THAT this report be received; and 2. THAT a copy of this report be sent to Mrs. Hazel Crago, P.O. Box 371, Newcastle, Ontario, LOA 1HO, to Heinz Netten, Bowmanville Horticultural Society, 21 Cole Avenue, Bowmanville, Ontario, L1C 1K4, and to Lorna Atkins, Orono Horticultural Society, P.O. Box 101, Orono, Ontario, LOB 1MO. REPORT 1.0 BACKGROUND 1.1 At a regular meeting of Council held on March 9, 1987, Council passed Resolution #C-259-87 as follows: THAT the communication dated February 25, 1987, from Mrs. Hazel Crago, Secretary, Newcastle Horticultural Society, P.O. Box 371, Newcastle, Ontario, LOA 1HO, requesting that Council review the question of tree and soil removal occurring in the Village and advise on what can be done to reverse the process, be received; AND THAT the communication be referred to the Director of Public Works for review and a report to the General Purpose and Administration Committee; AND FURTHER THAT Mrs. Crago be advised of Council's decision. . . .2 Page 2 WD-49-88 1.2 A copy of the correspondence received from Hazel Crago is attached. (Attachment No.l) 2.0 COMMENT 2.1 In her letter, Mrs. Crago raises two concerns: 1. Trees in the village streets are being cut down, but are they being replaced. 2. Topsoil from the the village is being taken elsewhere, when it could be used to advantage here in the village. 2.2 The Town of Newcastle has a policy for the planting of trees on Town of Newcastle roads and on private property (Attachment No.2) . Provision has been made in the 1988 Budget for $5,000 to plant trees in accordance with the Town's policy. Advertisements have been placed in the local papers advising the residents of the Town's policy with regard to the planting of trees on private property (Attachment No.3) . 2.3 With regard to the concern about topsoil being taken elsewhere, we will take this concern into account when topsoil is available from construction projects. I 3.0 RECOMMENDATIONS 3.1 It is recommended that this report be received and that a copy of this report be sent to Mrs Hazel Crago, Newcastle Village Horticultural Society, Heinz Netten, Bowmanville Horticultural Society and to Lorna Atkins, Orono Horticultural Society. Level of Service: All tree planting expenditures to be in accordance with the approved Public Works Department Budget. Trees to be planted should generally be six (6) foot and eight (8) foot Maples, Ashes and Lindens, unless otherwise approved by the Director. Trees to be planted where reconstruction of the road has resulted in the removal of trees or where no trees presently exist. Trees may be planted on private property where requested by the home owner and approved by the Director, at a distance not more than fifteen (15) feet from the right-of-way. Trees to be planted shall be selected from species which are hardy to the Newcastle area. Trees in new subdivisions must be planted in accordance with the Town of Newcastle Design Criteria and the Development Agreement. . . .2 ARACR`M K0.2 WDA9-88 Page 2 Quality Standard - Trees Trees are to be planted in either the spring or fall dormant season in unfrozen soil . Trees planted on boulevards to be set back from the curb a minimum of six (6) feet and must not encroach within six (6) feet of any utility such as Hydro, Bell Canada, sewers, driveways, or hydrants. Trees are to be planted on the opposite-side of the street to overhead hydro or telephone wires and in a location as to ( not impede sight lines for vehicular traffic. Trees are to be planted a minimum of one hundred (100) feet from any stop or yield sign. ATTACMENT N0,2 WD-49-88 Ufa . CORPORATION OF THE TOWN OF NEWCASTLE TREE PLANTING PROGRAM The Town-of Newcastle has a policy of planting trees on private property where requested by the home owner and approved by the Director of Public Works, at a distance of not more than fifteen (15) feet from the right-of-way. Trees to be planted will be Maples, Ashes or Lindens. Home owners in the Town of Newcastle who wish to have one tree planted on their property are requested to write to the undersigned or to contact Elaine Van Zanten by phone at 263-2231. Requests will be considered on a first come, first served basis. Those requests which cannot be filled because of budget limitation will be considered in the 1989 budget. Walter A. Evans, P.
