RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1 . THAT this Report WD-12-89 be received for information.

No. 1 : Drawing Showing the location of the intersection of
Liberty Street and Concession Street .
No. 2 : Letter dated November 14, 1988, from Mr. Bellamy,
Traffic Supervisor, Works Department , Region of Durham.
2 . 0 BACKGROUND
2 . 1 At a regular meeting of the Council held on October 11 , 1988,
Council passed Resolution #C-746-88:
"WHEREAS the development of subdivisions in the vicinity of
Concession Street and Liberty Street has resulted in an increase
in the amount of traffic using the intersection of Concession
Street and Liberty Street ; and
WHEREAS several complaints have been received about traffic
congestion at the intersection of Concession Street and Liberty
Street ;
NOW THEREFORE BE IT RESOLVED THAT the Director of Public Works be
directed to review the need for traffic signals at the
intersection of Concession Street and Liberty Street and report
his findings to the General Purpose and Administration
Committee. "

3 . 0 REVIEW AND COMMENT
3 . 1 The intersection of Regional Road 14 and Concession Street is
under the jurisdiction of the Region of Durham. (See Attachment
No. 1)
3 . 2 The Concern about the need of traffic signals at the intersection
was discussed with Mr. M. R. Bellamy, Traffic Supervisor with the
Works Department of the Region.
3 . 3 The Region took an 8-hour turning movement count at the
intersection on November 3 , 1988 and have reported their findings
by letter dated November 14 , 1988. (Attachment No. 2)
3 . 4 The conclusion reached is that traffic signals are not warranted
at this time, but since there has been a significant increase in
traffic volumes at the intersection since 1984, the Region will
place the intersection of Liberty Street and Concession on their
list of locations for annual review. If and when traffic control
signals become warranted, the Region will consider their
installation.
4. 0 RECOMMENDATION
4. 1 It is therefore recommended that this report be received for
information.

RE: Intersection of Liberty and Concession Streets
TRA-RR14-SIG in Bowmanville
We have recently completed an 8-hour turning movement count at
the intersection of Regional Road No. 14 (Liberty Street) and
Concession Street in Bowmanville. A copy of the volume summary
and the traffic signal warrant sheets are attached for your
information.
Traffic signals are not warranted and the existing 4-way stop
control still appears to be reasonably effective and relatively
safe. We noted a significant increase in the traffic volumes
through the intersection since our previous count in 1984.
With the current development in the vicinity of this
intersection, we expect traffic volumes to continue to grow at
a faster than normal rate. We will , therefore, place the
intersection of Liberty and Concession Streets on our list of
locations for annual review. If, and when, traffic control
signals become warranted, we will consider their installation.
