AGENDA 1.1 Additions to Agenda No additions. 1.2 Acceptance of Agenda Motion to accept the agenda. Moved to approve by Jim Boate, seconded by Connor Houston. CARRIED 2. MINUTES OF SEPTEMBER 18, 2025 2.1 Approval of Minutes Motion to accept the minutes of September 18, 2025. Moved to approve by Lori Moore, seconded by Ron Hooper. CARRIED P a g e 2 | 5 3. Other Items • Request to send email correspondence to Rick Stockman and Connor Houston. • Rick asked members to consider possible topics for presentations for the next or future meetings. 4. AGENDA ITEMS 4.1 Follow-Up Items from September 18 Meeting: 4.1.1 West Beach Road – Traffic Cameras and Traffic Calming • Lori Moore reported that traffic cameras were installed on West Beach Road and asked what data was being collected. • Connor Houston indicated that the cameras capture speed, volume, time of day, and other metrics. • Lori Moore noted the cameras were installed in early fall and removed a few weeks ago. Committee Discussion: • The ATSR Committee would like to review the collected data. • The Committee requests to be advised of the information and analysis resulting from the data collection. • Lori Moore noted that speed bumps have been removed and expressed interest in seeing similar traffic-calming measures reinstated on West Beach Road. • Bart Hawkins commented that the route is a safe route for part of the way but not the entire length. This was seconded by Lori Moore. • Bart Hawkins asked whether traffic-calming policies are being developed for Clarington, noting this topic has been discussed multiple times previously. 4.1.2 Snow Removal • The ATSR Committee expressed appreciation for snow removal efforts and will send a note to Council acknowledging the work completed. P a g e 3 | 5 4.2 DTAC Update • Connor Houston reported that Durham Region has earned a Bronze Bicycle Friendly Community designation, becoming the first Region in Ontario to receive this award. • Recent DTAC presentations included: o Durham Meadoway o Regional infrastructure updates o North Durham Rail Trail o Whitby Brock Street revitalization o Cycling education and promotion overview by Physical and Health Education Canada o Presentation by the Region’s Active and Sustainable School Travel Program 4.3 Applefest and Maplefest Applefest • Rick Stockman reported Applefest was a significant success and is the municipality’s premier event. • Jim Boate noted the map was very popular. • Connor Houston suggested contacting municipal staff to update the map, noting it is approximately two years out of date. • Connor Houston asked about the effectiveness of the handout. • Rick Stockman confirmed the handout was well used and that attendees appreciated the QR code, and requested updates if available. • Richard Oldfield suggested updating a smaller handout and bringing it back for future events. Maplefest • Lori Moore reported Maplefest was also successful and noted additional swag would be beneficial. • Connor Houston will check with the Region regarding additional promotional materials. P a g e 4 | 5 • Bicycle bells were noted as a success; Connor Houston will send Lori Moore the appropriate contact information. • Lori Moore advised Maplefest 2026 is scheduled for May 2, 2026, and volunteers are being sought. • Rick Stockman indicated general comfort with participation. 4.4 Active Transportation Master Plan Update • Rick Stockman, on behalf of Josh Gibson, reported there are no immediate updates. • The plan is in its final stages and is anticipated to be presented to Council in Q2 2026 (April). 4.5 Waterfront Trail Safety Concern • Rick Stockman reported a service request has been submitted regarding loose gravel and sand on asphalt along Cobbledick Road and the Waterfront Trail. A spring resolution is anticipated. • Jim Boate and Richard Oldfield shared additional safety concerns in other areas. 4.6 Sharrows and Bike Symbols – Concession Street & Trulls Road • Jim Boate raised concerns regarding Concession Street between Liberty Street and Old Scugog Road, noting the need for signage or designation indicating a bike lane or bike route. • Rick Stockman requested a draft concern be prepared for municipal staff, with Jim Boate to lead. • Jim Boate also raised concerns regarding Trulls Road from Pebblestone Road to Bloor Street. While currently a bike lane and part of a bike route, recent repaving in the southern section did not include bike lanes or sharrows. • Rick Stockman again requested a draft concern be prepared for municipal staff, with Jim Boate to lead. 4.7 Bike Promotion Roadway Signs • Richard Oldfield suggested “Smile, you are on camera” messaging painted in bike lanes. • Rick Stockman asked where signage would be placed and what the associated costs would be, noting ATSR may have available budget. • Item to be added to the agenda for the next meeting for further discussion. P a g e 5 | 5 4.8 Project Updates • Rick Stockman, on behalf of Josh Gibson, provided the following updates: o Funding applications submitted in February of the previous year – no updates received. o South Bowmanville Recreation Complex: Phase 2 in progress, including continuation of the multi-use pathway. o Design of the multi-use pathway on Green Road and Bowmanville Avenue is underway. o Storm sewer outflow pond maintenance is closing the multi-use path on Hetherington Drive near Bowmanville Creek. o Reconstruction of Bowmanville Avenue from Highway 2 to Baseline Road is underway. 5.
