GENERAL PURPOSE AND ADMINISTRATION COMMITTEE DATE' SEPTEMBER 4, 1990 REPORT #: WD-84-90 FILE #: SUB,JEC'T: PROPOSED PLACEMENT OF COMMUNITY MAILBOX #36, DONCASTER CRESCENT, VILLAGE OF NEWCASTLE i RECOMMENDATIONS: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. THAT Report WD-84-90 be received; 2 . THAT the residents of Doncaster Crescent who signed the petition objecting to the location of Community Mailbox #36 on Doncaster Crescent be advised that after having reviewed their petition and all factors, it has been decided to locate Community Mailbox #36 on Doncaster Crescent as proposed; and 3 . THAT a copy of Report WD-84-90 be forwarded to the petitioners. -------------------------------------------------------------------- REPORT 1.0 ATTACHMENTS No. 1: Correspondence dated July 12, 1990 from Residents of Doncaster Crescent, Village of Newcastle No. 2: Key Map showing the proposed Location of Community Mailbox #36 on Doncaster Crescent . . .2 f .l REPORT NO. : WD-84-90 PAGE 2 No. 3: Town of Newcastle Guidelines for the Location and Installation of Community Mailboxes No. 4: Canada Post Standard for the Installation of Community Mailboxes No. 5: Typical Community Mailbox Location (Urban) No. 6: Typical Community Mailbox Location (Rural) 2.0 REVIEW AND COMMENT 2 . 1 Guidelines and Standards 2 .2 The Public Works Department has "Guidelines for the Location and Construction of Community Mailboxes" (Attachment No. 3) and Canada Post has "Standards for the Installation of Community Mailboxes" (Attachment No. 4) . The Guidelines and Standards are the basis of determining the location of Community Mailboxes on The Town of Newcastle streets. 2 .3 Alternatives for Location of Community Mailbox #36 2 .4 Two alternative were considered for the location of Community Mailbox #36 . 1. Edward Street This location was rejected because Edward Street is a collector road which has the main function of conveying traffic and has higher traffic volumes that local streets (Clause 1 of Town's Guidelines) . 2 . Doncaster Crescent This location was selected as the best of the two alternatives because it is located on a local street and is "located on the blind fl;ankage" of 39 and 51 Doncaster Crescent (Clause 6 of Town's Guidelines) . . .3 REPORT NO. : WD-84-90 PAGE 3 2 .5 Points Raised by Residents 2 .6 The residents raised the following points in support of the Edward Street alternative: 1. The Doncaster Crescent location will be visible from the front of seven residences and that Mr Des Blacquiere, Canada Post, has advised that this is contrary to Canada Post Guidelines. This has been discussed with Mr. Blacquiere who clarified that what he meant is that Canada Post would not locate the Community Mailbox on the side of the street which has houses fronting onto the street. 2 . The cost of installing and maintaining the mailbox should be considerably less as the sidewalk and wheelchair access is existing. This is probably true, but not likely significant. 3. This proposed location on Doncaster Crescent is at the centre of the surface runoff from at least three adjacent properties. This will create a hazard for the users during the winter months. There are many existing location similar to this one. The mailbox can be located such that this will not be a problem. 3.0 CONCLUSION AND REcol*gENDATION 3 .1 After having considered all the factors, it is still my opinion that the proposed location of Community Mailbox #36 on Doncaster Crescent is the preferred alternative. Mayor: RE: COMMUNITY MAILBOX f36 - DONCASTER CRESCENT We, the residents of Doncaster Crescent, object to the proposed placement of the above-noted Community Mailbox. In placing the Mailbox between 39 and 51 Doncaster Crescent, said Mailbox will be visible from the front of seven residences . In discussions with Des Blacquiere , Delivery Specialist with Canada Post Corporation, he advised that this is contrary to Canada Post guidelines . As well, he indicated that the Town of Newcastle does not want the Mailbox on a collector road. Notwithstanding this guideline, we feel the thirty-eight residences involved would be served equally as well by placing the Mailbox on the north side of Edward Street, east of the walkway joining the curb and sidewalk. At this location the Mailbox would be visible only from the front of 51 Doncaster Crescent and 195 Edward Street . The cost of installing and maintaining the Mailbox on Edward Street should be considerably less as the sidewalk and wheelchair access is existing. The proposed location on Doncaster Crescent is at the center of the surface water run- off from at least three adjacent properties . This will create a hazard for the users during the winter months . Supermailboxes are not to be located on collector roads. This location shall be reserved as a last alternative and only at the discretion of the Director of Public Works . 2 . Open areas such as parks, school land, municipal easements are preferred locations . The actual location should not hinder vehicular or pedestrian access to the property. 3. Supermailboxes shall be located on the same side as the stopping traffic at an intersection, only as a second alternative and shall be set back a minimum of 25 .0 m. The preferred location would be opposite the above condition, set back 25. 