Title:Approve Resolution Requesting a Moratorium on Aerial Spraying of Glyphosate in the Nipissing
Forest

WHEREAS the Province of Ontario, through the Ministry of Natural Resources and Forestry, is planning to begin aerial
spraying of glyphosate-based herbicides in late August 2025 in the Nipissing Forest; and
WHEREAS the Nipissing Forest covers a significant portion, if not all, of the Municipality of West Nipissing, and residents
and ecosystems may be impacted by this activity; and
WHEREAS new scientific evidence published since Health Canada’s last assessment of glyphosate in 2017 has linked
glyphosate-based end-use products to cancer, metabolic and neurological diseases, reproductive toxicity, and ecosystem
harm; and
WHEREAS the Province of Quebec banned the use of glyphosate for forestry purposes in 2001 and replaced aerial
herbicide spraying with manual forest thinning as a safer alternative forest management method; and
WHEREAS many residents have expressed concern regarding the potential environmental and public health risks
associated with aerial spraying of glyphosate-based herbicides;
NOW THEREFORE BE IT RESOLVED THAT the Council of the Municipality of West Nipissing formally request that the
Honourable Mike Harris Jr., Minister of Natural Resources and Forestry, reconsider the planned use of glyphosate-based
herbicides in the Nipissing Forest and suspend the aerial spraying initiative until further independent research and
updated risk assessments are completed and reviewed; and
BE IT FURTHER RESOLVED THAT this resolution be forwarded to:

Subject: Support for Standardized Governance Models for Family Health Teams
Family Health Teams are a vital part of Ontario’s healthcare system, particularly in rural and underserved
communities like ours. These teams provide collaborative, team-based care that improves patient
outcomes and relieves pressure on hospitals and emergency services.
Our municipality, like many others across the province, continues to invest local taxpayer dollars to
support healthcare delivery — through physician recruitment efforts, infrastructure, and other community
health initiatives. However, despite this investment and our community's reliance on these services,
municipal and community voices are often underrepresented on the boards that govern Family Health
Teams.
Currently, there is no mandatory governance framework for these boards, which has led to inconsistent
representation and, in some cases, governance structures that do not reflect the communities they serve.
This can lead to decisions being made without sufficient local input, oversight, or accountability.
The attached resolution calls on the Province of Ontario to implement a standardized and mandatory
governance model for Family Health Teams, requiring that at least 50% of board members be community
representatives. This would help ensure local interests are considered in decision-making, and strengthen
transparency and trust in our healthcare system.
I recommend Council's support for this resolution and the forwarding of it to the appropriate provincial
bodies and municipal partners.

Subject: Proposed updates to certain operational policies under the Aggregates
Resource Act
Hello,
Ontario’s aggregate industry plays a key role in our government’s vision to build Ontario,
supporting vital development and jobs across the province. At this time, MNR is proposing
updates to certain operational policies under the Aggregate Resources Act.
Over the last six years, changes to the Act, regulation, and the development of the
Aggregate Resources of Ontario Standards, have left several aggregate resources
policies outdated and/or inaccurate. New requirements and provisions introduced through
these changes also need to be supported with new policy direction.
In a continued effort to clarify requirements and improve efficiencies, three policies are
proposed to be updated (replacing seven outdated policies) related to new aggregate
licence/permit applications addressing Water Report, Cultural Heritage Report, and
Matters to be Considered in the Issuance of a Licence. One new policy based on the 2020
requirements in the Standards, Maximum Predicted Water Table Report is being
proposed. In addition, the government is focused on reducing burden to businesses; this
is why we are proposing to rescind 28 policies that are outdated or unnecessary.
Updated policies are an important step in modernizing the Ministry’s aggregate program,
ensuring transparency and consistency in program delivery, and providing certainty to
industry and the public about the Ministry’s expectations.

Registry (search for notice: 025-0216) for a 48-day commenting period ending September
25, 2025.

