THAT Report WD-80-90 be received; 2 . THAT Totten Sims Hubicki Associates be retained to carry out a study to update their 1980 Courtice Stormwater Management Study and that the estimated cost of $39,700 for this study be taken from the I Lot Levy Reserve Account No. 1110-00157-0000. REPORT 1.0 ATTACHMENTS No. l: Key Map showing Courtice Urban Area No.2 : Courtice Stormwater Management Study Proposal from Totten Sims Hubicki Associates 2 II .0 BACKGROUND 2 . 1 Prior to the development of the Courtice Urban Area the Town retained Totten Sims Hubicki Associates to prepare a report entitled the 'Courtice Stormwater Management Study' . . . .2 i I 0 4 ,} REPORT NO. : WD-80-90 PAGE 2 2 .2 The purpose of the study was to achieve a well planned and designed Stormwater Management System that minimized the adverse affects of urbanization on the receiving watercourses and provided a framework for the development of the Courtice Urban Area (Attachment No.1) . 2 .3 The Courtice t S ormwater Management Study was completed in 1980, and has been used extensively by Town staff as a guide to the detailed stormwater management engineering for each watershed. The development of the Courtice Urban Area todate has occurred in compliance with the general principles of this report. 2 .4 The development within Courtice is now concentrated in the i peripheral limits of the present urban area. The watershed boundaries for storm drainage exceed the limits of the present urban area and for this reason any future planning or engineering is made quite difficult. I 2 .5 We require a study to be undertaken at this time to: a) Review the various stormwater management systems that are currently built or are proposed to be built in the near future in the Courtice Urban Area, in order to assess the effectiveness of the stormwater management systems achieving the objectives of the 1980 Study. b) Evaluate the effects of expanding the Courtice Urban Area with regard to stormwater management requirements. c) Update the recommendations of the 1980 Study, in light of an expanded Courtice Urban Area, state of the art stormwater management practices, and of current regulatory requirements for stormwater quantity and quality management. . . .3 I i 9 G Jr 4 i REPORT NO. : WD-80-90 PAGE 3 2.6 This matter has been discussed with our consultants, Totten Sims Hubicki Associates, who at our request submitted a proposal for a j study to address our needs. (see Attachment 2) . I i 2 .7 The total estimated costs for this study is approximately $40,000 I and has been calculated on the basis of an existing fee agreement between the Town and Totten Sims Hubicki Associates ( 1981) . 3.0 CONCLUSION 3. 1 This study should be undertaken at this time, to assist Town staff in the planning and engineering for the balance of the present urban area and for the future planning for the expansion of the urban area. 4.0 RECOrMENDATIONS 4. 1 It is recommended that Totten Sims Hubicki Associates be retained to carry out a study to update their 1980 Courtice Stormwater Management Study taking into account the existing stormwater management facilities and the current regulatory requirements for stormwater quantity and quality. 4 .2 It is further recommended that the costs for this study since it is development oriented be taken from the Lot Levy Reserve Account No. 1110-00157-0000 . THE STUDY The 1980 Courtice Storm Water Management Study,completed by Totten Sims Hubicki Associates,has been used by the Town to guide the storm water management design of urban development within the Courtice Urban Area.The urban development that has taken place in the Courtice Urban Area,plus proposed extension of the Area,necessitated a review of the 1980 Study. The objectives of the 1990 Update are: 1. Review the various storm water management systems that are currently built or are proposed to be built in the near future within the Courtice Urban Area,in order to assess the overall effectiveness of the storm water management systems in achieving the objectives of the 1980 Study. 2. Evaluate the effects of extending the Courtice Urban Area as planned by the Town's Planning Department. 3. Update the recommendations of the 1980 Study,in light of the planned Courtice Urban Area Exten- sion,and state-of-the-art storm water management practices,and of current regulatory requirements for storm water quantity and quality management. 'ATTACHMENT NO , 2 WD-80-90 ENGINEERS ARCHITECTS AND PLANNERS 0 4 Courtice Storm Water Management Study Update 2 Proposal for Consulting Services SCOPE OF CONSULTING SERVICES The scope of work which we will undertake to meet the Study Objectives is described in the following paragraphs: Obtain and review all available existing information on the Study Area:existing land uses,engineering reports and drawings for storm water management systems constructed since 1980 or that are currently under design;hydrologic data;hydraulic data;proposed development within the Courtice Urban Area. Determine the extent of the planned Courtice Urban Area Extension from the Town's Planning Department. Establish a hydrologic model of the Farewell Creek/Black Creek watershed incorporating the various new developments.The firm of Marshall Macklin Monaghan Ltd.has already done a portion of this work for the Central Lake Ontario Conservation Authority,so we will confirm and update their model. Update the hydraulic model of the watercourses to determine the floodlines for existing and proposed conditions. Carry out an inspection of the watercourses downstream of the Courtice Urban Area,to confirm en- vironmentally significant areas and erosion sites.The field data will be used to supplement data avail- able from the Central Lake Ontario Conservation Authority and the Ministry of Natural Resources. Determine the effects of proposed development and of expansion of the Courtice Urban Area on flowrates,runoff volumes,water levels,flow velocities,and frequency of floods in the watercourses. Determine the existing constraints on development posed by the hydraulic capacity of the watercourse, environmentally sensitive and significant areas,water quality,and erosion prone areas. Develop and evaluate alternative storm water management plans to mitigate the potential impacts of proposed development and an expanded Courtice Urban Area. Recommend a preferred storm water management scheme,including preliminary conceptual design and criteria for the detailed design of the various components of the storm water management scheme. Prepare a report to summarize and present the findings,conclusions,and recommendations of the Study. Arrange and attend meetings to review the study progress with the Town of Newcastle,the Central Lake Ontario Conservation Authority,and the Ministry of Natural Resources, ESTIMATED COST OF STUDY We will calculate our fee based on the agreement between the Town and Totten Sims Hubicki Associates (1981)Limited.Disbursements will be billed at cost.
