JANUARY 9, 1989 REPORT #: WD-18-89 FILE #: S(JCT• INFORMATION CENTRE RECONSTRUCTION OF BEAVER STREET AND ROBERT STEET, VILLAGE OF NEWCASTLE RECOMMENDATIONS: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1 . THAT Report WD-18-89 be received; and 2 . THAT the option of narrowing the pavement on Beaver Street and Robert Street be examined; and I 8 . THAT a copy of this report be sent to all residents who attended the Information Centre; and i 4. THAT another Information Centre be held in 1989 to report our findings on narrowing the pavement . REPORT 1 . 0 ATTACHMENTS No. 1: Drawing showing the location of the project . No. 2: Copy of the Register kept at the Information Cente. 2 . 0 BACKGROUND 2 . 1 Provision was made in the 1988 Capital Budget and Four Year Forecast for the design in 1988 and the construction in 1990 of Beaver Street and Robert Street in the Village of Newcastle. < , . 2 Page 2 WD-18-89 3 . 0 INFORMATION CENTRE 3 . 1 An Information Centre was held at the Newcastle Town Hall between the hours of 4: 00 p.m. and 7: 00 p.m. on November 2 , 1988. 3 . 2 About 22 area residents attended the Information Centre. A copy of the Register kept at the Centre is attached. 3 . 3 Drawings were available to show the residents the details of the project . The proposed project includes the reconstruction of Beaver Street from Highway No. 2 to the school at Robert Street and the reconstruction of Robert Street from Mill Street to Beaver Street . 3 . 4 The comments from the property owners concerning the proposed reconstruction was varied, but in general , the response was considered to be Eery_pe g�!Iive to the proposed reconstruction. The main reason for the negative response is that , because the right-of-way width of Beaver Street is only 50 feet , the reconstruction would require the removal of about twenty--five mature trees . Other comments included the need for providing a loading/unloading area for parents picking up and dropping off their children at the school . 4. 0 COSTS 4. 1 The estimated cost for the reconstruction of Beaver Street and Robert Street is $983, 000 . 00 . 5 . 0 REVIEW AND COMMENT 5 . 1 Beaver Street is in very poor condition and the open ditch drainage system does not provide good drainage. ". . . 3 1c)( C Page 3 WD-18-89 5 . 2 One option is to pulverize the pavement and repave Robert Street and Beaver Street . However, this is only a "make do" alternative and does not solve the drainage problems on Beaver Street . This project was reviewed in the field with a representive of the Ministry of Transportation who advised that the Ministry strongly favours reconstruction with curb and gutter and storm sewers . 5 . 3 Our consultants , Totten Sims Hubicki Associates Limited are reviewing the design to determine if narrowing of the pavement and making Beaver Street and/or Robert Street one-way streets would make it possible to reconstruct Beaver Street and Robert Street with curb and gutter, storm sewers and sidewalks without destroying the trees . 6. 0 RECOMMENDATION 6. 1 In view of the above, it is recommended that the alternative of narrowing the pavement on Beaver Street and Robert Street be examined to determine if this would make it possible to reconstruct Beaver Street and Robert Street without destroying the trees, that a copy of this report be sent to all persons who attended the Information Centre and that another Information Centre be held in 1989 to review our findings with the area residents .
