3. THAT the cost of this purcli--se be drawn from the Roads Capital Reserve
Fund.

1.0 BACKGROUND
1.1 Baseline Road from Liberty,- c,`.reet to Soper Creek was reconstructed in
1987 (Contract T87-17) .

1.2 In orUer to -provide the required .,rning radius and to provide for
good visibility for north bound traffic on Liberty Street proceeding j
east bound on Baseline Road, a parcel of land is required at the
south:/east corner of the intersection of Liberty Street and Baseline Road
(Refer to k. tachment No.2) For various reasons, the required land was not
purchased in 1987 and the intersection was reconstructed with less than
the required turning radius.
2.0 COMMENT j
2.1 Most of the land adjacent to Baseline Road, east of Liberty Street, is
zoned industrial and there are several industrial buildings located there
now. As a result, a large proportion of the traffic using the
intersection consists of large trucks.
2.2 In March, 1988, Frank Sworik of F.A: Sworik and Associates was retained
to provide an appraisal report and to negoiate with the owners
of the proparty for the land required by the Town.
2.3 Frank Sworik is an accredited appraiser and has several years experience
with the Ministry of Transportation as an Appraiser and Land Purchase
Agent.
2.4 Mr. Sworik has provided an appraisal report and under my direction
has negoitated an "Offer to Sell" with the owners' of the land,
608607 Ontario Incorporated.
2.5 The "Offer to Sell" provides for the purchase of the required land,
approximately 3,670 square feet, for $32,000. The offer also requires
the owner to remove the existing residence and foundations and backfill
the excavation with clean fill at their expense. The Town is required,
in addition to the compensation of $32,000, to provide the owners with
a standard entrance according to the Town's standards, approxiamtely
130 feet east of Liberty Street and provide the vendor with a registered
survey on or before closing.
3.0 RECOMMENDATION
3.2 I have reviewed the appraisal report and recommend that the required
parcel of land be purchased and that the cost be funded from the
1988 Capital Public Works Budget.