Objet : Proposition d’actualisation de certaines politiques opérationnelles dans
le cadre de la Loi sur les ressources en agrégats
Bonjour,
L’industrie des agrégats de l’Ontario joue un rôle clé dans la vision de notre
gouvernement de construire l’Ontario, en soutenant le développement vital et les emplois
dans toute la province. Actuellement, le Ministère des Richesses Naturelles (le ministère)
propose des mises à jour de certaines politiques opérationnelles dans le cadre de la Loi
sur les ressources en agrégats.
Au cours des six dernières années, les modifications apportées à la loi et à la
réglementation, ainsi que l’élaboration des normes relatives aux ressources en agrégats
de l’Ontario, ont fait que plusieurs politiques relatives aux ressources en agrégats sont
devenues obsolètes ou inexactes. Les nouvelles exigences et dispositions introduites par
ces modifications doivent également être soutenues par de nouvelles orientations
politiques.
Dans un souci constant de clarifier les exigences et d’améliorer l’efficacité, il est proposé
de mettre à jour trois politiques (en remplacement de sept politiques obsolètes) relatives
aux nouvelles demandes de licences ou de permis d’extraction d’agrégats concernant le
rapport sur l’eau, le rapport sur le patrimoine culturel et les facteurs à étudier au moment
de délivrer un permis. Une nouvelle politique basée sur les exigences de 2020 dans les
normes, le rapport sur la nappe phréatique maximale prévue, est proposée. En outre, le
gouvernement s’attache à réduire la charge pesant sur les entreprises; c’est pourquoi
nous proposons d’abroger 28 politiques qui sont obsolètes ou inutiles.
La mise à jour des politiques constitue une étape importante dans la modernisation du
programme du ministère sur les agrégats, en garantissant la transparence et la
cohérence dans la mise en œuvre du programme, et en apportant une certitude à
l’industrie et au public quant aux attentes du ministère.

Good afternoon Trevor,
I am following up to keep you informed of some upcoming work that MPAC is conducting in
regards to aggregate properties.
As you will recall, the provincial government introduced a new property class for aggregate
extraction sites for the 2025 property taxation year. In late 2024, MPAC mailed updated Property
Assessment Notices to property owners with properties used in aggregate extraction, identifying
the assessment and classification land eligible for the new property tax class effective for the 2025
taxation year.
In order to better understand the activities undertaken on aggregate sites across the province and
to continue to assist the provincial government’s ongoing review of property assessment and
taxation system, MPAC will be mailing a formal information request to property owners of
aggregate sites in Ontario. This mail out will be delivered next week.
There is no action required by your municipality at this time and we are simply letting you know
that this work is occurring. Should you receive enquiries from any aggregate property owners
please have them reach out to MPAC. Information has been provided to property owners on how
to address any questions.

Proposed Shared Tower Inc. Radiocommunication Tower

Shared Tower is proposing a new tower at 1595 Prestonvale Rd, Courtice ON. The intent of the proposed tower is to strengthen
the telecommunications network in order to better support increased demands for consumer connectivity, the digital economy,
and health and safety measures in the community.
What is being proposed?
Shared Tower is proposing a 35 metre monopole style tower to address the poor cellular service issues directly and positively
impact connectivity in the area. The monopole tower design has been selected as the most efficient tower type to support
equipment for future co-location services and the elevation required to meet the aforementioned application objective. This
height is required to provide optimal coverage to the area for voice and data use. More importantly, this height will also allow
other carriers to co- locate on the proposed tower in the future, which will limit the overall number of tower structures required
in the area.
The proposed tower will include a locked and electronically monitored mechanical equipment shelter. Fencing will be installed
around the base of the tower and the equipment shelter will include one locked gated access point.

Where is it being proposed?
The telecommunications pole with its self-contained equipment at its base is being proposed at South Courtice Arena located
at: 1595 Prestonvale Rd, Courtice ON at the following geographical coordinates: 43.886989,-78.792339.

