RECOMMENDATIONS:
It is respectfully recommended' that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report WD-11-90 be received;
2 . THAT provision be made in the 1990 Capital Budget and Four Year
Forecast for the completion of design in 1990 and the
reconstruction in 1991 of Robert Street and Beaver Street as
outlined in this report; and
3 . THAT a copy of this report be forwarded to all residents who
attended the Information Centre held on September 13, 1989, and to
the residents at 48 and 49 Robert Street, 106 and 118 Beaver
Street.

2 . BACKGROUND
2 . 1 Provision was made in the 1988 Capital budget and Four Year
Forecast for the design in 1988 and the reconstruction in 1990 of
Beaver Street and Robert Street in the former Village of Newcastle.
2 .2 An Information Centre was held at the Newcastle Village Town Hall
between the hours of 4:00 p.m. to 7 :00 p.m. on November 2, 1988.
Report WD-18-89, which advised Council of the results of the
Information Centre was received by the General Purpose and
Administration Committee at a regular meeting held on January 9,
1989 .
2 .3 Beaver Street has a 16 .4 m (50 feet) wide road allowance and is
lined with mature trees . The proposed reconstruction, which would
provide for the standard 9 .2 m (28 feet) wide pavement would have
resulted in the removal of about 25 of the mature trees on Beaver
Street and Robert Street.
2 .4 The comments from the property owners concerning the reconstruction
was varied but in general, the response was considered to be very
negative to the proposed reconstruction. The main reason for the

negative response was the loss of the mature trees .

2 .5 As a result, Report WD-18-89 contained the following
recommendation:
"THAT the option of narrowing the pavement on Beaver
Street and Robert Street be examined; and
THAT another Information Centre be held in 1989 to

report our findings on narrowing the pavement. "
These recommendations were approved by Council.

3. REVIEW AND COMMENT
3. 1 Provision was made in the 1989 Capital Budget and Four Year
Forecast to complete preliminary design in 1989, final design in
1990 and reconstruction of Beaver Street and Robert Street in 1991.
3 .2 Second Information Centre
3 .2 . 1 A second Information Centre was held at the former Village of
Newcastle Town hall from 3:00 p.m. to 7 :00 p.m. on Wednesday,
September 13, 1989 .
3 . 3 In order to respond to the concerns of the residents about the loss
of about 25 mature trees, the following changes in design of the
road way was presented to the residents at the Information Centre:
1) Reduce the width of the pavement on Beaver Street from
James Street to Emily Street from the originally proposed
9 .2m (28 feet) width to 6 . 7 m (22 feet) width.
2) Reduce the width of the pavement on Beaver Street from
highway 401 to James Street, from Emily Street to Highway
#2 and on Robert Street from Mill Street to Beaver Street
from the originally proposed 9 .2 m (28 feet) to 8 .0 m
(26 .2 feet) .
These changes resulted in reducing the number of trees that
must be removed because of the reconstruction from 25 to 17 .
3) Make Beaver Street one-way northbound from Robert Street
to Emily Street and two-way from Highway 401 to Robert
Street and from Emily Street to highway #2 .
4) Make Robert Street two-way from Mill Street.

5) In addition to the above changes, the residents were
offered two replacement trees (planted on their property
by the Town) of heights from 5 to 6 m ( 16 to 20 feet) for
each tree removed within the street allowance across
their frontage.
3.4 In addition to the Information Centre, on September 12, 1989, our
consultant met with the residents at 48 Robert Street, 106 and 118
Beaver Street and 82 Emily Street and reviewed the revised design
proposals with them. These residents indicated that they were in
favour of the new proposal.
3 .5 On November 8, 1989, our consultant met with the owners of 49
Beaver Street who were unable to attend the Information Centre held
on September 12 . They indicated that they are pleased that the
reconstruction is proposed but that they have reservations with
regard to the proposed two-way traffic on Robert Street (at the
present time, Robert Street is one-way eastbound from Mill Street
to Beaver Street) . They were advised that in order to alleviate
their concerns, parking will be prohibited on this section of
Robert Street.
3.6 The Information Centre was attended by 17 residents . The majority
of those who attended indicated that they were in favour of the
Town proceeding with the reconstruction of Robert Street and Beaver
Street using the new proposal presented at the Information Centre.
4 . RECOMMENDATIONS
4 . 1 It is recommended that provision be made in the 1990 Capital budget
and Four Year Forecast for the completion of design in 1990 and the
reconstruction in 1991 of Beaver Street and Robert Street in
accordance with the proposal presented at the Information Centre
held on September 13, 1989, and as outlined in this report.
