ROY FORRESTER ON BEHALF OF THE ORONO DOWNTOWN BUSINESS IMPROVEMENT AREA RECOMMENDATIONS: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1 . THAT Report PD-13-89 be received; and 2 . THAT a copy of this report be forwarded to Mr. Roy Forrester, Orono Downtown Business Improvement Association 5310 Main Street , Orono, Ontario LOB 1M0 1 . 0 BACKGROUND 1 . 1 At the regular meeting of the General Purpose and Administration Committee held on Monday, October 17 , 1988, Mr. Roy Forrester appeared as a delegation on behalf of the Orono Downtown Business Improvement Area to voice several concerns they have concerning parking enforcement and other matters in Orono. 2 Page 2 WD-13-89 2. 0 REVIEW AND COMMENT 2 . 1 On Tuesday, December 13 , 1988, Mr. Don Patterson, Manager of Operations , Public Works Department met with Mr. Roy Forrester to discuss his concerns as they relate to the Public Works Department . Following is a summary of the items discussed: 2 . 1 . 1 Stop_tiigpa.,._ lreet-Name-Sigpa,_N2_p r�ing_�igpa_!21c.,. Mr. Forrester expressed concern about the poor condition of the signs in Orono. Since many of the signs in Orono are under the jurisdiction of the Region, this concern was discussed with Mr. A. Lindsay, Region of Durham Works Department . Mr. Lindsay agreed to replace the worst signs immediatley and further, that in 1989, all signs in the Orono area that are substandard will be reviewed and repaired or replaced. Also, Mr. Forrester was advised that , since in some cases , the Region and the Town have signs on the same post , the Town will co-ordinate the replacing of the Town signs , as required, with the replacement by the Region. 2 . 1 . 2 Garbagt--_g2jj�ction-Contract A copy of the garbage collection contract with B . F. I . was forwarded to Mr. Forrester. 2 . 1 . 3 Street_Sweeping In 1989, the Town will schedule the sweeping of the streets in Orono every third week, on a trial basis . 3 Page 3 WD-13-89 2 . 1. 4 Snow_Plowing_�zp4_qgn!4ing Snow plowing and sanding on Main Street (Regional Road # 17) is done by the Region and snow removal is done by the Town' s Public Works Department on an "as required basis" . Mr. Forrester was advised that it is our intention to improve the level of service for snow removal in the business district . Our objective is to ensure that snow banks along the edge of the road are kept to a bare minimum by doing some snow removal after each major storm. 2 . 1 . 5 1989-Road-Construction-Proaram Mr. Forrester was advised, that subject to Council approval , Sommerville Drive, Church Street and Victoria Street will be reconstructed in 1989. 2. 1 . 6 Condition-of-Sidewalks Mr. Forrester was advised that it is our intention to patch, with asphalt overlay, the sidewalks which have serious deflections at the joints . 2 . 2 PARKING ENFORCEMENT 2 . 2. 1 The full-time parking enforcement officer position for the Bowmanville area has been filled and the part-time officer has since been assigned back to Orono.
