Subject: SUBMISSIONS TO THE REGIONAL MUNICIPALITY OF DURHAM ON THE CLARINGTON OFFICIAL PLAN FILE: PLN 32.9.1 It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. THAT Report PD -36 -96 be received; 2. THAT the Director of Planning and Development be authorized to respond directly to the Regional Municipality of Durham on those public submissions made with respect to the Council- adopted Clarington Official Plan which addresses issues previously considered by Council. 3. THAT the Region of Durham Planning Department be so advised and forwarded a copy of Report PD- 36 -96. 1. During the period of the Region's review of the Clarington Official Plan, there will be a number of submissions made by landowners and members of the public to the Region. As the approval authority, acting for the Minister of Municipal Affairs and housing, the Region will be considering these submissions prior to their approval of the Official Plan. It is the Region's process to forward all submissions to the area municipality to obtain the Council's recommendation. 2. In the preparation of the new Clarington Official Plan, staff and Council conducted a thorough public consultation process. This included: M REPORT • PAGE 2 a review of all public submissions on the Draft Official Plan documented in Public Consultation Report 7 and considered by Council in meetings on September 14, 15 and 25, 1995; • statutory public meeting on the Recommended Official Plan on December 7, 1995; written submissions on the Recommended Official Plan, documented in Public Consultation Report 9 and considered by Council at its meeting on January 29, 1996; delegations made to Council at the meeting on January 29, 1996 to adopt the new Official Plan; and • written submissions on Recommended Official Plan made immediately prior to the January 29th, 1996 meeting and subsequently compiled in Public Consultation Report 10. 3. Many of the issues which will be considered by the Region have previously been considered by Council prior to or at the time of the adoption of the new Official Plan. In order to streamline the Regional approval process, it is recommended that the Director of Planning and Development be authorized to respond directly to the Region on all submissions which are addressing the same issues previously considered by Council in adopting the new Official Plan. 4. It is recognized that there may be some submissions which raise new issues. Staff propose to report to Council on these submissions only.
