DESIGN ASSIGNMENT

RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT this report be received; and
2. THAT the firm of Marshall Macklin Monaghan Ltd. be retained to furnish
professional services for the detailed design and contract
administration during construction of Concession Street from
Mann Avenue to 225 metres east of Mearns Avenue and from Soper Creek

Drive to 275 metres east of Lambs Road; and
3. THAT the cost of these services be funded from the Public Works
Lot Levy Reserve account; and
4. THAT the Mayor and Clerk be authorized to sign the Engineering Agreement
for these services.

1.0 BACKGROUND
i
1.1 Provision has been made in the 1988 Capital Budget and Forecast for
the reconstruction of Concession Street from Liberty Street to Mann Street
I
in 1989, from Mann Street to Mearns Avenue in 1990, and from
Mearns Avenue to 260 metres east of Lambs Road in 1992.

1.2 Shickedanz Bros. Limited have a registered plan of subdivision on
the south side of Concession Street, which consists of 118 units
and has submitted a plan for a subdivision on the north
side of Concession Street consisting of 428 units.
1.3 As part of the requirements for the subdivision on the south side
of Concession Street, Schickedanz Bros. L imited were required to
contribute $500 per unit as a contribution for the reconstruction of
Concession Street. The same provision will be made in the
subdivision agreement for the plan on the north side of
Concession Street. This will mean that the total contribution

obtained from Schickedanz Bros. Limited for the reconstruction
of Concession Street will be $273,000. Schickendanz Bros
Limited has been given permission to proceed with the design of
of Concession Street to Mann Street to ensure that the road can be

reconstructed in 1989. Also, at this time it is Schickedanz Bros.
Limited intention to reconstruct Concession Street at their cost, in
lieu of paying the $500 per lot toward the reconstruction of
Concession Street.
2.0 COMMENT
2.1 Since Shickedanz Bros. Limited have retained Marshall Macklin
Monaghan Ltd. to design and supervise the reconstruction of
Concession Street from Liberty Street to Mann Avenue, it is
desirable to have Marshal Macklin Monaghan Ltd. design the
balance of Concession Street at the same time.
2.2 The Town of Newcastle has an agreement with Totten Sims Hubicki Associates
Limited which outlines the terms and conditions for their services
to the Town. The agreement with Marshall Macklin Monaghen Ltd. will be
on the same basis as the agreement with Totten Sims Hubicki & Associates.

3.0 RECOMMENDATION
3.1 It is therefore recommended that the firm of Marshall Macklin Monaghan Ltd.
be retained to furnish professional services for the detailed design
and contract administration during construction of Concession Street
from Mann Avenue to 225 metres east of Mearns Avenue and from
Soper Creek Drive to 275 metres east of Lambs Road and that the cost
of these services be funded from the Lot Levy Reserve Account.
4.0 REVIEW WITH THE TREASURER
4.1 This report has been reviewed with the Treasurer who concurs with the
recommendation.
