S(JB,ECT: REQUEST FROM THE BOWMANVILLE BUSINESS CENTRE FOR PERMISSION
TO PUT MARQUEE TENTS ON TEMPERANCE STREET.
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report WD-71-90 be received for information; and
2 . That a copy of Report WD-71-90 be forwarded to Mr. Garth Gilpin.

2.0 BACKGROUND
2 . 1 At a regular meeting held on June 11, 1990, Council considered a
letter from Mr. Garth Gilpin, Secretary Treasurer and General
Manager of the Bowmanville Business Centre requesting permission

to erect a marquee tent in the downtown area to be used during
special events such as the Apple Festival and the Craft Sale.
2 .2 Council passed Resolution #C-411-90:
"THAT the correspondence dated May 23, 1990, from
Garth Gilpin, Secretary Treasurer and General
Manager, Bowmanville Business Centre, requesting
Council 's permission to install a number of
permanent tent anchors in the pavement on Temperance
Street, to allow stabilization of a marquee tent,
be received;
THAT the correspondence be referred to the Director
of Public Works for preparation of a report to be
submitted to the General Purpose and Administration
Committee; and
THAT Garth Gilpin be advised of Council's decision. "
3.0 REVIEW AND COMMENT
3.1 THE PROPOSAL
The proposal from the Bowmanville Business Centre is to place two
marquee tents on Temperance Street between King Street and Church
Street. The tents would be used for two or three days per event
for special events such as the Apple Festival and a Craft Sale.
During this time, Temperance Street would be closed between King
Street and Church Street (Attachment No. 2) .

3.2 FEASIBILITY
Each tent would require 42 anchors which would be placed in the
pavement near the edge of the concrete curb and gutter. The
anchors would be covered with a steel plate when not in use.
3.3 COST
The pavement on Temperance Street consists of about 3 inches of
asphaltic concrete plus about 4 inches of portland cement concrete.
In order to place the anchors, the pavement and concrete would have
to be core drilled to produce a hole about 6 inches in diameter.
This would be quite costly.
The proposal has been reviewed with Mr. Garth Gilpin, Secretary
Treasurer and General Manager and with Mr. George Webster,Chairman
of the Bowmanville Business Centre who have decided that the
project would be too costly. They therefore, advised me that they
wish to cancel the project.
3.4 OTHER MATTERS
I have been advised that there has been some concern expressed
about the paint marks on the pavement and sidewalks on Temperance
Street. These paint marks were necessary to locate the various
utilities to determine if it would be possible to place the anchors
for the tents.
The paint is a special paint which is removable and usually
disappears after a few rainfalls

3.5 Since it has been determined that the proposal is not feasible from
a cost viewpoint, other issues such as aesthetics, public
acceptance, affect on the pavement, etc . have not been dealt with
in this report.
4.0 RECOMMENDATIONS
4.1 In view of the above, it is recommended that this report be
received for information and that a copy of the report be forwarded
to Mr. Garth Gilpin.

Dear Mrs. Barrie
In order to be able to erect a marquee tent in the
Downtown as a pavillion for special events, such as
the Apple Festival and CtAft Sale, planned for September
1990, it is required that provision be made for secur-
ing the guy ropes.
As a result, would you be kind enough to bring before
Council , the following request ,
that the Bowmanville B. I.A. be-given permission to install
a number of permanent tent anchors in the pavement on
Temperance Street , just north of King Street , for purpos-
es of stabilizing a 50 by 100 foot marquee tent .
These anchors would be engineered to meet the requirements
of the firm from which the tent would be rented, and would
be established so as to be level with the surface of the
sidewalk and/or road.
