4. Adoption of Agenda

6. Delegations
a. Chair's Notes
Chair P. Vogel provided an update on Committee procedures. A visitor sign -in
sheet will now be used for future meetings to allow visitors to indicate their
interest and receive minutes. A reminder was given that delegations are limited
to 10 minutes.
The Chair reported addressing Council regarding the Cafeteria Building at Jury
Lands, reaffirming the Heritage Committee's support. Mayor Foster extended
thanks to the entire committee for their continued heritage work.
b. 1738 Bloor Street, Courtice — Ian Franklin, KLM Planning
A Notice of Intent to Demolish the Lower Alsworth House was submitted to
Council, accompanied by a draft commemoration plan prepared. Demolition is
proposed with salvage and reuse elements incorporated into the commemoration
strategy.
I. Franklin provided an overview of the draft commemoration plan. Potential
components include incorporating fieldstone and timber from the house into
lobby designs of new buildings, as well as installing interpretive signage or
features within public spaces.
I. Franklin discussed the possibility of relocating the house near another heritage
property was explored, however the adjacent property owner had not responded.
Relocating the building would also compromise its contextual heritage value.
Members expressed concern about the loss of one of the few remaining heritage
homes in the Courtice area.

No action was requested from the Committee at this time. The delegate advised
this update was provided for information purposes.

7. Business Arising from Previous Minutes: None.
8. New Committee Business
a. Property evaluations for consideration:
106 and 107 Beaver Street
The Committee discussed their review of the ARA heritage evaluation report for
106 and 107 Beaver Street. Members clarified that both houses were relocated in
2009 from 49 and 63 Beaver Street, respectively, to their current sites to allow for
the construction of a plaza.
The Committee noted that the ARA report inaccurately states that the houses
remain mirror images of one another; this is no longer correct due to their
relocation and subsequent changes.
Members also discussed additional historical details related to the construction
methods, including the use of precast concrete blocks.
Overall, the Committee agreed that the evaluation report should be updated to
incorporate the clarified historical information and to accurately reflect its
implications for the properties' contextual heritage value.

To recommend 106 and 107 Beaver Street, Newcastle be designated under Part
IV of the Ontario Heritage Act, with revisions to the draft Statements of
Significance acknowledging the relocation history and removal of references to
the houses being mirror images.

77 Scugog Street
The property at 77 Scugog Street was discussed, particularly its uncertain
history. Although the ARA report was indicated the property does not meet the
threshold for designation, Committee members noted that the property's pillars
and past heritage score justify keeping it on the Municipal Register pending
further research. The Committee agreed no changes were required at this time.
No motion was passed.
iii. 3438 Green Road.
The Committee discussed the heritage attributes of the property. Members noted
that the house may have a slate roof, which needs to be confirmed, as the ARA
report did not identify it. Staff are to contact the property owner to verify the
roofing material.
The property retains strong contextual value due to its intact 200 -acre farm
setting, elevated position, and ties to Maple Grove. The CP railway bed remains
should be recognized as contributing features. The Committee's 2018 evaluation
assigned the property a Group 1 rating, confirming it meets designation criteria.
Historical documentation reviewed by the Committee included details of the
original L-shaped barn, destroyed by fire in 1919 and replaced in the 1920s. The
barn is a bank barn built into the slope for multi -level access and retains
attributes such as its proportions and lightning protection system.
The Committee discussed using a designation structure similar to Camp 30, with
individual buildings and features listed as subsections.
The Committee discussed the ARA report and noted their corrections. The
property is associated with the historic Maple Grove community, not Hampton.
The report misspells Harold Bennett's name; the Green brothers of Cobourg
purchased the property from him and operated the farm, advertising materials for
bird shooting and shooting matches.

To recommend 3438 Green Road, Clarington be designated under Part IV of the
Ontario Heritage Act, with the following additional information to be included in
the Statement of Significance:
- Barn
- CP Railway bed

- Position of the house on high ground
- Panoramic view
- Note from Mr. Cooper (provided by the Committee over email).

b. 1738 Bloor Street, Courtice
The Committee discussed the Notice of Intent to Demolish submitted by KLM
Planning and expressed concern regarding the proposed demolition of the
structure. Members raised issues about procedural timelines under the Ontario
Heritage Act, particularly how active planning applications affect the ability to
protect heritage resources.
Staff clarified that because the property is currently under active planning
applications (a prescribed event) Council is unable to move forward with
designation at this time, despite the Committee's earlier recommendation.
Committee members expressed interest in touring the stone structure, and Staff
will contact the property owner to arrange a visit.

10. Project Reports
a. Subcommittee reports
i. Municipal Inventory/Register
Maple Grove: Committee members discussed arranging a site visit to
Maple Grove Church (Masjid Alhakeem Bowmanville). Members
noted that they no longer have Heritage Committee business cards
and inquired about the proper protocol for site visits. Staff clarified
that formal letters can be provided in advance of future visits to
confirm the Committee's intent.
113 Down Road: The Committee noted that the property was
originally included in the Energy Park Secondary Plan and later
moved to the Courtice Waterfront Secondary Plan. Members
referenced the 1993 Ontario Rodeo Association finals held at Downs
Farm as part of its historical context. The Committee discussed the
heritage value of the property, citing its historic use, waterfront
location, lake views, and remaining structures as contributing factors.

11. Reports from Other Committees
a. CLMA: No updates.
b. ACO — Clarington Branch: No updates.
c. NVDHS: NVDHS will be discussing the Belmont Park plaque matter at its next
meeting
d. Beech Avenue Heritage Conservation District: None.
e. Foster Creek Heritage Park: The Committee received an update on the
Belmont Park/Foster Creek Park signage project. Members asked whether
First Nations consultation could meaningfully inform the park's name or
interpretive elements. Staff agreed to follow up with the project team on this
matter. Staff also clarified that the address for Belmont Park is 155 Belmont
Drive.
f. Jury Lands Foundation: Council has given the Jury Lands Foundation until
December 2026 to raise the funds needed to stabilize the Camp 30 Cafeteria
building. The Foundation continues to discuss fundraising strategies, with its
next meeting scheduled for March 4. Staff noted that Camp 30 is designated
under Part IV of the Ontario Heritage Act, and any proposed alterations must
come before the CHC through a heritage permit application.

d. 71, 73, 75 King Street West: Bowmanville BIA is working on an event to
respectfully mark the one-year anniversary of the fire.
e. Heritage Conservation Districts Projects:
i. Newtonville: No updates.
ii. Bowmanville: No updates.
The Committee requested that the contextual connection to the carriage and
plaque on Concession 7 in Tyrone to be added to the Staff Report regarding
7755 Old Scugog Road, Enniskillen.
13. Staff Updates
Following up on a request from a previous Committee meeting regarding 1467
Prestonvale Road, Staff clarified that a pre -consultation meeting occurred in
2022 regarding a potential development, however no further activity has occurred
to date.
The Committee discussed the Veteran's Avenue properties and reviewed the
history of the Municipality's McGill Trust Fund. Members also noted that a
building located where the Capital One Building in Washington, D.C. is located
currently was once owned by the Municipality of Bowmanville.
