By-Law # MEETING: GENERAL PURPOSE AND ADMINISTRATION COMMITTEE DATE: MAY 22, 19 9 0 REPORT WD-39-90 FILE #: SUB,JECT: REQUEST FOR REDUCTION OF SPEED LIMITS ON TOOLEY ROAD i RECOMMENDATIONS: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1 . THAT Report WD-39-90 be received; i 2 . THAT the speed limit on Tooley Road from Nash Road northerly for 1200 m (3,937 feet) be reduced from 60 km/h to 50 km/h and from 1200 m north of Nash Road to Pebblestone Road be reduced from 80 km/h to 60 km/h; 3 . THAT Council approve the By-laws attached to Report WD-39-90; and I 4 . No.3B: By-law to Amend By-law 79-75 I . . .2 I REPORT NO. : WD-39-90 PAGE 2 2.0 BACKGROUND 2 . 1 Requests to Reduce the Speed Limit on Tooley Road 2 . 1. 1 In July, 1989 , a request was received from Mrs . Flora Curtis, 3270 Tooley Road to reduce the speed limit on Tooley Road from Nash Road northerly for approximately 1200 m (3,937 feet) from 60 km/h to 50 km/h. 2 . 1.2 On December 4, 1989, a letter was received, signed by several residents of Tooley Road, requesting that the speed limit on the northerly section of Tooley Road be reduced from 80 km/h to 60 km/h. 3.0 REVIEW AND COMMENT 3. 1 Existing Speed Limit 3 . 1. 1 The existing speed limit on Tooley Road from Nash Road northerly for 1200 m (3,937 feet) is 60 km/h and from 1200 m (3,937 feet) north of Nash Road northerly is 80 km/h. 3 .2 Existing Conditions 3 .2 . 1 Tooley Road from Nash Road northerly for 1200 m (3,937 feet) is built to urban standards with curb and gutter and storm sewers. There are no sidewalks and there are houses on both sides of the road. 3 .2 .2 . Tooley Road 1200 m (3,937 feet) north of Nash Road is a two lane rural road with open ditches for drainage. The width of pavement is 6 .5 m (21. 3 feet) and the shoulder are 1. 0 m (3 . 3 feet) . There are no sidewalks . 4.0 CONCLUSIONS AND RECOMMENDATIONS 4. 1 Based on the above information it is concluded that the requests from the residents to reduce the existing speed limits are reasonable. 1 � 2 i REPORT NO. : WD-39-90 PAGE 3 i 4 .2 It is, therefore, recommended that the speed limit on Tooley Road from Nash Road northerly for 1200 m be reduced from 60 km/h to 50 km/h and from 1200 m north of Nash Road to Pebblestone Road be reduced from 80 km/h to 60 km/h. MEMORANDUM TO: Mr. Walter A. Evans Director of Public Works The Corporation of the Town of Newcastle Public Works Department 40 Temperance Street Bowmanville, Ontario L1C 3A6 FROM: The residents of the northern section of Tooley's Road, Gearing's Lane and Kresia Lane. RE: Proposed Speed Reduction from 80 k.p.h. to 60 k.p.h. on Tooley's Road We believe the time is appropriate to express our deep that a serious or fatal accident is imminent on the northern section of Tooley's Road. In fact, several near accidents or incidents have already occurred due to speeding automobiles . There are many new homes in the area with children who bicycle or walk along Tooley's Road. Families living in the new large residential development at Tooley's Road and Pebblestone Road (Townline Estates) also regularly use Tooley"s Road. All the new development has led to a significant increase in automobile traffic . The attached map is useful in examining the physical layout of the area. 1. Just north of the Courtice boundary, immediately before a rather sharp right turn (if heading north) , a sign signals an increase in speed to 80 k.p.h. from 60 k.p.h. 2 . On the other side of the road (if heading south) a sign signals a decrease in speed to 60 k.p.h. For your information, there are no other speed limit signs on the northern part of Tooley's Road. . . .2 10C) J ATTACNMEN N0,2 i . . .2 Page 2 Before development occurred in the area, 80 k.p.h. was not as much of a concern although several speeders have been unable to successfully negotiate the sharp turn. However, with the current development, there is as much pedestrian traffic on the northern part of Tooley's Road as on the southern part of Tooley's Road. Therefore, we respectfully submit that the speed limit on the northern part (south of Pebblestone) should be the same as on the southern part - i.e. 60 k.p.h. Mr. Evans, we have signed this memorandum to impress upon you the importance of this safety issue. THAT Schedule "B" Part 1 to By-law 79-75, as amended, is further amended by deleting the following reference: ITEM HIGHWAY FROM TO COLUMN 1 COLUMN 2 COLUMN 3 8(b) Road allowance Concession Road 3 A point 1200 between Lots 32 Road Allowance metres north 33 (Concession 3) between Concessions of Concession Road 3 AND SUBSTITUTING THE FOLLOWING THEREFOR: ITEM HIGHWAY FROM TO COLUMN 1 COLUMN 2 COLUMN 3 8(b) (Tooley Road) 1200 metres north of Pebblestone Road Road allowance Nash Road between Lots 32 and 33 of Concession 3 2 . THAT this by-law shall come into force on the date it is approved by the Council of the Regional Municipality of Durham and when signs to the effect are erected. By-Law read a first time this 28th day of May 1990 . By-law read a second time this 28th day of May 1990. By-law read a third time and finally passed this 28th day of May 1990.
