT a copy of this report be forwarded to Mrs. Sheryl Greenham and
Mr. G.W. Weekes, Principal, Lord Elgin Public School.

Dear Mayor and Council Members ,
As a concerned parent representative of Lord
Elgin Public School , I would like to bring to ydur
attention a very serious matter regarding the
safety of all children in the neighbourhood . The
safety of our children is at risk while crossing
the street to Lord Elgin Public School and the
adjoining Town of Newcastle park .

Please find enclosed signatures of area
( residents requesting changes in the area . It is
strongly felt that the installation of sidewalks
on the south and east side of the school , a
crossing guard , stop signs on High Street would
all contribute to making the area much safer .
This matter was brought to the attention of
Ward II councillors— Monday , September 21 , 1987 .
Mr . Hal McKnight joined area residents to examine
the problem first hand Monday , September 28 , 1987
at 8: 45 a .m. as the children arrived at school .
-_. The unsafe conditions have increased with the
growth in our area . The new subdivision Prout
Drive is an example of increased population using
the park and school .
Please review our problem with the lack of
safety in our area . Your prompt attention is
greatly appreciated .

MEMO TO: Brian Irwin: By-Law Enforcement Officer
Town of Newcastle
RE: Safety concern at corner of High Street
and Vanstone Court/Fourth Street
It has been brought to my attention by several of the
school ' s parents, that a potential problem exists at the
above named corners.
Vehicles using High Street often travel excessively fast and
are endangering the students who cross to and from the
school at this corner.
With the introduction of junior kindergarten last year, we
have three year olds and up, who will be using this corner.
Would it be possible to have "stop" signs erected on High
Street to give the children a measure of protection and/or
a crosswalk painted on the pavement?

SUBJECT' Mrs . Jan Engel - Vanstone Court and High Street
Intersection, Bowmanville
Thank you for your memo of 30 September 1988 regarding
the above.
This matter was reviewed in late 1987 and again in
early 1988 and a four-way stop was rejected by the
Police Department, by the By-Law Enforcement Officer
and by the Works Department . The reasons given were
low traffic volume and low speeds .
We have, however, completed the following in the summer
of 1988 :
1. New sidewalk.
2 . New school zone signs .
3 . New larger stop signs .
4. Lines repainted.
5 . Trees trimmed.
6. The Police have been asked to check motorists '
speed more frequently.
In the event that the subdivision is constructed to
the north of this area or any other changes occur
which affect traffic volumes or conditions , we will
then review the matter once more .

A 3.61 SCHOOL AREA SIGN
MC-11)
Where a school is contiguous to a highway or arterial
street, it is considered advisable to provide advance
warning to motorists that they are approaching an area
where children walk along or may cross the roadway and J
that they are required to exercise caution and foresight in I
proceeding through these areas.
In urban areas, the We-1 sign shall be used and it shall
be erected not less than 50 m nor more than 200 m in
advance of the schoolground or the intersection where,
school children cross.
On the King's Highway and on high speed approaches in
rural areas, an oversized We-101 shall be erected
250 m in advance of the schoolground or intersection
where the children cross. e
These signs ordinarily need not be reflectorized although
there may be special cases where night visibility would
be of benefit.

A 3.62 SCHOOL CROSSING SIGNS
(Wc-1, We-1t, We-2)

School Crossing signs shall be used only at locations
where school or municipal authorities have pledged, in
writing assurance that a proposed school crossing, other
than a designated Pedestrian Crossover (see Section A ,
2.15), will be supervised by either a Policeman, School
Guard or School Child Safety Patrol during locally es-
tablished time periods. For further details and instruc-
tions refer to_Section 152 of The Highway Traffic Act.
