Recommendations:
It is respectfully recommended that the General Purpose and Administration
Committee recommend to Council the following:
1. THAT Report PD -25 -96 be received for information.

1.1 On July 17, 1995, Council endorsed the formation of the Healthy Communities
Committee based on the mandate recommended in report PD -83 -95 as follows:
"THAT the formation of a Healthy Committee be endorsed in principle until
such time as a more defined mandate has been submitted and approved
by Council."
1.2 After the Council resolution was passed, Planning Staff met with Vern Garlick and
Susan Larsh to discuss the formation of the committee. Membership was
solicited through press releases in all local newspapers and notices posted in
community buildings.
1.3 The purpose of this report is to update Council on the progress which has been
made by the Clarington Healthy Community Committee to date.

2.1 Efforts to solicit Committee involvement was initiated in the Fall of 1995. The
inaugural meeting, held on October 17, 1995, introduced new members to the
healthy communities concept, the origins of the committee within Clarington, and
discussed the Committee's direction. The session was also used to identify
different issues that the Committee could address. Subsequent sessions in
November and January have focused on selecting a project which the Committee
would organize, discussed under section 4.1 of this report. Vern Garlick and
Susan Larsh have disseminated information to members on other healthy
communities initiatives throughout Ontario.
2.2 The Committee is currently comprised of individuals from a variety of occupational
backgrounds including the health care field and business. The members bring
with them a wide variety of experience and information contacts. However,
additional members, especially from the Newcastle Village and Orono areas, are
welcome to join the Committee.
2.3 The minutes of previous Committee meetings are available at the Planning and
Development Department.
3. COMMITTEE MANDATE
3.1 As part of the July 17, 1995 Council resolution, the committee was directed to
submit a mandate for Council approval. The committee has prepared a draft
organizational mandate entitled " Clarington Healthy Communities Committee:
Draft Terms of Reference ". A copy is attached to this Report (Attachment No.2).
It should be noted that this mandate must still be approved by the Committee
before being presented to Council for adoption. Staff anticipate that Committee
approval of the mandate will occur during the next few months.

3.2 An organizational structure has been established for the Committee. The
following members have been elected to the Committee's executive positions:
Co- chairs: Vicky Caruana and Elaine McArthur
Treasurer: Jim Schell
Secretary: Susan Larsh
The Committee will also prepare news releases to inform the public of the
Committee's activities and to attract new membership. The Committee has
decided to keep meetings as informal as possible with only important issues
requiring a formal motion and vote. No decisions have been made as to the
length of time incumbents will serve in these positions.
4. PROPOSED COMMUNITY INITIATIVE
4.1 A number of possible projects for Committee involvement were identified. The
Committee resolved during its last meeting to organize a safety fair, tentatively
scheduled for late spring or early summer. The fair will provide the public with
home, fire, personal, and traffic safety information with interested participants
including police forces, Clarington Fire Department, and a variety of local
agencies interested in health and safety. A similar event has been very successful
in Peterborough for a number of years.
5. FUNDING SOURCES
5.1 Prior to the actual formation of the Committee, Vern Garlick applied for a $2,000
grant from the Ontario Ministry of Health. Funding for healthy community projects
was made available through Durham Region District Health Council. The funding
for $2,000 was approved by the Health Council on November 22, 1995 subject
to final approval from Ministry of Health.

5.2 The funding will permit the Committee to undertake a visioning exercise to
determine community issues, needs and priorities to enhance the quality of life
for the Municipality's residents. The funds would be used to conduct a series of
open houses in Courtice, Bowmanville, Newcastle Village, and Orono to solicit
public opinion on these matters.
6.1 It is expected that future meetings during the following five months will
concentrate on the preparations for the proposed safety fair. However, once the
funding has been approved by the Ministry of Health, the Committee will also be
required to plan for its visioning exercise.

DRAFT TERMS OF REFERENCE • --
Purpose
The Clarington Healthy Communities Committee ohareo the community's vision to
create a sense of place and identity by nurturing the collective health and well -being of
our reoidento to provide for a high duality of life.

• community identity
• environmental otewardohip
• public involvement, and
• economic vitality

Reporting Relationship
This committee has been endoroed by Council and provides periodic updates to Council.
The Planning Department acts as a liaison to council.
Major Functions
1. To determine community issues, needs, preferences, and priorities in order to
enhance the duality of life for the residents of the Municipality of Clarington.
2. To provide advice and support to Council concerning Healthy Communities issues
and /or projects.
3. To inform and involve the citizens of Clarington through oub- committees, news
releases, newsletters, and public meetings around Healthy Communities ideas and
initiatives.
Membership
Membership on this committee is open to all residents of Clarington who have an
intereot and a commitment to living in a healthy and safe community.
procedure
The committee has agreed to keep procedures informal except in events of significance
for which a vote will be. held. Ivleetingq will be held monthly on the third Tuesday of
each month (or at the call of the chair) except for the monthy of December, July, and
August. The committee will be structured with co- chairs, a treasurer, and a secretary.
Iviinutes will be taken and distributed. Regrets should be phoned to either chair. The
committee will report to council on a regular basis, and at a minimum of once per year.
