RECOMMENDATIONS:

It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT this report be received; and
2. THAT Mr. Land be thanked for his suggestions and that he be advised that
his suggestions will be implemented in the spring of 1989; and
3. THAT a copy of this report be forwarded to Mr.Reg Land, 286 King Street,
Bowmanville, Ontario, L1C 1R1.

2.0 BACKGROUND
2.1 At a regular meeting of Council held on October 13, 1987, Council passed
Resolution #C-797-87 as follows:
THAT the correspondence dated September 30th, 1987, from Mr. Reg. Land,
286 King Street E. , Bowmanville, requesting Council consider implementing
a lane identification program on King Street, adjacent to the Mearns
Avenue intersection for the purpose of improving the safety of motorist
be received;
AND THAT the correspondence be referred to the Public Works Department
for review and a report to the General Purpose and Administration
Committee;
AND FURTHER THAT Mr. Land be advised of Council's decision.
2.2 In his letter, Mr. Land states that he has been a resident of King
Street East for the last thirty four years and he has noticed a much higher
volume of traffic passing through King Street East in the last year.
Mr. Land makes the following recommendations to alleviate some of the
problems created by the additional traffic.
1) The turning lane at King Street and Simpson Avenue should be clearly
marked as a combination turning lane and through lane from Liberty
Street.
2) The lane from Simpson Avenue to the Mall should be marked as a
turning lane.
3) Starting from 284 King Street East veer the solid yellow lilnes over
to the north side to provide a turning lane and a through lane at
Mearns Avenue. Going west from 284 King Street East, it would
return to two lanes to allow traffic a lane to turn into the Mall.
3.0 REVIEW AND COMMENT
3.1 Attachment No. 2 illustrates the existing lane markings on Highway 2 at
the present time.
3.2 Attachment No. 3 illustrates the lane markings as recommended by
Mr. Land.

4.0 CONCUSION
4.1 The proposed changes to the lane markings recommended by Mr. Land will
improve the traffic flow on Highway No. 2 in the area of the Mall and
Mearns Avenue.
5.0 RECOMMENDATION
5.1 It is, therefore, recommended that Mr. Land be thanked for his suggestions
and be advised that his suggestions will be implemented in the Spring of
1989.

To the Mayor and council Members;
As a resident of King St. East for the last thirty four years I have
noticed a much higher volume of traffic passing through King St. East
in the last year. Due to this extra traffic, there are two places
that should be looked at.
First, the turning lane at King St. and Simpson Ave should be clearly
marked as a combination turning lane and a through lane from Liberty
St. From Simpson Avenue to the Mall, the lane should be marked as
a turning lane.
Second, at present, there is a single lane on the south side of King
St. going east from the Mall entrance and two lanes on the north side.
At the bridge they become two single lanes. Due to the increased
traffic turning at Mearns Ave., because of the sub-divisions, there
have been rear enders and hundreds of near misses and possibly a
fatality one of these days.
A simple solution to 'this`accident prone area would be to veer the
solid yellow lines starting from 284 King St. E. over to the north
side. This would provide a turning lane and a through at Mearns Ave.
Going west from 284 King ,E. 'it would return to two lanes which
allows traffic a lane to turn into the Mall.
I hope ..somebody gives this serious consideration because the price of
yellow paint plus labour is minimal compared to the frustration and
danger to.a great number of motorists.
