It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. THAT Report PD -24 -96 be received; 2. THAT the request to change the following street names; Darlington - Clarke Townline Road to Mosport Park Road, Regional Road 42 to Mosport Park Road, and Mosport Road to Beacham Road, submitted by Plantactics Group Ltd. on behalf of Mosport Park, be Denied; 3. THAT the Durham Region Planning Department, and all interested parties listed in this report and any delegation be advised of Council's decision. 1. BACKGROUND 1.1 On November 24, 1995, The Municipality's Planning Department received an application to change the name of Darlington - Clarke Townline Road to Mosport Park Road. The Region of Durham also received a request to change the name of Regional Road 42 to Mosport Park Road. The Darlington - Clarke Townline Road extends northerly from Taunton Road where Regional Road 42 ends (Attachment #1). 1.2 In the applicant's request, they noted that there is no direct access to their facility from a Major Transportation thoroughfare such as Highway 401, Highway 2 or the 5 8 REPORT future Highway 407. They reasoned that since Mosport Park is designated as a Regional Node in the Durham Region Official Plan, and a Tourism Node in the Caarington Official Plan, this facility warrants special promotion and recognition. It was their suggestion that one way to promote Mosport Park would be to have a direct route named Mosport Park Road intersecting a major transportation thoroughfare. They suggested renaming Regional Road 42 and Darlington - Clarke Townline Road to Mosport Park Road as this route intersects with Highway 2 and eventually, Highway 407. 1.3 The street name the applicant proposed has a potential conflict with the existing Mosport Road street name. The Region's policy regarding street names is that a street name can not be similar to another street name within the Region and that there be no duplication of existing street names. In order to allow further processing of the street name change request, staff suggested Mosport Road to be renamed Beachman Road for the purpose of addressing all street name changes collectively. 1.4 It is noted, that Darlington - Clarke Townline Road is not an open and maintained road along it's whole stretch . It is unopened in the north half of Concession 7, Clarke Township, just south of Concession Road 8, and the road allowance along the western boundary of Mosport Park itself is unopened. Lastly, that portion located north of Concession Road 10 has been closed (Attachment #2). 2 NOTIFICATION PROCEDURE 2.1 In accordance with the Municipal Act Chap M.45, 210 (111), the Municipality is required to provide notice for 4 consecutive weeks prior to the meeting date in which the proposal will be considered. This notice shall be placed in a newspaper having general circulation within the Municipality. Notice of this proposal was placed in the Canadian Statesman, Canadian Independent and the 509 REPORT NO.: PD -24 -96 PAGE 3 Orono Times on January 24, 31, February 7 and 14. In addition, Staff forwarded notices to all residents either living on the affected roads or having property abutting the affected roads. Although the Municipal Act only requires notice to be given in a local newspaper, it has been the Department's policy to advise affected residents personally by first class mail. 2.2 Although the Municipality does not possess the jurisdiction to change the name of Regional Road 42, Staff included it in the notice procedures. The rationale being that if the Region approves changing the name of Regional Road 42, the Municipality would have to amend our Street Name By -law (86 -112). Notice would then again be required, resulting in an additional cost for advertising a second time for four consecutive weeks. By including the proposal to change the name of Regional Road 42 in our original notification, advertising a second time would not be necessary, thus avoiding additional cost to the Municipality and confusion to area residents. 3. PUBLIC RESPONSE 3.1 Staff have received over 25 verbal and written responses regarding this name - change request. All but 1 person has been opposed to this proposal, with many of the respondents adamantly expressing their opposition. Their concerns are summarized as follows: 1) The residents feel that this request is unnecessary, as the existing routes to Mosport are well marked and in good condition. 2) They feel that this does not provide a direct route as portions of Darlington - Clarke Townline Road are unopened and poorly maintained (Attachment #2). all REPORT NO.: PD -24 -96 PAGE 4 3) The residents do not feel that taxpayers should be burdened with the cost of opening, upgrading and maintaining these roads. 4) They do not feel that in these times of economic restraint, that the Municipality and ultimately the taxpayer should bear with the cost of changing all the street signs. 5) They do not want to be burdened with the expense and bother of changing their addresses. 6) The residents believe that this may lead to an increase in the volume of traffic and an increase in the speed of the traffic, resulting in reduced safety levels along this road. They feel that these impacts will also devalue their properties. 7) Fear that this application may spur additional requests to rename other streets, particularly that portion of Darlington - Clarke Townline Road located south of Highway 2. 4. STAFF COMMENTS 4.1 As Council is aware, it is the Municipality's intention to use historically significant names when naming or renaming streets. The applicant has not provided any evidence as to the historical significance of the name " Mosport Park Road ". However, the current street name "Darlington- Clarke Townline Road" represents the historical boundary between the former Townships of Darlington and Clarke. These are the Municipality's founding townships and these names are still referred to today when describing properties, locations and legal descriptions. 4.2 Staff concur with many of the comments made by the residents. By changing the name of Darlington - Clarke Townline Road with Mosport Park Road, a significant I 1 REPORT .6 PAGE element of the Municipality's history will be lost. As such, Staff can not support the proposed street name change and recommend that the request be DENIED and that the Region of Durham be so advised.
