RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT this report be received; and
2. THAT a By-law be passed to dedicate Parts 3, 4, and 5 of Plan 1OR-2492
as Public Road Allowance and that that Mayor and Clerk be authorized
to execute said By-law; and
3. THAT a copy of this report be forwarded to Mr. Freeman J. Reid,
Reid and Brown, Barristers & Solicitors, Suite 202, 200 Bond Street
West, P. 0. Box 250, Oshawa, Ontario, L1H 7L3.
REPORT
1.0 BACKGROUND
1.1 Attached is a copy of the letter from Freeman J. Reid,
(Attachment No.l) requesting that the road widening described as
Part 5 of Plan 1OR-2492 be dedicated as Public road Allowance.
1.2 The purpose of Mr.. Reid's request is to provide clear and
unobstructed access to his client's property.

1.3 The subject property is located in the former Darlington Township,
on the south side of Concession Road 6 east of Solina Road
(see Attachment No.2) . This property was created by Land Division
Application LD 584/86 and was protected by a 0.3 metre reserve
described as parts 3 and 4 of Plan 1OR-2492.
1.4 The purpose of this 0.3 metre reserve was to control the development
of these lands.
1.5 As a result of the Land Division Application procedure the applicant
was to fulfill a number of conditions, one of which was to deed to the
Town, Part 5 of Plan 1OR-2492 as a road widening. The conditions
of Land Divisions have now been satisfied and it is now appropriate
to dedicate the road widening (Mr. Reid's request) and the 0.3
metre reserve as public road allowance.
2.0 RECOMMENDATION
2.1 It is, therefore, recommended that the 0.3 metre reserves being
Part 3 and 4 of Plan 1OR-2492 and the road widening being Part 5 of
Plan 1OR-2492 be dedicated as public road allowance and that the
Mayor and Clerk be authorized to execute said by-law.

When widely used they can create a perception with the driver that
every stop street is a 4-way stop and reduce attention to traffic
on the crossing street.
They can create annoyance to adjacent residences with perceived
noise and fumes of stops and they waste fuel .
4.3 VIEWS OF THE POLICE OFFICER
' All-Way Stops are an effective and efficient method of controlling
the flow of traffic and reducing the number of collisions occurr-
ing at troublesome intersections where traffic control , signals are
not warranted.
Would recommend the installation of warranted All-Way Stops but
would not recommend their installation if they were coley based
on community pressure.

The use of All-Way Stops in the vicinity of a school is a valuable
safety measure even though crossing guards are supplied. I

Rolling stops are a problem at All-Way Stops in areas where there
is not a lot of pedestrian activity. The Police do not feel that
All-Way Stops are being used as a method of speed control .
From strictly an enforcement point of view, All-Way Stops breed it
disobedience for stop signs since drivers feel the hazard of a
+ right angle collision is reduced and tend to. coast through with-
out coming to a full stop. On the other hand, more often than
not, a reduction in accidents accompanies the installation of an
All-Way Stop which, from the point of view of the officer on patrol , I�
means fewer accident reports to fill out. !i

SPECIFIC COMMENTS RECEIVED �.

There is no doubt several All -Way Stops are unnecessary and have
been positioned at locations in an attempt to discourage motor
vehicles from driving in the area.

Because of this situation, some people have advocated that All-Way
Stops should not be rigidly enforced and that so-called moving
stops would be sufficient. We cannot agree with this concept as
we feel that this would only encourage motorists to ignore neces-
sary traffic controls and render them useless.
