Location: Microsoft Teams Members Present: Councillor Elhajjeh, Rick Stockman, Jim Boate, Debbie Doiron, Bart Hawkins-Kreps, Ron Hooper, Connor Houston, Lori Moore, Richard Oldfield Staff Present: Josh Gibson, Catherine Verhoog Absent: Hawa Mire, Brad Whittle Indigenous Statement was read aloud. 1. AGENDA 1.1 Additions to Agenda Addition - E-Scooters added as Item 4.9 Correction - Applefest is October 17th not October 16th Correction – Clarington Active Transportation “Master” Plan 1.2 Acceptance of Agenda Motion to accept the agenda. Moved to approve by Jim Boate, seconded by Debbie Doiron. CARRIED 2. MINUTES OF APRIL 16, 2026 2.1 Corrections None. P a g e 2 | 4 2.2 Approval of Minutes Motion to accept the minutes of April 16, 2026. Moved to approve by Ron Hooper, seconded by Lori Moore. CARRIED 3. PRESENTATIONS – None 4. DISCUSSION ITEMS 4.1 Follow Up Items from April 16, 2026, Meeting: 4.1.1 Safety Improvement Suggestions – West Beach Road – Permanent Speed Bumps and Camera Data – Connor/Lori Josh – Slav is in discussions with CLOCA to possibly achieve a road widening to install a multi-use path on the north side of West Beach Road along with a pedestrian crossing with flashing lights. There will be a taper at the bridge due to limited width at that location. Josh shared the concept drawing on screen. Lori – Commented that it is quite common for people fishing to stand on the bridge and fish from there. 4.1.2 One-metre Clearance Between Bike and Vehicles – Noodle Campaign Jim – Fewer cyclists in the area have not been using noodles. He suggests that advertising on the back of busses with bright day glow noodle colours would be effective. 4.1.3 Sharrows and Bike Symbols on Concession Street and Trulls Road Josh – He followed up but does not have an update at this time. He will follow up with Public Works again and voice the Committee’s concerns. Jim – Concession Street - The existing traffic calming measures create a pinch point between cyclists and vehicles where the traffic chicanes jut out into the road. Trulls Road – Trulls is a cycling corridor, and the newly paved section south of Bloor Street does not have a bike lane or urbanized shoulder as was discussed previously by the Committee and the ditches are very steep with very little shoulder. This agenda item is recommended to be carried over to the next term of the Committee. P a g e 3 | 4 4.2 Durham Region Active Transportation Update - Connor Connor – Last meeting was held in June. Clarington’s Waterfront Strategy was mentioned at the meeting. They are working on a Durham Region Bike Route Signage program which would extend into Clarington. A discussion was held regarding whether Regional wayfinding signage or Ontario bike route provincial signage would be used, if Regional signage would replace provincial signage, or if both would be used. The Committee sent a recommendation to Regional Council to utilize both, but a decision has not been made yet. 4.3 2026 Applefest – Saturday October 17th – Volunteers Needed – Lori Rick volunteered to help in the morning and with set up. Debbie and Jim volunteered to assist when needed. Bart can volunteer from 3:00 p.m. to 5:00 p.m. Ron can help with setup, and Connor may be able to help out depending on his schedule. Lori will send out a draft schedule to the members. She has picked up the new cards to hand out and has reached out to the Region for more swag. 4.4 Bike Promotion Roadway Signs - Richard To be carried over to the new Committee to investigate. 4.5 Clarington Waterfront Trail Safety – Safe Access to Courtice Shores Waterfront Segment – Jim To be carried over to the new Committee to follow up on 4.6 Clarington Active Transportation Master Plan (CTMP) – Rick Rick expressed appreciation for the completion of the CTMP as it was a key mandate of this Committee to keep track of and contribute to the plan. 4.7 Project Updates – Josh There are no new updates at this time. 4.8 Future Agendas – Closures for Courtice, Prestonvale and Trulls Roads – Rick Rick - The closures next year are going to be problematic for a lot of cyclists and traffic usage, and it is suggested that it be brought forward for the next Committee. 4.9 E-Scooters Ron – As a mode of active transportation, he is suggesting that the Committee look into the rules around the use of e-scooters. P a g e 4 | 4 Jim – They have been legalized on Regional Roads but not on local Clarington roads. Sami – Clarington’s Legislative Services Division is working with Durham Regional Police Services (DRPS) as the Highway Traffic Act governs the use of e-scooters. An in-depth discussion took place around the rules under the Highway Traffic Act for e-scooters, individual experiences, the impact on active transportation etc. 5. OTHER BUSINESS None. 6. NEXT MEETING N/A – The Committee’s responsibilities are completed with the end of the term of Council in October. 7. ADJOURNMENT Meeting adjourned at 8:20 p.m.
