2.0 BACKGROUND
2 . 1 Leaves Banned at Brockwest Disposal Site in 1989
In 1989, the disposal of leaves at the Brockwest Landfill Site was
banned. The Region provided a leaf composting site on the west
side of Garrard Road in Whitby, and the Town and other area
municipalities collected the leaves and disposed of them at the
composting site.

2 .2 Contract with Browning-Ferris Industries Amended
In 1989, the Region paid the cost of operating the composting site.
The Town amended the contract with Browning-Ferris Industries (BFI)
for garbage collection to provide for the collection of the leaves
separate from the regular garbage collection. The compensation to
BFI is cost plus 15% for profit.
2 .3 1989 Leaf Collection and Composting Program
In 1989, the Town collected 388 . 64 tonnes of leaves by collection
by BFI and 225 tonnes of leaves using the street sweeper. The
leaves collected by BFI were transported to the Garrard Road Leaf
Composting Site and the leaves collected with the street sweeper
were mixed with our stock-pile of topsoil at the Bowmanville Depot.
2 .4 Saving to the Town
The cost for collection b contract with BFI was 22 567 . Since
Y $ ,
the Region did not charge a tipping fee at the Composting Site, the
Town realized a saving of $9,818 .
388.64 tonnes collected by BFI at a cost of $22,867
Tipping fee in effect was $83 .33 x 388 . 64 tonnes = $32,385
Therefore saving to the Town was:
$32,385
$22,567
$9,818 in 1989

3.0 REVIEW AND COMMENT
3. 1 Changes This Year
This year, there are some changes to the Leaf Collection and
Composting program:
a) All leaves for municipal collection are to be placed in clear
plastic garbage bags only.
The reason for this change is to eliminate the need for
special tags that were distributed throughout the Town last
year. Also, the clear plastic bags are distinctive and
easily identify the contents for collection and disposal
purposes.
b) The Region of Durham will be charging a disposal fee of $83 .33
per tonne for leaves disposed of at their composting site,
provided the leaves are collected in clear plastic bags or
loose as in the vacuum type collection programs .
3 .2 Clear Plastic Bags Available at Local Stores
The Region has advised Glad of the need for the clear plastic bags
for this years leaf collection program and have been assured by
Glad that clear plastic bags will be available at local stores
throughout the Region.
3 . 3 Collection Dates
Leaves will be collected on Mondays only on October 29, November
5, 12, 19 and 26 .

3 .4 Notice to All Residents
A notice will be mailed to all residents advising them of the 1990
Leaf Collection Program (see Attachment No. 1) .
3.5 Estimated Cost for 1990
The net additional cost to the Town for collection and disposal of
leaves this year is estimated to be $65,500, estimated as follows:
a) Collection of leaves by BFI $26,000
b) Disposal of leaves at the Region's
disposal site 450 tonnes x $83 . 33 $37,500
c) Printing and mailing of 15,000 notices 2,000
Sub Total $65,000
d) Less cost for disposal of leaves at the
Landfill Site assuming the leaves were not
composted:
450 tonnes x $97 .50 $43,875
Net Additional Cost $21,625
Sufficient funds have been provided in the 1990 Budget for this
cost.

4.0 RECOMMENDATIONS
4. 1 Since the contract with BFI was amended in 1989 to provide for leaf
collection and funds have been provided in the 1990 Budget for the
collection and disposal of leaves, it is recommended that this
report be received for information.

TO
TOWN OF NEWCASTLE RESIDENTS
1990 LEAF COLLECTION PROGRAM
1. LEAVES HAVE BEEN BANNED AT THE LANDFILL SITE SINCE 1989 AND AS A
RESULT, MUNICIPALITIES HAVE NOT BEEN PERMITTED TO COLLECT LEAVES
AS PART OF THEIR REGULAR GARBAGE COLLECTION SERVICE. THE COLLECTED
LEAVES HAVE TO BE TAKEN TO A PROVINCIALLY APPROVED DISPOSAL SITE.
PREVIOUSLY LEAVES COULD BE PLACED IN ANY TYPE OF PLASTIC BAG,
PROVIDED THEY WERE SPECIALLY TAGGED. THIS PROCEDURE IS NOT
PERMITTED FOR 1990.
2 . ARRANGEMENTS HAVE BEEN MADE TO COLLECT YOUR LEAVES AND DELIVER THEM
TO A COMPOSTING SITE PROVIDED THEY ARE PLACED IN CLEAR PLASTIC BAGS
ONLY AND PLACED OUT FOR COLLECTION IN THE NORMAL MANNER.
ARRANGEMENTS HAVE BEEN MADE TO ENSURE THAT CLEAR PLASTIC BAGS WILL
BE AVAILABLE AT LOCAL STORES THROUGHOUT THE REGION.
3 . LEAVES PLACED OUT FOR COLLECTION IN ANY OTHER TYPE OF BAG OR
CONTAINER WILL NOT BE PICKED UP AS REGULAR GARBAGE OR AS LEAVES.
4 . LEAF COLLECTION SERVICE WILL BE PROVIDED ON MONDAYS ONLY ON
OCTOBER 29, NOVEMBER 5, 12, 19 AND 26 .
