HomeMy WebLinkAboutWD-50-88 TOWN OF NEWCASTLE REPORT File Res. #( '/ r '-"' `u By-Law # trEETING: GENERAL PURPOSE AND ADMINISTRATION MEETING DATE: SEPTEMBER 6, 1988 REPORT #: WD-50-88 FILE #: W&ECT: HAMPTON MILL POND, MILL STREET AND MILL STREET BRIDGE HAMPTON RECOMMENDATIONS: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. THAT this report be received; and, 2. THAT an Information Centre be held in the Hampton Community Hall from 4:00 p.m. to 9:00 p.m. , Wednesday, September 28, 1988; and 3. THAT the reconstruction of the Mill Street Bridge and Mill Street be considered in the 1989 Budget. 4. THAT a copy of this report be sent to Mr. Bill Richardson, R.R. #1. Hampton, Ontario, LOB 1JO and to the Central Lake Ontario Conservation Authority, 100 Whiting Avenue, Oshawa, Ontaro, L1H 3T3. REPORT 1.0 BACKGROUND 1.1 At a regular meeting of the General Purpose and Administration Committee held on February 3, 1986, Resolution #GPA-135-86 was passed, as follows: "THAT staff be directed to investigate the status of the road relative to Hampton Mill Pond, and that a report be submitted to the General Purpose and Administration Committee Meeting Page 2 WD-50-88 2.0 COMMENTS 2.1 The location of the Mill Street Bridge is shown on Attachment No.l. 2.2 On January 25, 1988 the Mill Street Bridge was closed to traffic for repairs. A letter was circulated to the residents of Hampton advising them of the closing (Attachment N0.2) . 2.3 The deck from the existing bridge was removed and a Bailey Bridge, which is on loan from the Ministry of Transportation, was erected. The bridge provides for single lane traffic and has a sidewalk on the north side of the bridge for pedestrians. 2.4 On March 4, 1988 a letter was circulated to the residents of Hampton advising them of the progress on the replacement of the bridge (Attachment No.3) . The bridge and Mill Street were opened to traffic on March 31, 1988. 2.5 Provision was made in the 1988 Budget for the design of a new bridge and for the widening of Mill Street to accommodate two way traffic. 2.6 INFORMATION CENTRE An Information Centre will be held for the Mill Street project on Wednesday, September 28, 1988 from 4:00 p.m. to 9:00 p.m held at the Hampton Community Centre. Representatives from the Central Lake Ontario Conservation Authority will also be present to explain the Conservation Authority's plans for the Mill Pond. 2.7 DELEGATION: MR. BILL RICHARDSON On March 14, 1988, Mr. Bill Richardson presented a petition to Council on behalf of the residents of Hampton. They requested that the Town make every effort to replace the Mill Pond Bridge removed earlier by Town forces, with a permanent bridge, not a Bailey Bridge. . . .3 Page 3 Report WD-50-88 2.8 At the March 14, 1988 meeting, Council passed Resolution #kC-203-88° "THAT Mr. Willaim Richardson's delegation be acknowledged; and THAT the Works Department note the concerns and further that Mr. Richardson be contacted by staff when the bridge and roadway serving the bridge are to be reviewed; and THAT C.L.O.C.A. be advised that the Council of the Town of Newcastle would appreciate their full co-operation with respect to the rehabilitation of the Hampton Pond and bridge and C.L.O.C.A. be invited to attend any meetings established to review the area; AND FURTHER THAT Mr. Richardson be advised of Council's decision. 2.9 Although the Bailey Bridge solved the problem for the time being, it must not be considered to be a permanent solution. Since the completion of the erection of the Bailey Bridge, erosion has taken place under the old bridge abutments and on the steep embankments of Mill Street. 3.0 CONCLUSION AND RECOMMENDATION 3.1 Based on the above, it is concluded that the Town should replace the Bailey Bridge with a permanent structure and that Mill Street should be widened to provide for two way traffic and for pedestrians. 3.2 It is, therefore, recommended that the reconstruction of the Mill Street Bridge on Mill Street be considered in the 1989 Budget and that a copy of this report be forwarded to Mr. Bill Richardson. AO XEMPE�ANCE STREET ' BOWMANVILLE, ONTARIO L1C3A6 TELEPHONE 623-3379 January 25, 1988. i II I Dear Resident: RE: Hampton Mill Street Bridge please be advised that effective January 25, 1988, the Mill Street Bridge in Hampton will be closed to vehicular and pedestrian traffic in order to determine structural deficiencies in the bridge and make the necessary repairs to maintain the bridge in a safe operating condition. it is anticipated that the bridge will be out of service for several weeks. depending on the extent of the repairs and weather conditions. Since the area is considered treacherous under normal circumstances, it is not recommended for pedestrian travel. As well, the ice at the dam is thin and should not be used to cross the creek while the bridge is out of service. Arrangements have been made with the Ministry of Transportation, Ontario, to borrow a Bailey Bridge to provide a temporary solution to the problem. The bridge will provide for single land traffic with a sidewalk for pedestrians. We expect to have the Bailey Bridge installed and the road open to vehicular traffic by the end of March. During 1988, the various alternatives available to provide a permanent solution to the replacement of the Mill Street Bridge and the widening of Mill Street will be examined. Provision will be made in the 1989 Budget, for Council' s consideration, to provide funds for a permanent solution. We realize that the closing of Mill Street has been a serious inconvenience and for this we apologize. If you have any questions, please contact the Public Works Office at 263-2231.
