Land Acknowledgement The Municipality of Clarington is situated within the traditional and treaty territory of the Mississaugas and Chippewas of the Anishinabeg, known today as the Williams Treaties First Nations. We acknowledge their resilience and longstanding contributions to this area. 2. Approval of Agenda Motion: Brad Seconded: Chad Carried 4. Approval of Minutes (September 2025) Motion: Brad Seconded: Julie Carried 5. Treasurer’s Monthly Report Total Estimated Balance: $14,414.00 Outstanding Invoices: None Grant Funding & Sponsorships: No updates Budget Forecast: Reviewed for upcoming projects. 6. Delegates Presenting Asya Bidordinova, Jonathan Hack, Andrea Sinclair (Serria Planning & Management) – Regrets Glen Macfarlane, Ec. D., Economic Development Officer, Municipality of Clarington (25 min)Presentation on Community Improvement Plan (CIP) Review & Update Current structure: Four separate CIPs (Orono, Newcastle, Bowmanville, Courtice) Proposed change: Single municipality-wide CIP with designated focus areas Reasons: Standardize programs, simplify application process, address emerging needs CIP has moved from Planning to Economic Development to Economic Development department Key goals: Review existing programs, explore new incentives, expand CIP area to all of Clarington, increased focus on affordable housing Timeline:• Sept–Dec 2025. Background review • Oct 2025–Jan 2026 – Stakeholder engagement & survey (launching January 2026)• Winter 2026 – Draft CIP & consultation • May/June 2026 – Final CIP approval (before Council dissolves for October 2026 election) Alison Dee (Orono Library) Mrs. Claus Storytime – Dec 16, 10:30–11:30 a.m.Library business program shortlisted for provincial service award; seeing strong traffic Laura Knox (Invest Clarington) – Regrets Rhonda Armour (Clarington Board of Trade) – Regrets 7. Action Items & Updates Christmas Light Installation – Brad Beckstead Repair quote of $3,800 received. Motion approved to defer repairs for 2025 and seek new lighting quotes for 2026. Orono Townhall Collaboration – Brad Beckstead Working group formed for wedding packages. Grant application accepted. Marketing strategy in development with Aqua Fire Marketing. Completion expected mid-December 2025. Orono Sign Project – Brad Beckstead Sign held at municipal works. Executive to draft donation request letter. Social Media Management Proposal – Chad Harmer Framework under development. Provincial ROD funding application pending. Extended Producer Responsibility (EPR) – Chad Harmer Motion tabled regarding petition participation. Letter sent to mayor requesting continued recycling services. 8. Events Committee Items Guidelines and 2026 calendar to be finalized. Julie and Scott to publish call for committee members in January. Budget planning to be presented in January. 9.
