FOR ONTARIO'S HIGHWAY NETWORK
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT this report be received; and
2. THAT a letter be sent to Mr. R.L. Hanton, District Engineer,
Ministry of Transportation expressing our appreciation for the
funding received in 1987 and 1988. from the Ontario Municipal
Improvement Fund.
REPORT
1.0 BACKGROUND
1.1 At a meeting of Council held on June 8, 1987, Council passed the
following Resolution #C-524-87:
"THAT the communication dated May 22, 1987, from Ed Fulton,
Minister, Ministry of Transportation and Communications,
Ferguson Block, Queen's Park, Toronto, M7A 1Z8, outlining
major allocations for Ontario's highway network, municipal
roads and transit, be received and referred to the Director
of Public Works for review and subsequent report to the
General Purpose and Administration Committee."

3.2 The 1987 subsidy allocation from the Ministry of Transportation was

3.3 The supplementary allocations of $100,000 on April 8, 1987 and of
$50,000 on June 10, 1987 were given with the condition that it
"is for Baseline Road reconstruction, and may not be used for
other subsidizable work" .
3.4 The supplementary allocation of $10,000 on June 16, 1987 was given
with the stipulation that it be used for a "single surface treatment
test project. "
3.5 1988 Budget
3.6 The 1988 Road Construction Budget was prepared on the basis that a
supplementary allocation of $200,000 would be received for the
construction of Baseline Road/Martin Road and of $39,750 for the
construction of Queen Street.

3.8 The supplementary allocations of $I00'000 on March 15, 1988 and of
$100'000 on August 15' 1988 were given with the stipulation that it

4.0 CONCLUSION AND RECOMMENDATION
4.1 The supplementary allocations from the Ministry of Transportation
in 1987 of ¢I60,000 and of $200,000 in 1988 were from the
"Ontario Municipal Improvement Fund" referred to in Mr. Ed Fultou'o
letter dated May 23, 1987. It therefore can be concluded that in
the Town of Newcastle has received a total benefit from the fund
of $350,000.
4.2 Since the supplementary allocation of $39'750 for the construction
of Queen Street has not been received, this coot will have to come
from elsewhere. This will be dealt with in a separate report.
4.3 It is, therefore, recommended that this report be received and that
a copy of this report be sent to Mr.R.L. 8aoLVuv District Engineer,
Ministry of Transportation with tbauho and appreciation for the
supplementary funding which the Town has received from the Ontario
Municipal Improvement Fund.

Dear Mayor Winters:
Earlier this week, Treasurer Robert Nixon, in his Ontario
Budget,. made some firm and impressive financial commitments to
improve transportation in this province.
While noting Ontario has one of the world's safest and most
efficient transportation systems in the world, Mr. Nixon also
recognized that past spending constraints, increased traffic
Cflows and aging of the system meant that additional financial
support was needed to maintain and improve it to meet present
and future demands.
In a move to provide this support, he announced the following
major allocations for Ontario's highway network, municipal roads
and transit:
An additional $290 million, over the next three years,
which will allow for an immediate start on Highway 407, as
well as provide funds for the repair and expansion of other ,
highways and bridges. This allotment provides $130 million
for the Greater Toronto Area with the remaining $160 million
for other areas of the province.
For northern Ontario, an additional $26 million has been
set aside to bring the budget for northern transportation,
primary roads, to $107 million this fiscal year, an
increase of more than 32 per cent. Some of this extra
funding will be allocated to key northern access highways
In order to improve commercial transportation and tourism.
In recognition of the need for increased subsidies for
roads at the municipal level, there is an immediate
increase.,of $28 million which brings total municipal.
subsidies to $601 million this fiscal year, an increase of

In addition, the $30 million

from the Ontario Municipal Improvement Fund will be

In the area of transit, municipalities are slated to
receive a total of $177 million for capital spending on
.their transit systems.
GO Transit has been allocated more than $100 million this
fiscal year for service improvements and expansion of the
system.
In addition, the government will continue discussions on
proposed new transit projects in the Greater Toronto Area.
These funds will also allow the creation of transportation
"gateways", transfer points between-regions, 'linking different
transportation modes.
The new dollars will further permit a pilot project implementing
fare integration between the GO Transit and TTC networks. Fare
integration would allow, for instance, a commuter to transfer
from the GO system .to the TTC at Union Station without paying
another fare.
The commitment with respect to the Ontario Municipal Improvement
. Fund is especially.signif icant. O.M.I.F. continues for the
third consecutive year and is aimed at addressing long-neglected
or special municipal projects. The programme has proved
enormously popular in the first two years of its existence.
As the Treasurer pointed out, "The government is firmly ;resolved
that, by the end of this decade, Ontario will have a safer, more
efficient and better maintained transportation system." Most
importantly, he has backed up this promise by increasing
transportation spending for this fiscal year by 7.8 per cent.
I am sure you will agree that these financial commitments to the
transportation system in Ontario provide a much needed and very
healthy infusion of capital which will not only go a long way
towards improving our infrastructure and transit systems but
also provide a very welcome boost to the transportation industry.