Why is this installation needed?
The need for improved telecommunications network coverage in this area. As a carrier-neutral tower developer, our towers
allow for multiple cellular carriers to co-locate and share equipment, thereby reducing the need for additional facilities in the
area. The proposed tower design has sufficient space and loading capacity for additional antennas should other carriers wish to
apply to install equipment to support their network requirements at this location.
Poor cellular service issues are greatly affecting surrounding areas. The current existing structures do not provide adequate
coverage for the areas. To address this major gap in coverage, the proposed tower is engineered to accommodate initial and
future loading for three cellular service providers and additional fixed wireless equipment as required, thereby limiting the need
for additional infrastructure to service the area. This coverage solution will address the poor cellular service issues directly and
positively impact connectivity in the area.
Prior to proposing a new tower, Shared Tower reviewed the location of existing telecommunications towers for co-location
opportunities. The closest existing towers to the proposed tower are approximately 1.37 km to the Northeast, 1.71 km to the
Southeast, and 948 m to the Southwest.These locations offer limited opportunities for co-location due to their height and/or
distance from the affected area.

Telecommunication tower/antenna systems are regulated exclusively by Federal Legislation under the Federal
Radiocommunication Act and administered by Innovation, Science and Economic Development Canada. Provincial legislation
such as the Planning Act, including zoning by-laws, does not apply to these facilities. The Municipality of Clarington is
participating in land-use consultation pursuant to Issue 5 of I Innovation, Science and Economic Development Canada’s CPC
2-0-03. In the case of a dispute between the proponent and the Municipality, a final decision will be made by ISED.
The Municipality of Clarington has an established Radiocommunication and Broadcasting Antenna Systems Protocol under
which this proposed tower application will proceed. The Municipality of Clarington’s public consultation process was reviewed

Local Land Use Requirements
Radio-communication tower/antenna systems are exclusively regulated by Federal legislation under the Radio-communication
Act and administered by ISEDC. Therefore, Provincial legislation such as the Planning Act, including zoning by-laws, do not apply
to these facilities. It is important to understand that ISEDC mandates that proponents follow the radio-communication
guidelines and will make a decision on the feasibility of the construction of a tower.
Health Canada’s Safety Code 6 Compliance
Health Canada's role is to protect the health of Canadians and the Department has undertaken responsibility in researching and
investigating any possible health effects associated with exposure to electromagnetic energy. Health Canada has developed
guidelines for safe human exposure to RF energy, which is commonly known as Safety Code 6. Safety Code 6 has been adopted
by industry ISED Canada and is included in their regulatory documents on radiocommunications licensing and operational
requirements. ISED Canada requires all proponents and operators to ensure that their installations and apparatus comply with
the Safety 6 at all times. Shared Tower Inc. attests that the radio antenna system described in this notification package will
comply with Health Canada’s Safety Code 6 limits, as may be amended from time to time, for the protection of the general
public including any combined effects of additional carrier co-locations and nearby installations within the local radio
environment.

Engineering Practices
Shared Tower Inc. attests that the radio antenna system as proposed for this site will be constructed in compliance with the
Canadian Standard Association and comply with good engineering practices, including structural adequacy.
Canadian Environmental Assessment Act
Shared Tower Inc. attests that the radio antenna system as described in this notification package will comply with the Canadian
Environmental Assessment Act, 2012 (CEAA 2012). The Federal government revised the Canadian Environmental Assessment Act
in July 2012. Only radiocommunication antenna and supporting structures that are part of or incidental to projects that are
designated by the Regulations Designating Physical Activities or otherwise designated by the Minister of the Environment as
requiring an environmental assessment are subject to the CEAA, 2012.
Transport Canada’s Aeronautical Obstruction Marking Requirements
Shared Tower Inc. Canada attests that the radio antenna system described in this notification package will comply with Transport
Canada / NAV Canada aeronautical safety requirements. When Transport Canada / NAV Canada have determined if any
aeronautical safety features are required for the installation, such information will be provided to the municipality.

