RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report WD-83-90 be received;
2 . THAT the Director of Public Works be authorized to negotiate an
agreement with the Emedie family, Donald I. Kimura and his client
Norman Faulkner, and the Township of Manvers for improving the
Darlington/Manvers Townline at the expense of the Emedie family and
Norman Faulkner, to provide for the use of . the road for hauling
gravel;
3 . THAT the Director of Public Works submit a subsequent report to the
General Purpose and Administration Committee for approval of the
proposed agreement; and
4. THAT Mr. Donald I. Kimura and Mr. Emedie be advised of Council's
decision.

2.0 BACKGROUND
2 . 1 The Emedie family and Norman Faulkner own gravel pits in Manvers
Township. They have asked that the Town and Manvers Township enter
into an agreement with them to make improvements, at their expense,
to the Darlington/Manvers Townline to make it suitable for hauling
gravel.
3.0 REVIEW AND COMMENT
3 . 1 Not Suitable for Truck Traffic
The Darlington/Manvers Townline is very narrow in some locations
and is not suitable for use by heavy trucks.
3.2 Applicants to Pay the Cost
At the present time, gravel trucks travel easterly and then
southerly on Township of Manvers roads to Regional Road 20 and then
westerly on Regional Road 20. The use of Darlington/Manvers
Townline would be a shorter haul route and the Emedie family and
Mr. Faulkner are willing to pay the cost of improving the
Darlington/Manvers Townline to make it suitable for truck traffic.
3 .3 Boundary Road Agreement
The Boundary Road Agreement with the Township of Manvers provides
that the maintenance of the Townline be the responsibility of the
Town from Regional Road 20 to the Tenth Concession of Darlington
and that the maintenance of the Townline from the Tenth Concession
northerly to the north limit of the Town be the responsibility of
Manvers Township. The agreement also provides that any work on the
road other than maintenance be approved by the Council of the Town
and Manvers Township.

4.0 RECOMMENDATIONS
4 . 1 THAT the Director of Public Works be authorized to negotiate an
agreement with the Emedie family, Donald I. Kimura and his client
Norman Falkner, and the Township of Manvers for improving the
Darlington/Manvers Townline at the expense of the Emedie family and
Norman Faulkner, to provide for the use of the road for hauling
gravel.
4 .2 THAT the Director of Public Works submit a subsequent report to the
General Purpose and Administration Committee for approval of the
proposed agreement.
4 .3 THAT Mr. Donald I Kimura and Mr. Emedie be advised of Council's
decision.
