THAT Report PD -29 -96 be received for information. 1. PURPOSE OF REPORT 1.1 The purpose of this report is to advise Committee and Council of the status of the Farewell /Black Creeks Watershed Study. 2. STEERING COMMITTEE 2.1 The Watershed Study process is being administered by a Steering Committee. The Central Lake Ontario Conservation Authority and the Municipality alternate the chairing of the meetings. The following agencies /groups are also represented on the Committee: • Durham Region Planning Department • City of Oshawa Public Works Department • Ministry of Natural Resources • Ministry of Agriculture • Food and Rural Affairs • Ministry of Environment and Energy ffl REPORT PAGE 2 Provincial Facilitator's Office Friends of the Farewell Friends of the Second Marsh Development Industry (Tonno Construction, Kingsberry Properties) 2.2 The first meeting of the Steering Committee for the Watershed Study was held on November 9, 1995. A second meeting has been scheduled for March 1, 1996. 3.1 The Watershed Study is intended to proceed in two separate phases. In Phase 1, a data base for the Farewell /Black Creeks watershed is to be compiled from existing information. The utility of this information is to be evaluated, information gaps identified and a work plan devised to supplement the date base. Phase 1 will conclude with the preparation of the Terms of Reference for the comprehensive Watershed Study, which is to be undertaken in Phase 2. 3.2 A total of 31 consulting firms were requested to submit Expressions of Interest for Phase 1; 14 submissions were received. Conservation Authority and Municipal Staff have reviewed the Expressions of Interest and have prepared a preliminary short list of consultants for the Steering Committee to consider at the March 1, 1996 meeting. The consultants on the final short list will be requested to submit a specific proposal for Phase 1 of the Watershed Study. 3.3 Staff note however that, until the issue of funding for both phases of the Watershed Study has been resolved, the Steering Committee will not be requesting the short- listed consultants to submit proposals for Phase 1. 4. STUDY FUNDING 4.1 As of the writing of this report, the issue of funding for the two phases of the Watershed Study has yet to be resolved. The Ministry of Environment and Energy has indicated that they can only provide technical support and not financial REPORT PD-29-96 PAGE 19 support. The Ministry of Natural Resources has indicated funding may be available through the Conservation Authority. However, Authority Staff have advised that Authority funding is uncertain because of the recent cutbacks in provincial grants to Conservation Authorities. The development industry (specifically Mr. Foley and Mr. Tonno) have indicated interest in providing funding, but have not committed any funds to date. Staff note that no funds have been proposed in the Planning Department's 1996 budget for the Watershed Study. S. CONCLUSION 5.1 The issue of funding will be discussed at the next Steering Committee in March 1, 1996.
