RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report WD-6-89 be received; and
2 THAT a copy of this report be forwarded to all residents who
attended the Information Centre.

2 . 0 BACKGROUND
2 . 1 Provision was made in the 1989 Capital Budget and Five Year
Forecast for the Design in 1989 and Construction in 1990 of the
Port Granby culvert and adjacent road approaches.

3 .0 INFORMATION CENTRE BACKGROUND AND DISCUSSION
3 . 1 An Information Centre was held at the Newtonville Community Hall
between the hours of 3:00 p.m. and 7 :00 p.m. , Wednesday, October
11, 1989 . Invitations 2were extended to the public by way of a
newspapaer notice and hand delivered notice (to residents abutting
the project only) . The Information Centre was held for the purpose
of discussing preliminary reconstruction proposals and to receive
input from the public .
3.2 The proposed road improvements will be from 270m (886 feet) west
of the creek in Port Granby to 190m (623 feet) east of the creek
for a total length of 460m ( 1,509 feet) . The proposed work will
include complete road excavation, curb and gutters, storm sewers
and hot mix paving. The existing one lane culvert crossing the
creek will be replaced with a culvert to provide for two lanes of
traffic .
3 . 3 Lakeshore Road will be closed to through traffic during
construction. A temporary crossing of the watercourse (at the
culvert site) is proposed as necessary to accommodate local traffic
only.
3 .4 Several area residents attended the Information Centre. A copy of
the register kept at the Information Centre is attached to this
report. Those who attended were in favour of the proposed road
improvements .
3 .5 Mr. & Mrs . J. Houghton, the owners of the property located on the
south side of the road at the east end of the project were not able
to be present at the Information Centre and as a result,
arrangements were made to review the project with them at another
time.
4 .0 COST
4 . 1 The estimated cost for the project is $425,000, and provision has
been made in the proposed 1990 Capital Budget and Four Year
Forecast for construction of the project in 1990 .

5. 0 RECOMMENDATION
5. 1 It is recommended that this report be received for information and
forwarded to all residents who attended the Information Centre and
to Mr. & Mrs . Jack Houghton.