Shared Tower Inc. propose une nouvelle pylône au 1595, rue Prestonvale, à Courtice, en Ontario. L'objectif de la pylône
proposée est de renforcer le réseau de télécommunications afin de mieux répondre aux demandes croissantes de connectivité
des consommateurs, de l'économie numérique et des mesures de santé et de sécurité dans la communauté.
Qu’est-ce qui est proposé?
Shared Tower propose l'installation d'un pylône unipolaire de 35 mètres pour résoudre directement les problèmes de mauvaise
qualité de service cellulaire et avoir un impact positif sur la connectivité dans la région. La conception de la pylône unipolaire a
été choisie comme le type de pylône le plus efficace pour prendre en charge l'équipement des futurs services de co-localisation
et l'élévation requise pour atteindre l'objectif d'application mentionné précédemment. Cette hauteur est nécessaire pour offrir
une couverture optimale dans la région pour l'utilisation de la voix et des données. Plus important encore, cette hauteur
permettra également à d'autres opérateurs de se co-localiser sur la pylône proposée à l'avenir, ce qui limitera le nombre total de
structures de pylône requises.
La pylône proposée comprendra un abri mécanique verrouillé et surveillé électroniquement. Une clôture sera installée au de la
base de la pylône et l'abri pour équipements comprendra un point d'accès fermé et verrouillé.

Pourquoi cette installation est-elle nécessaire ?
Shared Tower Inc. a identifié le besoin d'améliorer la couverture du réseau de télécommunications dans ce secteur du Canton de
Clarington. En tant que développeur de pylônes indépendant des opérateurs, nos pylônes permettent à plusieurs opérateurs
cellulaires de colocaliser et de partager des équipements, réduisant ainsi le besoin d'installations supplémentaires dans la région.
La conception de la pylône proposée offre suffisamment d'espace et de capacité de charge pour accueillir des antennes
supplémentaires, si d'autres opérateurs souhaitent installer des équipements pour répondre aux besoins de leur réseau à cet
endroit.
Les problèmes de mauvaise qualité de service cellulaire ont un impact considérable sur les zones environnantes. Les structures
actuellement en place ne fournissent pas une couverture adéquate pour ces régions. Afin de remédier à cette lacune majeure en
matière de couverture, la pylône proposée est conçue pour accueillir la charge initiale et future de trois fournisseurs de services
cellulaires ainsi que des équipements sans fil fixes supplémentaires au besoin, limitant ainsi la nécessité d'infrastructures
supplémentaires pour desservir la région. Cette solution de couverture résoudra directement les problèmes de mauvaise qualité
de service cellulaire et aura un impact positif sur la connectivité dans la région.
Avant de proposer une nouvelle installation de télécommunications, Shared Tower Inc. a examiné l'emplacement des pylônes de
télécommunications existants pour des opportunités de co-localisation. Les pylônes existants les plus près du pylône proposé se
trouvent à environ 1,37 km au nord-est, 1,71 km au sud-est et 948 m au sud-ouest. Ces emplacements offrent des opportunités
limitées de co-localisation en raison de leur hauteur et de la distance de la zone concernée.

Consultation publique
Les pylônes et systèmes d’antennes de télécommunications sont régis exclusivement par la législation fédérale en vertu de la Loi
sur la radiocommunication et sont administrés par Innovation, Sciences et Développement économique Canada (ISDE). Les lois
provinciales, telles que la Loi sur l’aménagement du territoire, y compris les règlements de zonage, ne s’appliquent pas à ces
installations. La Municipalité de Clarington participe à la consultation sur l'utilisation du sol conformément à la question 5 du
CPC 2-0-03 d’Innovation, Sciences et Développement économique Canada. En cas de différend entre le promoteur et la
Municipalité, une décision finale sera rendue par ISDE.
La Municipalité de Clarington dispose d’un protocole établi sur les systèmes d’antennes de radiocommunication et de
radiodiffusion, selon lequel cette demande de pylône proposée sera traitée. Le processus de consultation publique de la
Municipalité de Clarington a été examiné afin de s’assurer que les exigences seront respectées par Shared Tower. Le protocole

