Present: Mayor Garnet B. Rickard Councillor Donald W. Allin Kirk Entwisle Ivan M. Hobbs Kenneth E. Lyall H. Bruce Tink Absent: Councillor A. D. Wearn Resolution #C-74-410 Moved by Con. Hobbs, seconded by Con. Tink. Councillor A.D. Wearn THAT Councillor A. D. Wearnts absence from the Absenee meeting be excused. "CARRIED" Resolution #C-74-411 Moved by Con. Entwisle, seconded by Con. Hobbs. Council THAT the Council Minutes dated March 18th, 1974, be Minutes approved as amended as follows:- (a) Resolution #C-74-396 "Carried" should be "Lost"* (b) Resolution #C-74-390 Rule 13 should be Rule 33. (c) Resolution #C-•74-399 the words "and Staff" to be inserted after the word "Inspector". "CARRIED" Mr. N. Dudar Mr. No Dudar appeared before Council relative to his re Building application for a Building Permit in the former Permit Village of Newcastle (Lots 31 and 32 on Robert Street). Resolution #c-74-412 Moved by Con. Hobbs, seconded by Con. Entwisle. THAT the application be referred to the Planning Advisory Committee. "CARRIED" i Council Minutes - 2 -- April let, 1974 Conditions in A group of residents in the area of Mosport race track Vicinity of appeared before Council to make representations and Mosport complaints regarding unfavourable conditions imposed upon them during the various events which take place at Mosport. Some of those who spoke were Mr. S. McKay, J. Marvin, Mr. Rutherford, Mr. Ball, Mrs. Lee, Miss Hayden, Miss McDonald. A lengthy discussion followed regarding the problems of the residents. THAT the matter be referred to the Planning Advisory Committee to interview the Mosport Officials with Mr. Howden and Mr. Layng, to explain the problems of the residents and also make an in--depth study to try and find a solution. "CARRIED" Oehonski Mr. Howard Swartz and Mr. R. Lovekin appeared before Subdivision Council in relation to an action against the Town by Mr. Ochonski in connection with his rezoning application Mr. Swartz outlined the history of Mr. Swartzls application and pending writ against the Town. "CARRIED" Mr. Keith Mr. Keith Shackelton appeared before Council with Shackelton various questions regarding the proposed Sports Centre and in particular to his letter to Council on March 18th, 1974. Correspondence The following items of Correspondence were referred to the Planning Advisory Committee:- (a) Ministry of Natural. Resources letter dated March 19th, 1974, relative to the following site plan applications: (i) Cecil Ivan Mills - 12 of Lot 22, Concession 3, Township of Darlington. (ii) Bennett Paving and Materials Limited, Lots 27 and 28, Concession 10, Township of Clarke. j (iii) Bennett Paving and Materials Limited, Lot 33, Concession 7, Township of Clarke. Finance The following items of Correspondence were referred to Committee Finance Committee:- (a) Ontario Municipal Boardfs letter dated March 14th, 1974, relative to Shoreline Property Assistance Act.. (b) Oshawa and District Construction Exchange relative to tender for Sports Centre. (c) E. Richard Lovekin , B.A. re Clarke Township informations re Bruce Tennant. (d) Association of Municipalities of Ontario - Town and Village Section re Conference May 3rd and 4th, 1974. (e) Marks and McNeely letter dated March 15th, 1974, regarding By-Law No. 74-34 (Building By-law). (f) Oshawa and District Labour Council re Municipal Elderly Residents Assistance Act (Bill 225). Mohawk THAT Mr. George Howden, Director of Planning, in College liason with the Chairman of the Planning Advisory Letter dated Committee, is authorized to engage two Mohawk College March 6th, Planning Students for the summer under the 'Involvement 1974 re in Municipal Administration Programt of the Provincial Planning Government of a cost for salaries of approximately Teehnicans $20.00 per week each and to occupy time on background work for the proposed District Plan. Kinsmen Club THAT the request of the Kinsmen Club of Bowmanville to of Bowmanville set up "Toll Gate" in connection with their Cystic Toll Gate for Fibrosis Campaign be approved subject to the approval Cystic Fibrosis of the Ministry of Transportation and Communications. Warble THAT the Community Services Committee recommends to Fly Council that the following charges for Warble Fly Control Control be made for 1974:- Inspection and Sprayman - $4.00 per hour. Recreation THAT the Community Services Committee recommends Committee that a Recreation Committee of up to ten people be appointed for the Tom: of Newcastle to act on an advisory capacity to the Community Services Committee.
