RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report WD-52-90 be received;
2 . THAT no action be taken regarding the traffic on Lambert Street.

2.0 BACKGROUND
2 . 1 At a regular meeting of the General Purpose and Administration
Committee held on October 23, 1989, the Committee passed the
following resolution (#GPA-728-89) :
"THAT the Public Works Department Staff review and
report on the feasibility of preventing traffic from
travelling north on Lambert Street when exiting the
parking lot. "

3.0 REVIEW AND COMMENT
3 . 1 The proposed parking lot (Attachment No. 1) will be situated at the
southwest corner of Church Street and Lambert Street. The proposal
by United Counties Holding Ltd. calls for the construction of a
three story office building and accompanying parking lot.
3 .2 The aim of preventing traffic from travelling north on Lambert
Street when exiting the parking lot is to prevent an increase in
the amount of traffic in the vicinity of Vincent Massey Public
School .
3 . 3 The present conditions at Vincent Massey Public School require
school buses to park on Church Street when loading or unloading
school children. Vincent Massey Public School is presently
undergoing renovations which will provide that all parking for
school buses and staff vehicles be on school property rather than
on Church Street (Attachment No. l) .
3 .4 The only feasible way to prevent traffic from travelling north on
Lambert Street when exiting the parking lot is to make Lambert
Street a one-way street southbound. In order to get into the
parking lot, traffic would then be forced to travel east on Church
Street from Liberty Street and then south on Lambert Street to the
parking lot which would result in an increase in traffic on Church
Street in front of Vincent Massey Public School.
4.0 CONCLUSIONS AND RECOMMENDATIONS
4 . 1 From the above it can be concluded that there is no feasible way
to prevent traffic from travelling north on Lambert Street upon
exiting the parking lot that will also prevent traffic from
travelling on Church Street to enter the parking lot.

4 .2 It is also concluded that when the new parking lot is constructed
at Vincent Massey Public School that the problem of congestion
created by parking school buses will be eliminated.
4 .3 It is, therefore, recommended that no further action be taken in
regard to this matter.
