Boughen appeared before Council requesting that re Newtonville certain funds of approximately $900.00 being the Park and proceeds of the sale of park lands in Newtonville, Community be used towards the rebuilding of the Community Hall. Letter from 14HEREAS this Council deems it advisable that all Ministry of Official Plans, Official Plan amendments, Zoning Housing By-law amendments and Sub-division Plans approved by Regarding previous Councils but not yet approved by the relevant Official Provincial Ministries or the Ontario Municipal Board Plans be reviewed by this Council and its agencies. Amendments THEREFORE IT IS RESOLVED (a) that the relevant Ministries and the Ontario Municipal Board be implored to withold action pending review by this Municipality of all Official Plans, Official Plan amendments, Zoning By-law amendments and Sub-division Plans submitted to them by the former municipalities of Darlington, Clarke, Bowmanville and Newcastle, but not yet ruled upon. Continued...... . 5 (b) that the Planning Advisory Committee shall forthwith consider all such outstanding applications and present recommendations to Council for endorsement, revision or revocation for each of them. (c) that it is recommended to the Planning Advisory Committee that their review shall follow, as far as possible, the chronological order in which the applications were made to the Ministries or the Ontario Ifunicipal Board. Land Division WHEREAS this Council wishes to encourage and help the Committee Regional Land Division Committee and the local Committee Region of of Adjustment to process applications to them with the Durham least possible delay; BUT WHEREAS this Council, and its Planning Advisory Committee, feel obliged to give due and proper consideration to their responses to notices of hearings received from the Land Division Committee and the Committee of Adjustment; THEREFORE IT IS RESOLVED (a) that the Committee of Adjustment and the Land Division Committee be requested to mail notices of hearings to each individual member of the P1�1nning Advisory Committee, to be received at least twenty one days prior to hearings. (b) that should the eventuality arise that there is insufficient time for Council or the Planning Advisory Committee to consider the subject of a 'Notice of Public Hearings before the Committee of Adjustment or the Land Division Committee, then the Chairman of the Planning Advisory Committee is authorized to seek the professional advice of our staff Planner and the Mayor and, after giving due consideration to their opinions and his own, to instruct the Staff Planner on the form of response. THAT the honorarium payable to the Bowmanville Public Honorarium Utilities Commission be increased to $2,000.00 to be shared equally among the four members. Interviewing WHEREAS this Council recognizes that the Planning of Planning Advisory Committee will require the services of a Consultants planning consulting firm to supplement the work of by Planning our staff Planner in the preparation of a District Advisory plan and conforming Zoning By-laws and, from time Committee to time, to advise on matters pertaining to applications. THEREFORE IT IS RESOLVED that the Planning Advisory Committee shall interview planning consulting firms, preferably those with a detailed, current professional knowledge of the area, and present their recommendations to Council for the engagement of a Planning Consultant. Preparation WHEREAS pursuant to Provincial Bill 162, Section 61 in of District general and paragraph (d) in particular, this Corporation Plan is required to prepare a 'District Plan' , to be submitted to the Regional Council; THEREFORE IT IS RESOLVED a) that the Planning Advisory Committee is hereby instructed to obtain or prepare all necessary maps, texts, statistical information, etc. , and to formulate, print and present to Council for 'approval in principle' a preliminary draft tDistrict Plan' using a basis, wherever they deem it advisable, existing approved, adopted and draft Official Plans of the former municipalities and maintaining, whenever feasible, a strong liason with the work of the Regional Planning authority. Continued..... 10 b) that, following granting of 'approval in principle' by Council, the Planning Advisory Committee will expose the preliminary draft 'District Plan' to public scrutiny and receive comments. Having made such modifications as the Committee deems advisable having considered public comment, the Committee will present a final draft 'District Plan' to Council for adoption and forwarding to Regional Council and the relevant senior authorities for approval. c) following granting of 'approval in principle' by Council of the preliminary draft 'District Plan' , the Planning Advisory Committee is authorized to prepare and present to Council for approval comprehensive draft Zoning By-laws which conform to the 'District Plan'. Tink„ School Board THAT the Northumberland and Durham County School Board Representatives and Separate School Board be invited to send representatives on Planning to sit in on the meetin-s of Planning Advisory Committee, Advisory but with no voting rights. Committee "CARRIED" Newcastle Councillor Allin reported on a meeting with the Newcastle Community Community Hall Board and presented a request for funds Hall Board and other material relative to the addition of the new kitchen.