Exigences locales pertinentes en matière d’utilisation du sol
Les pylônes et les systèmes d'antennes de radiocommunication sont exclusivement réglementés par la législation fédérale en
vertu de la Loi sur la radiocommunication et administrés par ISDE. Par conséquent, la législation provinciale telle que la Loi sur le
gouvernement municipal, Municipal Government Act, y compris les exigences locales pertinentes en matière d’utilisation du sol,
ne s'applique pas à ces installations. Il est important de comprendre qu'ISDE exige que les promoteurs suivent les lignes
directrices de radiocommunication et prendront une décision sur la faisabilité de la construction d'un pylône.
Conformité au Code de sécurité 6 de Santé Canada
Le rôle de Santé Canada est de protéger la santé des Canadiens, et le ministère a entrepris de rechercher et d'étudier tout effet
potentiel sur la santé associé à l'exposition à l'énergie électromagnétique. Santé Canada a élaboré des lignes directrices pour une
exposition humaine sûre aux énergies RF, communément appelées Code de sécurité 6.
Le Code de sécurité 6 a été adopté par ISDE Canada et est inclus dans ses documents réglementaires sur les licences de
radiocommunications et les exigences opérationnelles. ISDE Canada exige que tous les promoteurs et exploitants veillent à ce
que leurs installations et appareils soient conformes au Code de sécurité 6 en tout temps. Shared Tower Inc. atteste que le
système d’antennes de radiocommunication décrit dans ce rapport respectera les limites du Code de sécurité 6 de Santé
Canada, telles qu'elles peuvent être modifiées de temps à autre, pour la protection du grand public, y compris les effets
combinés des co-localisations d'opérateurs supplémentaires et des installations à proximité dans l'environnement radio local.

Pratiques d'ingénierie
Shared Tower Inc. atteste que le système d’antennes de radiocommunication tel que proposé pour ce site sera construit
conformément aux normes pertinentes de l'Association canadienne de normalisation (CSA) pour les sites de pylônes de
télécommunications et qu'il sera conforme aux bonnes pratiques d'ingénierie, y compris en termes d'adéquation structurelle.
Loi canadienne sur l'évaluation environnementale
Shared Tower Inc. atteste que le système d'antenne radio tel que décrit dans ce dossier de notification sera conforme à la Loi
canadienne sur l'évaluation environnementale de 2012 (LCEE 2012). Le gouvernement fédéral a révisé la Loi canadienne sur
l'évaluation environnementale en juillet 2012. Seules les antennes de radiocommunication et les structures de soutien qui font
partie de projets désignés par le Règlement désignant les activités concrètes ou autrement désignés par le ministre de
l'Environnement comme nécessitant une évaluation environnementale sont soumises à la LCEE 2012.
Exigences de balisage d’obstacle aérien de Transports Canada
Shared Tower Inc. Canada atteste que le système d’antennes de radiocommunication décrit dans ce dossier de notification sera
conforme aux exigences de sécurité aéronautique de Transports Canada / NAV Canada. Lorsque Transports Canada / NAV Canada
auront déterminé si des mesures de sécurité aéronautique sont nécessaires pour l'installation, ces informations seront fournies à
la municipalité.
Divulgation publique des commentaires
Les soumissions reçues feront partie du processus de consultation publique d'ISDE en vertu de la Circulaire de procédures à la
clientèle CPC-2-0-03 en matière de gestion du spectre et télécommunications, circulaire des procédures concernant les client, et
pourront être rendues publiques dans le cadre d'un rapport remis aux parties intéressées, à la municipalité et à ISDE.
