'CERTIFICATE OF ACCEPTANCE'
FINAL STAGE OF ROAD CONCONSTRUCTION
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report WD-26-89 be received; and
2. THAT the Director of Public Works provide Cean Investments Ltd. with a
'Certificate of Acceptance' for the Final Stage of Road Construction of
Plan 1OM-761.
REPORT
1.0 BACKGROUND
1.1 The Town entered into a subdivision agreement on November 27, 1984 with
'Cean Investments' (Oshawa) Ltd.' to develop lands by plan of subdivision,
located in Bowmanville and described as Plan 1OM-761 (see Attachment No.1) .

1.2 The construction of Town services proceeded in a manner satisfactory to
the Town and the Final Stage Road Construction consisting of surface
asphalt, curb and gutter, boulevard sodding, sidewalks and street trees
has been completed.
1.3 These Works were .inspected and found to be constructed satisfactorily
and a 'Certificate of Completion' dated September 30, 1987 is dealt with
in Report WD-25-89
1.4 The completed Works were placed on a one year maintenance period as
specified in the subdivision agreement.
1.5 The one year maintenance period had expired on September 30, 1988 and
Town staff reinspected these Works and found them to be satisfactory.
1.6 It is now appropriate that the Town accepts ownership of these Works,
since the developer has met all of his obligations with repect to these
Works as outlined in the subdivision agreeement.
1.7 In order for the Town to formally accept these Works, the agreement requires
the issuance of a 'Certificate of Acceptance' .
1.8 The Director of Public Works is responsible for the issuance of a
'Certificate of Acceptance' provided that Town Council approves the report
of the Director that all such Works have been properly constructed and
maintained for the duration of the maintenance period.
1.9 Since the works have been maintained in a manner satisfactory to the Director
of Public Works (refer to Section 1.5) , it is now appropriate to provide
the developer with 'Certificate of Acceptance' for these Works.

2.0 RECOMMENDATION
2.1 It is, therefore, recommended that Council approve this report, thereby
authorizing the Director of Public Works to issue a "Certificate of
Acceptance' for the final stage of road construction and subsequently
accepting the ownership of these Works.
