By-Law # MEETING: GENERAL PURPOSE AND ADMINISTRATION MEETING DATE: JANUARY 9, 1989 REPORT #: WD-11-89 FILE #: SECT: INFORMATION CENTRE: RECONSTRUCTION OF MILL STREET AND THE MILL STREET BRIDGE , HAMPTON RECOMMENDATIONS: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1 . THAT this report be received; and i 2 . THAT provision be made in the 1989 Capital Budget and Four Year Forecast, for consideration by Council , for the replacement of the Bailey Bridge on Mill Street and for the widening of Mill Street to provide for two way traffic and a sidewalk; and 8 . No. 2: Copy of the register from the Information Centre. . < . 2 /0 ( K) Page 2 WD-11-89 2. 0 BACKGROUND 2. 1 The Mill Street Bridge in Hampton was replaced with a Bailey Bridge in the spring of 1988. This replacement is a temporary measure only and the Bailey Bridge should be replaced with a permanent bridge as soon as possible. 2. 2 Provision was made in the 1988 Capital Budget and Four Year Forecast for the design for the bridge and the widening of Mill Street from the existing one lane to two lanes . 3. 0 INFORMATION CENTRE 3 . 1 On September 28, 1988, an Information Centre was held at the Hampton Community Centre. Drawings were available showing the widening of Mill Street to provide for two lanes of traffic and a sidewalk and the replacement of the Bailey Bridge. 3 . 2 Mr. William Campbell , Manager of the Central Lake Ontario Conservation Centre was present to review the Authority' s plans with regard to the Mill Pond. 3 . 3 A copy of the register from the Information Centre is attached. (Attachment No. 2) About 45 people attended and their comments can be summarized as follows : 3 . 3 . 1 The majority believe the road is needed to provide a link between the communities on the east and west side of Hampton. 3 . 3 . 2 Traffic speed is a concern and a four-way stop at King Street/Mill Street intersection was suggested by many persons . 3 C) Page 3 WD-11-89 3 . 3 . 3 The matter of safety was noted by many. However, most agreed that a sidewalk on the north side, with barrier type curb on the widened street would provide a safe road. 3 . 3 .4 The majority of residents favour the return of the Conservation pond. 3 . 3 . 5 A few people were against the proposed construction and suggested that the road be closed to traffic and that provision be made for pedestrians and bicycles only. 4. 0 REVIEW AND COMMENT 4. 1 The concrete abutments , which support the Bailey Bridge are in very poor condition and are in danger of collapsing. If this happens , the Bailey Bridge could be very severly damaged. 4. 2 A public school and a post office are located in Hampton on the east side of Bowmanville Creek. 4. 3 The traffic on Mill Street is about 220 vehicles per day. 4. 4 Over the past several years , residents from Hampton have been writing letters to the Town expressing their concern about the safety for children walking on Mill Street because of the narrow width (one lane only) , the high embankments and the lack of sidewalks . 4. 5 The only road link between the east and west parts of Hampton, are Mill Street and Regional Road *4 (Taunton Road) . 4 . 6 Students from the west side of Hampton are bussed to the school . The buses use Taunton Road to get to the school . . . . 4 Page 4 WD-11-89 4. 7 Based on the above and the opinions and suggestions made at the Information Centre, it would appear that we have the following options : Option A: Replace the Mill Street Bridge and widen Mill Street to provide for two lanes of traffic with a sidewalk on the north side of Mill Street . Option B : Replace the Mill Street Bridge, close Mill Street to vehicular traffic and provide for pedestrian and bicycles only. 5. 0 COSTS 5 . 1 The estimated cost for Option A is $700 , 000 . 00 . 5 . 2 The estimated cost for Option B is $300 , 000 . 00 . 6. 0 RECOMMENDATIONS 6. 1 It is my opinion that Option B would not be acceptable to a large majority of the residents in Hampton. It is therefore recommended that provision be made in the 1989 Capital Budget and Four Year Forecast , for Council ' s consideration, for the replacement of the Bailey Bridge and the widening of Mill Street to provide for two-way traffic and a sidewalk.
