QUEEN STREET, BOWMANVILLE
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report WD-79-90 be received;
2 . THAT Mr. Paul Brace be advised that the Town will pass the
necessary by-laws to prohibit parking on the east side of Queen
Avenue and to establish a bus loading zone on Queen Avenue when
requested to do so; and
3 . THAT Mr. Paul Brace be advised of Council's decision.

2 .0 BACKGROUND
2 . 1 At a regular meeting held on May 14, 1990, Council passed
Resolution #C-340-90:
"THAT the correspondence dated April 20, 1990, from
Paul Brace, Manager of Transportation and Planning,
The Northumberland and Newcastle Board of Education,
with respect to the bus loading zone at Bowmanville
Senior Public School, located at 105 Queen Street
be received; and
THAT the correspondence be referred to the Director
of Public Works for review and report to the General
Purpose and Administration Committee. "
3.0 REVIEW AND COMMENT
3 . 1 Mr. Brace is proposing to move the bus loading and unloading zone
for the Bowmanville Senior Public School from Queen Street to Queen
Avenue (Attachment No.2) . This proposal is subject to Mr. Brace'
receiving permission form Goodyear to turn the buses in the
Goodyear parking lot.
3.2 The relocation of the bus loading/unloading zone from Queen Street
to Queen Avenue will necessitate prohibiting parking on the east
side of Queen Avenue adjacent to the Bus Loading Zone.
4 .0 RECOMMENDATIONS
4 . 1 The relocation of the bus loading zone from Queen Street to Queen
Avenue will result in improved safety for the school children. It
is, therefore, recommended that Mr. Paul Brace be advised that the
Town will pass the necessary by-laws to prohibit parking on the
east side of Queen Avenue and to establish a "Bus Loading Zone" on
Queen Avenue and to delete "Bus Loading Zone: on Queen Street when
requested to do so.

Dear Patty
This is in reference to the bus loading zone at Bowmanville
Senior Public School, located at 105 Queen Street.
The bus loading zone is presently situated in front of the school
on Queen Street. The principal has expressed a concern regarding
the volume of traffic on this street and has asked me to look
into the possibility of loading and unloading the buses on Queen
Avenue to the east of the school.
I am talking with Goodyear Canada Inc in an attemPT-to obtain
permission to turn the buses in their parking lot. In the event
that this is successful, I would like to relocate the loading
zone to the east side of Queen Avenue adjacent to the school. I
would also like to look at the possibility of decreasing the size
of the parking zone on the west side of Queen Avenue to
facilitate the movement of the buses.

situation; feel free to contact me at your convenience.

THE CORPORATION OF THE TOWN OF NEWCASTLE
BY-LAW NO.
Being a by-law to amend By-law 79-1, being a by-
law for the regulation of parking, standing or
stopping on highways under the jurisdiction of the
Corporation of the Town of Newcastle.
AND WHEREAS, it is deemed expedient to amend the said by-law to prohibit
parking on both sides of Queen Avenue, from Queen Street to its southern
limit, in the former Town of Bowmanville;
NOW THEREFORE, the Council of the Town of Newcastle hereby ENACTS as
follows:
1. Schedule 'A' (No Parking) to By-law No. 79-1 is hereby amended by
adding thereto and under the corresponding column thereof, the
following:

BY-LAW NO.
Being a by-law to amend By-law 79-1, being a by-
law for the regulation of parking, standing or
