THAT Report WD-61-90 be received; 2 . THAT $80,000 be provided in the 1991 Budget for Council's consideration, to remove and replace the existing sidewalk on the west side of Mill Street from King Street southerly to Robert Street in the Village of Newcastle; and 3 . No.2: Detailed Map 1 �) `.) 8 . . .2 REPORT NO. : WD-61-90 PAGE 2 i 2.0 BACKGROUND 2 . 1 On April 23, 1990, a petition was received from Mr. Barry L. Head of the Village of Newcastle. It requested the replacement of the existing sidewalk on the west side of Mill Street from King Street southerly to Robert Street. The petition was signed by 75 area residents . 3.0 REVIEW AND COMMENT 3 . 1 Existing Conditions 3. 1. 1 The sidewalk is broken and very uneven in many places due to settlements and by tree roots lifting the sidewalk. (Several large trees are directly adjacent to the sidewalk) . 3 . 1.2 The existing sidewalk is approximately 1.2 m (4 feet) wide and has been overlaid with asphalt over the years in an attempt to improve its uneven, broken surface. i i i 3. 1.3 The overall unevenness of the sidewalk results in a build-up of water and ice, making it hazardous during the winter months . 3.2 . 1 Proposed Work 3.2 .2 The existing sidewalk should be removed and replaced with a 1.5 m (5 feet) standard sidewalk. 3 .2 .3 Due to continued root growth and limited boulevard space, the work may require the removal of some roots and/or trees. 3 .2 .3 The estimated cost of the work is $80,000. 4.0 CONCLUSIONS AND RECOMMENDATIONS 4 . 1 Due to the hazardous and substandard condition of the existing sidewalk, replacement should be undertaken and that funds be provided in the 1991 Budget to remove and replace the existing sidewalk on the west side of Mill Street from King Street southerly to Robert Street in the Village of Newcastle. 10 ` . . . 3 REPORT NO. : WD-61-90 PAGE 3 4 .2 It is, therefore, recommended that $80,000 be provided in the 1991 budget, for Council's consideration, to remove and replace the existing sidewalk on the west side of Mill Street from King Street southerly to Robert Street. Box 222 Newcastle, Ontario LOA 1HO April 23, 1990 Attention of the Mayor and Town Council: Enclosed is a petition from residents of the Tillage of Newcastle requesting an improvement in sidewalk conditions for the West side of Mill Street South. This is in the interest of Public safety since many incidents have already occurred to indicate the necessity for immediate improvement. For example: I am enclosing two (2) photographs taken last fall indicating the amount of water which collects on the sidewalk in front of 98 Mill Street, South and the United Church. This freezes and thaws with the weather change and produces a dangerous condition for pedestrian young and old. This condition exists in several locations along Mill Street, South between the I .G.A. parking lot and the Newcastle Multicare. Mr. L. Graham digs at trench every year to remove the water from her sidewalk. In front of 196 Mill Street South, there is a problem with uneven sidewalks (due to tree roots) which is so unsafe, the your children tip off their tricycles when playing. Mrs . M. Patterson has fallen because of icy conditions and bruised both her knees . As we all know, older people are mor susceptible to broken bones during falls and I must state at this time the Town of Newcastle is fortunate there have been no serious injuries to date and subsequent lawsuits . I have contacted the Works Department several times concerning these problems and they sent out one Ellwood Hawes, to make promises but no action. I am told by several residents that this in-action is not uncommon. i ATTACHMENT NO, 1 II bJ0-61-00 I () 61 . . .2 i . . .2 I feel there is no reason why we residents should have to do the work of the Works Department for them. (i.e. : last winter 1989-1990 I bought and used approximately 200 pounds of ice salt to try and control the ice problem. The above is why we not only request, but implore you, the Town, to repair or replace these dangerous sidewalk areas . Yours truly i Barry L.
