SIM"CT: REQUEST TO OPEN •THE ROAD ALLOWANCE KNOWN AS CONCESSION ROAD
8 IN LOTS 12 & 13, FORMER CLARKE TOWNSHIP, 305 METRES ( 1000
FEET) - MR. DARRYL E. LEACH
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report WD-17-90 be received;
2 . THAT the request from Mr. Darryl E. Leach to open
approximately 305 metres ( 1000 feet) of the road allowance
known as Concession Road 8 between Lots 12 and 13, former
Clarke Township, be approved subject to Mr. Leach entering
into an agreement with the Town to satisfy all requirements
of the Town, financial and otherwise; and
3 . That Mr. Leach be advised of Council's decision.

2 .0 BACKGROUND
2 . 1 On February 8, 1990, a meeting was held with Mr. Leach to discuss
the opening of the above road allowance. Mr. Leach wishes to
obtain a building permit to construct a house on his property.
3 . 0 REVIEW AND COMMENT
3. 1 At the present time, a building permit is not available because the
property in question does not have frontage onto a year-round
maintained road.
3 .2 Section 9 .2 of the Town's Zoning By-law states that a building
permit would be available if the property has a minimum of 30
metres (98 .4 feet) of frontage onto a year-round maintained road.
4 .0 RECOMMENDATION
4 . 1 It is therefore recommended that the request made by Mr. Leach to
open the Road Allowance known as Concession Road 8, in Lots 12 and
13, former Township of Clarke be approved subject to Mr. Leach
satisfying all requirements to the Town, financial and otherwise.
