MEETING: GENERAL PURPOSE AND ADMINISTRATION MEETING

ACT: REQUEST FOR BICYCLE PATH ALONG HIGHWAY #2
BETWEEN NEWCASTLE AND OSHAWA
COMMENDATIONS:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report WD-15-90 be received;
2 . THAT the request to include a bicycle path along the newly
constructed Highway #2 between Newcastle and Oshawa be denied; and
3 . THAT Mr. Bob Burke be provided with a copy of this report and
advised of Council's decision.
REPORT
1. 0 BACKGROUND
1. 1 At a regular meeting held on January 15, 1990, Council passed
Resolution # #C-9-90:
"THAT the correspondence dated December 4, 1989,
from Mr. Bob Burke, with respect to the inclusion
of a bicycle path along Highway #2, between
Newcastle and Oshawa be received;

THAT the correspondence be referred to the Director
of Public Works for a review and report" .
2 .0 COMMENT
2 . 1 Public Works considered the request of Mr. Burke for a bicycle path
between Newcastle and Oshawa along Highway #2 . Highway #2 is under
the jurisdiction of the Ministry of Transportation.
2 .2 To include a designated bicycle path along Highway #2 would require
an easement or encroachment agreement with Ministry of
Transportation if lands were available and the Town would be
totally responsible for the construction and maintenance of the
path.
2 . 3 Acquisition of lands as well as construction and maintenance of
such a bicycle path would require substantial funds and present on
going maintenance costs .
Public Works, through the budget process, is attempting to allocate
sufficient funds to improve the condition of existing services such
as road, streetlighting, and sidewalks where known deficiencies
exist. In view of the Town's priorities and responsibilites for
existing services, it is not advisable at this time to place
additional maintenance and cost burden on our already limited
funds .
3 .0 RECOMMENDATIONS
3 . 1 It is, therefore, recommended that the request to include a bicycle
path along the newly constructed Highway #2 between Newcastle and
Oshawa be denied.
