By-Law # MEETINGG: GENERAL PURPOSE AND ADMINISTRATION MEETING (ATE: SEPTEMBER 6, 1988 REPORT #: WD-44-88 PILE #: SUBJECT: CAR POOL PARKING FACILITY IN THE TOWN OF NEWCASTLE RECOMMENDATIONS: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. THAT this report be received for information; and 2. THAT a copy of this report be forwarded to Mr. Sam Cureatz, Q.C., M.P.P. , 34A King Street West, Bowmanville, Ontario, L1C 1R3. REPORT 1.0 BACKGROUND 1.1 At a regular meeting of Council held on June 8, 1987, Resolution #C-525-87 was passed, as follows: "THAI' the communication dated May 14, 1987, from Sam. L. Cureatz, Q.C. , M,p.p. , establishing a car pool parking lot somewhere close to Highway 401 near Liberty Street or the Bennett underpass be received; AND THAT the subject correspondence be referred to the Director of Public Works for review and subsequent report to the General Purpose and Administration Committee; AND FURTHER THAT Sam L. Cureatz, be advised of Council' s actions." . . .2 Chi Page 2 WD-44-88 1.2 The communication dated May 14, 1987, from Sam. L. Cureatz, Q.C., M.P.P., is attached (Attachment No.l) . 1.3 On June 30, 1987 the Honourable Ed Fulton replied to Mr. Cureatz, advising that he has requested his Regional Planning and Design Staff to evaluate the potential use for a parking lot in the Newcastle area and that he would be in touch with Mr. Cureatz when the results of the examination are available. (Attachment No.2) 2.0 COMMENTS 2.1 On March 31, 1988 Mr. E.R. Ellard, P. Eng., Ministry of of Transportation and Communications wrote to me advising that their study indicates that "there is absolutely no evidence of commuters parking within this area and therefore have come to the conclusion that there is presently no need/demand for a commuter parking lot." (Attachment N0.3) 3.0 CONSLUSION AND RECOMMENDATION 3.1 It can be concluded that there is no evidence that a car pool parking lot is needed in the Newcastle area. It is, therefore, recommended that this report be received for information and that a copy of this report be forwarded to Mr. Sam Cureatz, Q.C., M.P.P. M7A lA2 Dear Mr.—Gureatz: c I am replying to your letter of May 13, 1987 concerning the possibility of providing a car pool parking facility in the Town of Newcastle. The Ministry has provided several such facilities, based upon a local identified need, where suitable.property with good access was available. We have been well _satisfied with the success -of the commuter lots and the -benefits 'to commuters that have ;t4. resulted. Your suggestion of using the weigh scale station on the north side of Highway *401 does not appear to be viable, but I have requested our Regional Planning and Design staff to evaluate -the potential use for a parking lot in the Newcastle area. They will also determine if the Ministry has any property with safe and convenient access, which may be suitable for use as a car pool parking lot. We will be in contact with you when the results of the examination are available. Please accept my thanks for bringing your constituent's concern to my attention. Mr. Walter Evans Director of Public Works Town of Newcastle 40 Temperance Street Bowmanville, Ontario L1C 3A6 Dear Sir: Re: Carpool Lot - Highway 401 Further to an inquiry from Mr. S. Cureatz, M.P.P. and our telephone discussion on this matter, I offer the following comment§. The Ministry conducted a preliminary investigation last year on potential sites for a carpool lot on Highway 401 between Highway 35/115 and Oshawa. Our preliminary findings.did not identify a need for a carpool lot in this area. The Ministry has just completed a further field study of the area between Oshawa, Taunton Road, Highways 35/115 and Lake Ontario. There is absolutely no evidence of commuters parking within this area and therefore have come to the conclusion that there is presently no need/demand for a commuter parking lot. We will not be carrying out any further investigation unless a need becomes apparent. Any comments or further information on this matter would be most welcome. Yours truly, Y E. R. Ellard, P.Eng.
