$(fB,EC': REQUEST FROM MARK HANCOCK TO IMPROVE SIGHT DISTANCE ON
CONCESSION ROAD 7 AT THE ENTRANCE TO HIS HOUSE
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report WD-59-90 be received;
2 . THAT no action be taken to cut about 6 inches off Concession
Road 7 at Mr. Hancock's entrance; and
3 . THAT Mr. Hancock be advised of Council's decision and that he be
provided with a copy of this report.

2.0 BACKGROUND
2 . 1 At a meeting held on June 26, 1989, Council approved Resolution
#GPA-505-89 :
"THAT the request of Mark Hancock pertaining to the
levelling of the road leading to his driveway be
referred to the Chairman of Public Works and
Director of Public Works for review and report back
to the General Purpose and Administration Committee;
and
THAT the delegation of Mr. Hancock be acknowledged
and he be advised of actions taken. "
3.0 REVIEW AND COMMENT
3. 1 The problem is that the entrance to Mr. Hancock's house is on the
crest of a hill and the sight distances on the road at Mr.
Hancock's entrance are not sufficient for vehicles travelling at
80 km/h.
3 .2 Mr. Hancock has requested that the Town take about 6 inches off the
crest of the hill and use the material to fill in the sag in the
road east of the entrance.
3 .3 Unfortunately Mr. Hancock's suggestion is not practical for the
following reasons:
1. The removal of about 6 inches of material off the crest of the
hill would result in an insufficient depth of granular
material on the road at the crest of the hill and the road
would almost certainly break-up in the location where the
material has been removed.
2 . The filling in of the sag to the east of the entrance would
not result in a significant improvement in the sight distance.

3 .4 The estimated cost to carry out the work requested by Mr. Hancock
is $20, 000 .
3 .5 The estimated cost to take the top off the hill to provide for
sight distance at Mr. Hancock's entrance for a speed of
80 km/h is $500,000.
3 . 6 The countryside in the north part of the Town is quite hilly and
there are many locations in the Town where the visibility from
entrances are not adequate for a speed of 80 km/h.
4.0 CONCLUSIONS AND RECOMMENDATIONS
4 . 1 From the above it is concluded that Mr. Hancock's suggestion to
take about 6 inches off the top of the crest of the hill and fill
in the sag in the road to the east is not practical and would not
result in a significant improvement in the sight distance at his
entrance.
4 .2 The estimated cost of $500,000 to cut the top off the crest of the
hill to provide for sight distances for a design speed of 80 km/h
is prohibitive.
4 .3 It is, therefore, recommended that Mr. Hancock be advised that no
action will be taken to cut about 6 inches off the crest of the
hill at his entrance and that Mr. Hancock be provided with a copy
of this report.