RE: 1988 Supplementary Subsidy Allocation - Ontario
Transportation Investment Initiatives
I am pleased to advise you that The Honourable Ed Fulton,
Minister of Transportation of Ontario has. authorized an
additional supplementary subsidy allocation for your Municipality
in the amount of $100,000 for construction.
This allocation is for reconstruction of Baseline Road and
may not be used for other subsidizable work.
This allocation has been supported from the additional funds made
available for municipal road improvements by the Government as
part of its Ontario Transportation Investment Initiatives.
This allocation is given with the understanding that expenditures
made thereunder will be in accordance with present Ministry
policy.
The approval of the Ontario Municipal Board shall be obtained
before any expenditure is authorized or work commenced which will
be financed by the issue of debentures or monies raised in years
subsequent to the term of the present Council.
Please note that municipalities are no longer exempt from the
provisions of the Environmental Assessment Act . This Act
requires that subsidy must be withheld from municipal projects
unless the municipality complies with its requirements.

RE: Provincial Financial Commitments to Ontario's Transportation
System
Thank you for your letter of July 21 , 1988 and please accept my
apology for the lateness of my reply.
We are pleased to have the opportunity to provide any assistance
we can in order that your municipality can derive the maximum
benefit from the funding programs that are available through our
Ministry.
You will recall that the Minister's letter noted that there was
an immediate increase of $28 million which brought total
municipal subsidies to $601 million this fiscal year, an
increase of 9.5 per cent.
Municipalities, including Newcastle are already benefitting.
Allocation of this "additional" funding was included in
allotments made earlier this year, both supplemental and normal .
Newcastle's initial allocation (Construction and Maintenance) for
1988 was 9.7 percent higher than in 1987.
Newcastle has also benefitted from the Ontario Transportation
Investment Initiatives (OTII). The $200,000 supplemental funding
for Baseline Road was provided from this fund.
We do not anticipate any additional funds to be available this
year. However, for next year, the Town should submit its normal
program and, specific requests for supplemental funding for
those projects they feel qualify under the following categories.

Normal Supplemental Requests
Supplementary allocations of subsidy are made in order to provide
Ministry support for the special expenditures by municipalities.
Special expenditures (or needs) are those relatively larger non-
recurring expenditures which are not supported by the
municipality's basic allocation, such as the reconstruction of a
bridge in a small municipality. These special expenditures may
also include expenditures planned as part of a multi-year program
of improvement accepted by the Ministry.
Ontario Municipal Improvement Fund (OMIF)
As noted in the Minister's letter, OMIF is continuing for the
third consecutive year and is aimed at addressing long-neglected
or special municipal projects.
Ontario Transportation Investment Initiatives (OTII)
Appropriate projects under this program include accelerated
rehabilitation and short term operational improvements.
Similar to last year, only one all-inclusive supplementary
request is required from the Municipality. The Municipality
should, if they have more than one supplementary project,
indicate their priority. The Ministry will consider the list and
recommend funding from the appropriate program. As in the past,
supplementary requests should be "specific". The request should
indicate the name of the project, type of work, limits of the
project, overall needs and how it fits the required criteria.
In the Ministry review, priority will generally be given to the
following items:
- Large carryover expenditures on projects or purchases committed
by the municipality and supported by the Ministry by special
allocation the previous year. (The municipality is encouraged
to accommodate a portion of this in their normal allocation).
- Commitments by the Minister or Deputy Minister.
- Bridge rehabilitation or replacement.
- Rehabilitation of existing roads.
While each Municipality may prioritize their requests, the
Ministry reserves the right to ensure that the final decision on
subsidy allocation reflects regional and provincial priorities,
and that the maximum benefit is obtained from the expenditure of
public funds.

In summary, I would suggest that the Town of Newcastle continue
to submit their requests for supplementary funding as they have
in previous years. I am sure you would agree that past history
indicates that the Ministry has made a conscientious effort in
your municipality to provide funding, from our limited resources,
for worthwhile projects.
We will continue to look favourably on those municipal requests
that meet the Province's over-all commitment to improve Ontario's
Transportation System.
