SJB.,ECT: CONSTRUCTION OF A SIDEWALK ON LAMBERT STREET, BOWMANVILLE
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report WD-72-90 be received;
2 . THAT a sidewalk be constructed in 1990, on the east side of Lambert
Street, from King Street to Church Street; and
3. THAT the estimated cost of $18,000 be funded by using $8,000 from
the contribution received from W.E. Roth Construction Limited and
the balance of $10,000 be obtained from the Roads Contribution
Reserve Fund ( 1110-174-X) .

2.0 BACKGROUND
2.1 At a regular meeting held on May 14, 1990, Council passed
Resolution #C-353-90:
"THAT the Director of Public Works investigate the
feasibility of constructing sidewalks on Lambert
Street and repairing the sidewalks on Prospect
Street; and
THAT a report be forwarded to the General Purpose
and Administration Committee on his findings . "
3.0 REVIEW AND COMMENT
3.1 Attachment No. 1 illustrates the existing sidewalks in the
area of Lambert Street and the location of the Vincent Massey
School.
3.2 Route to the Vincent Massey School
The school children from east of Lambert Street who walk to school
have been using Lambert Street to get to the Vincent Massey School.
At the present time an office building is under construction on the
north-east corner of Lambert Street and King Street. The
additional traffic that this will generate has raised concerns
about the safety for the children since there are no sidewalks on
Lambert Street.
3.3 Feasibility of Constructing a Sidewalk on the East Side of Lambert
Street
One item which must be considered when constructing a sidewalk on
a street such as Lambert Street, is will the sidewalk have to be

replaced when the street is reconstructed. This has been reviewed
and it has been determined that the sidewalk can fit existing
conditions and future conditions when Lambert Street is
reconstructed.
3.4 Cost
The estimated cost for the construction of the sidewalk from King
Street to Church Street is $18,000 .
3.5 Funding
The owner, W.E. Roth Construction Limited, of the office building
which is now under construction on the north-east corner of Lambert
Street and King Street was required to make a contribution of
$16,092 .00 to the future reconstruction/upgrading of Lambert
Street.
3.6 Sidewalk on Prospect Street
The concerns about sidewalk on Prospect Street will be dealt with
in a future report.
4.0 RECOrMENDATIONS
4.1 It is recommended that a sidewalk be constructed in 1990, on the
east side of Lambert Street from King Street to Church Street; and
THAT the estimated cost of $18,000 be funded by using $8,000 from
the contribution received from W.E. Roth Construction Limited and
the balance of $10,000 be obtained from the Roads Contribution
Reserve Fund ( 1110-174-X) .
