Call to Order P. Vogel called the meeting to order at 7:00 p.m. 2. Land Acknowledgement Statement P. Vogel led the meeting with the Land Acknowledgment Statement. 3. Declaration of Interest None. 4. Adoption of Agenda That the agenda for June 16, 2026, meeting be approved , by consensus. 26.32 Carried. 5. Approval of Previous Meeting Minutes Moved by: R. Sproule Seconded by: S. Conway Page 2 That the minutes for the May 19, 2026 meeting be approved. 26.33 Carried 6. Delegations a. Chair’s Notes The chair welcomed and introduced Emilee Lawrence, new Senior Planner and Heritage Committee Staff Liaison, and Don Brown, new representative for NVDHS. b. Bowmanville Library Renovations – Jennifer Gardner(Clarington Library Museums & Archives (CLMA)) J. Gardner shared a presentation on the plans for the Bowmanville Library Renovations. The renovation proposes bringing in heritage services to the museum and archives, including heritage galleries and Camp 30 archives. Construction is to commence late fall 2026, with a proposed completion date in March 2027. No service disruptions are anticipated. J. Gardner invited members to participate in the engagement survey and provided the online link to information on the renovation project. The Committee asked questions about the types of exhibits planned, and the plans for the Sarah Jane Williams Heritage Centre. Moved by: R. Hooper Seconded by: R. Sproule That the Committee receive this update with thanks. Carried 26.34 7. Business Arising from Previous Minutes a. Heritage Scavenger Hunt Passport The Committee discussed possible options for an outreach initiative, including timing, format, and engagement strategies. L. Thiel-Convey (CLMA) shared CLMA support for a partnership for the initiative, supporting with historical research and archival photos, once more details emerge around dates and timing, capacity and format. 8. New Committee Business Page 3 a. Heritage Permit Applications i. 2752 Concession Rd 7 (File HPA2026-006) The Committee discussed the scope of the proposed application and considerations relating to materials used, including the use of lime mortar. Moved by: R. Hooper Seconded by: S. Conway That HPA2026-006 be approved as presented and be considered a minor alteration. 26.35 Carried ii. 192 Liberty Street N. (File HPA2026-007) The Committee requested additional information on the scope of the alteration and the state of deterioration of the original materials. The property owner , K. Hartley, was available online and answered Committee members’ questions. The Committee will look at existing and known resources to see if an original image of the property can be found, to be forwarded to the property owner. Moved by: D. Brown Seconded by: R. Hooper That the HPA 2026-007 be approved, provided the replacement of the decorative door framing be in kind, and replicated visually with what is existing. Additionally, if any original image can be found, the Committee encourages replication and restoration of any missing pieces; and, That HPA2026-007 be considered a minor alteration. 26.36 Carried. iii. 2662 Concession Rd 8 (File HPA2026-008) The Committee discussed the proposed replacement of the steel roofing, noting that this property has presented similar alterations in the past to the Committee. Moved by: S. Conway Seconded by: R. Hooper Page 4 That HPA2026-008 be approved as presented and be considered a minor alteration; and, That the Committee thank the applicant for their continued commitment to heritage conservation. 26.37 Carried. b. Property evaluation for consideration – None 9. Correspondence and Council Referrals a. Letter from CLMA re: Waverley Place i. The Committee received as information 10. Project Reports a. Subcommittee reports i. Municipal Inventory/Register - none ii. Public Outreach/Education - Cultural Heritage Information Station Initiative - none - Heritage Barn Project - none 11. Reports from Other Committees a. CLMA: Provided an update on upcoming events, via email to the staff liaison. i. Upcoming Summer Events – July 8, 22, August 5, 19 – Edwardian Teas; Senior Socials ii. Invitation to participate in Bowmanville Library Renovations online survey b. ACO – Clarington Branch – no update c. NVDHS: D. Brown provided an update on leadership changes, recent and upcoming programming, Policy and Procedure Updates and External Engagement d. Beech Avenue Heritage Conservation District – No update. Belmont Park - 155 Belmont Drive, Newcastle – The Committee requested that staff share any information next meeting on sizes of signs, and any Municipality of Clarington sizing standards, if applicable. f. Jury Lands Foundation – No update. 12. Standing Items a. 81 Scugog Street: No updates b. Fletcher Tree – Update from staff on a temporary parking lot proposed to be used to service the Hospital during the redevelopment project. The importance of the tree and its designation have been shared with Development Review staff, who indicated that an arborist would be involved in evaluating the application upon receipt. c. Parkland around Belmont House – no updates d. 71, 73, 75 King Street West – no updates e. Heritage Conservation Districts projects i. Newtonville – no updates ii. Bowmanville – no updates 13. Staff Updates Staff provided an update on properties in the process of becoming designated: • At June 15, 2026 Planning and Development Committee Meeting, Council passed a resolution to affirm its intention to designate 38 Centre Street, and withdrew its intention to designate 50 Centre Street. (Note: At June 22, 2026 Council Meeting, Council withdrew its intention to designate 38 Centre Street) • The objection period passed without receiving any objections for 75 Wellington Street and 7755 Old Scugog Road. Designation By-laws are anticipated to be on the Council Agenda on June 22 for passing. • No more staff reports this year Staff provided an update on the Lambert House Relocation: • The Lambert House Relocation will take place over the weekend from Friday, June 19 to Sunday, June 21. Page 6 Committee members asked a question about the process for notification for intention to designate, specific to 38 and 50 Centre Street, considering the objections to designation. Staff outlined what was shared at the PDC Committee meeting, noting difficulties encountered with registered mail times, communications with affected property owners, and how staff are looking to improve processes in the future.
