RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1 . THAT Report WD-10-89 be received; and
2 . THAT provision be made in the 1989 Capital Budget and Four Year
Forecast , for the reconstruction of Highway No. 2 from 100 m (330
feet ) east of Simpson Avenue to the east Branch of Soper Creek
and the reconstruction of Mearns Avenue from King Street to
Orchard Park Drive; and
3 . THAT a copy of this report be sent to all those who attended the
Information Centre.

2 . 0 BACKGROUND
2. 1 Existing and future development in the area north of King Street
on the east and west side of Mearns Avenue will result in
significant increases in traffic volumes on Mearns Avenue at King
Street .

2 . 2 Our consultants , Totten Sims Hubicki Limited were asked to
examine various alternatives to provide for the projected traffic
volumes on King Street and Mearns Avenue.
3 . 0 INFORMATION CENTRE
3 . 1 Various alternatives were examined and the recommended
alternative was reviewed with the public at an Information Centre
held on Thursday, October 20 , 1988, in Courtroom 2 in the Fire
Hall on Church Street, Bowmanville.
3 . 2 Approximately nine people attended the Information Centre.
Attached hereto is a copy of the register with the comments from
those who attended the Information Centre. (Attachment No. 2)
3 . 3 The major issue raised at the information centre was the need for
sanitary sewers , which are the responsibility of the Region.
3 . 4 All Town of Newcastle road reconstruction projects are
co-ordinated with the Region for their input for the need of
sanitary sewers and watermains . The Region is aware of this
project and they will be kept informed as the design of the
project proceeds .
4. 0 PROPOSED RECONSTRUCTION
4. 1 Various alternatives were examined and the recommended
improvements for the widening of King Street from 100 metres east
of Simpson Avenue to the east Branch of the Soper Creek include
the following:

4. 1 . 1 Widening of King Street to a full four lane ( 14 m) roadway
from 100 m east of Simpson Avenue to approximately 110 m
east of Mearns Avenue and tapering back to a two lane
roadway at the east Branch of Soper Creek.
4. 1 . 2 Provision of a 3 . 25 m left turn lane with a storage lane
length appropriate for the design traffic volumes .
4. 1 . 3 Construction of a new sidewalk on the north and south side
of King Street from approximately 100 m west of Mearns
Avenue to 210 m east of Mearns Avenue.
4. 1 . 4 Widening of the bridge on the west Branch of Soper Creek
from two lanes to five lanes providing for two lane, two way
traffic and an additional 3 . 25 m for a left turn lane to
accommodate east bound traffic entering the Bowmanville Zoo.
4. 1 . 5 Construction of curb and gutter from Mearns Avenue east to
approximately 80 m west of the east Branch of Soper Creek.
4. 1 . 6 Construction of a minor storm sewer system for the proposed
urban roadway from east of Mearns Avenue to the east Branch
of Soper Creek.
4. 1 . 7 Hot-mix asphalt overlay of the existing roadway to be
included with the construction of granular base for the
widening of King Street from 100 m east of Simpson Avenue to
the east Branch of Soper Creek.
4. 2 The recommended improvements for the reconstruction of Mearns
Avenue from King Street to Orchard Park Drive are as follows:

4. 2 . 1 Reconstruction of the existing roadway pavement to the three
lane 10. 25 m pavement cross-section including curb and
gutter from Highway No. 2 to approximately 80 m north.
4. 2 . 2 Construction of a two lane, 7 . 0 m urban roadway
cross-section from approximately 80 m north of Highway No. 2
to Orchard Park Drive with an additional 3. 0 m wide
boulevard parking lane on the west side of the proposed
roadway.
4. 2 . 3 Construction of a minor storm sewer system to accommodate
the proposed urban roadway drainage.
4. 2 .4 Reconstruction of the existing pipe arch culvert crossing
Mearns Avenue at approximately 55 m north of Highway No. 2
to accommodate runoff from proposed developments west of
Mearns Avenue (cost to be borne by developers) .
4. 2 .5 Construction of a new sidewalk on the west side of Mearns
Avenue from Orchard Park Drive to Highway No. 2.
5 . 0 SCHEDULE
5 . 1 This project has been reviewed with the Ministry of
Transportation. The Minsitry agrees with the need for widening
of Highway No. 2 because of the increased volume of traffic.
5 . 2 The Ministry advised that funds for the project would not be
available until 1991 at the earliest . It was therefore agreed to
schedule the project for construction in 1991 with design, land
purchase and utility relocation in 1989 and 1990.

6. 0 COST
6. 1 The estimated cost for the widening of Highway No. 2 , including
the widening of the West Branch of Soper Creek Bridge, is
$1 , 000 , 000 . 00 . This section of Highway No. 2 is a "Connecting
Link" which means that the majority of the costs are eligible for
subsidy, by the Ministry of Transportation, at the rate of 90%.
This is over and above the normal subsidy received from the
Ministry of Transportation for road construction and maintenance.
6. 2 The estimated cost for the reconstruction of Mearns Avenue from
Highway No. 2 to Orchard Park Drive is $230 , 000 . 00 . The majority
of the costs for this part of the project are eligible for
subsidy from the Ministry at the rate of 50%.

7 . 0 RECOMMENDATION
7 . 1 It is recommended that this report be received and that provision
be made in the 1989 Capital Budget and Four Year Forecast , for
Council ' s consideration, for the reconstruction of King Street
and Mearns Avenue.