0 m, regardless of whether a sidewalk exists or not. 4 . The clustering of 3 or more units and construction of mini parks will generally be discouraged unless deemed necessary and satisfactorily to the Director of Public Works . 5. Supermailboxes shall not be located in sight triangles . 6 . Supermailboxes should be located on the blind flankage of a house whenever possible, except in rural estate subdivision where it is not always feasible. 7 . Whenever possible a supermailbox shall be located as close to a street light as possible but in no case shall it be closer than 3.0 m to a street light, hydro pole or hydro transformer. 8. Supermailboxes shall be no closer than 2 .5 m from any tree. 9 . Supermailboxes shall not be located any closer than 10.0 m to any fire hydrant. 10 . The minimum set back from a 90 degree elbowed street shall be 25 . 0 m. . . .2 WD-U04-90 ATT!1CH��ENT NO, 3 . . .2 11. (URBAN AREA ONLY) Supermailboxes shall face the sidewalk when they are located on the side of a street which has a sidewalk. The front of the concrete pad shall be located at 2 .5 m from the property line or 3. 075 m form the back of the curb. A 1.50 m wide access walk shall be provided from the curb to the sidewalk in accordance with N-504 . The walk shall be to the left or right of the supermailbox. The area between the concrete pad and sidewalk shall also be formed for concrete in accordance with N-504 . The curb shall not be cut for wheelchair access in areas where the curb has already been formed. Refer to Newcastle Standard Drawing N-647 . 12 . (URBAN AREA ONLY) Supermailboxes shall face the curb when they are located on the side of a street which does not have a sidewalk. The rear of the concrete pad shall be locate at 2 .5 m from the property line or 3. 075 m from the back of the curb. An access walk equal to the width of the concrete pad shall be provided from the curb to the front of the supermailboxes . Cutting of the curb shall be allowed for wheelchair access in this case only. Refer to Newcastle Standard Drawings N-647 . 13. In subdivisions which are at the utility co-ordinating stage, Canada Post shall make arrangements with the developer's consultant to have a depressed curb formed in front of all proposed supermailboxes for wheelchair access. 14. (RURAL AREA ONLY) Supermailboxes shall face the road in all situations (unless a sidewalk exists) . The rear of the concrete pad shall be 0.3 m from the property line. An asphalt access walk, equal to the width of the concrete pad shall be provided from the edge of pavement to the supermailbox in accordance with N-506 . A corrugated steel pipe culvert (standard size - 380 mm, 1.6 mm ga. ) shall be placed in the ditch to permit construction of the access walk. The culvert shall extend far enough to create 3:1 end slopes. (minimum length 5 .0 m) The ends of the culvert shall be marked with a reflective delineator mounted on 1.2 m metal sign post. Refer to Newcastle Standard Drawing N-649 . 15. Retaining walls shall not be used except when all other alternatives have been exhausted. . . . 3 016 , I I i i . . .3 16 . All areas disturbed during construction shall be topsoiled and sodded as per O.P.S.D. 17 . Refer to typical location standards as noted. Mail boxes to be mounted on concrete pads, in conformance with Canada Post assembly and installation instructions dated November, 1986 or the latest revisions thereof. 2 . Locations to be selected in accordance with Canada Post criteria (distance from home to mail box up to approximately 180 m (6001 ) on the basis of the following preference. (a) On commercially designated sites with appropriate parking, ingress and egress, subject to owner's approval. (b) In front of open spaces and parks where appropriate. (c) On abutting flankage of corner lots with flankage lots across the street. (d) On the flankage of corner lots. 3 . The mail boxes should be installed on the side of the road which has a sidewalk. If there is no sidewalk on the street or a sidewalk on both sides, then the mailbox should be installed on the right hand side of the road when entering the street (cul-de-sac and crescents) . 4 . Where there is no sidewalk mailboxes should be located 2 . 0 m from the curb line with a 2 . 0 m concrete sidewalk from the curb to the mail box and a curb depression to accommodate wheelchairs. 5 . Mail boxes placed on abutting flankage lots shall be placed anywhere from centred on the dividing lot line to beside the rear corner of the house depending on rear yard and house configuration. Mail boxes placed on a flankage lot abutting a frontage lot shall be placed anywhere from 3 m from the lot line to beside the rear corner of the house on the flankage lot depending on rear yard and house configuration. . . .2 U'6 R ATTACHMENT NO , 4 0-34-O0 i . . .2 6 . Mail boxes must be located a minimum of 3. 0 m from fire hydrants, 15 .0 m from stop signs, intersections and bus stops, 3. 0 m from driveways and 1. 0 m from streetlights, hydro transformers and telephone or T.V. pedestals (measured longitudinally along the street) . 7 . Mail boxes shall generally not be located on arterial or major collector roads. 8.
