' � By-Law # MEEfING: GENERAL PURPOSE AND ADMINISTRATION MEETING DATE: JANUARY 9, 1989 PUORT #: WD-3-89 FILE #: D-29/30-1 &JB.ECT: LLOYD DOWN PETITION' ON BEHALF OF AREA RESIDENTS REQUESTING NO PARKING ZONE ON BASELINE ROAD LOTS 29 AND 30, CONCESSION 1 AND BROKEN FRONT RECOMMENDATIONS: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. THAT this report be received; and 2. THAT no further action be taken at this time; and 3. THAT a copy of this report be forwarded to Mr. Lloyd Down, R.R. #2, Bowmanville, Ontario, L1C 3K3. i 4. THAT a letter be sent by the Public Works Department to the three businesses, Dempster's, Ducan Interior Contractors and Miko Interior Supplies thanking them for their co-operation in restricting any parking in front of their respective businesses on Baseline Road. REPORT i 1.0 BACKGROUND 1.1 A petition was received from Mr. Lloyd Down and signed by several residents of the area on Febraury 20, 1987 (see Attachment No.1) . . .2 ' II Page 2 WD-3-89 1.2 The Mayor's office received a call from Mr. Lloyd Down on April 18, 1988 inquiring of the status of the petition. Mr. Down also contacted Durham Regional Police regarding the parking situation and asked them to contact the owners of the three businesses, Dempster's, Ducan Interior Contractors and Miko Interior Supplies with the intent that the police meet with the businesses to influence them to discourage parking on Baseline Road in front of their businesses. 1.3 Subsequently the Police suggested that Mr. Down should contact the businesses personally and that quicker results may be received. Mr. Down then contacted each of the three businesses and requested that they refrain from parking on Baseline Road. 1.4 A representative from the Public Works Department met with Mr. Down in September 1988 and was advised that he has not seen any parking at the locations in question since his meeting with the businesses involved. 1.5 Mr. Down advised the Public Works Department representative, Ron Baker, that he is very satisfied with the situation at this time and agrees that no further action be taken regarding no parking signing. 1.6 Paragraph 4 of the petition in question stated that a seven year old boy was killed at that location. It should be noted that the accident in question happened seven years ago and was not directly related to the present situation. 2.0 RECOMMENDATION 2.1 It is, therefore, recommended that no further action be taken and that the Public Works Department send a letter to all three businesses thanking them for their co-operation and that a copy of this report be forwarded to Mr. Lloyd Down, R.R.#2, Bowmanville, Ontario, LlC 3K4. Chief Adminitrative officer. :llv December 16, 1988 February 20, 1987 D-8 COMMUNICATIONS DIRECTION To the Mayor and members of Newcastle Council 3`7"' 1Ol Subject : Request for a designated 'No Parking , area Location ; Base Line Road Concessions 1 and Broken Front Lots 29 & 30 Dear Sir, and Council Members We request that consideration be given to create a 'No Parking1 section of road on the Base Line, Concession 1 - Broken Front Lots 29 & 3'0. , This area is in front of industrial facilities occupied at present by Dempsters--Ducan Interior Contractors--Miko Interior Supplies. Parking on the road, has become a practice at times. Ample side street parking is available, and rarely used, to the Fast of these industrial facilities. A seven year old boy was killed at this very location. This emphasizes the urge of residents to initiate this request as soon as possible. The area in question is loca ted on a knoll which doesnit allow a clear vision of oncoming traffic either way. We the following would appreciate your immediate attention and hopefully your concern, as well as ours, for the safety of the public.
