RECOMMENDATIONS:
It is respectfully recommended to council:
1. THAT Report WD-43-88 be received; and
2. THAT the present contracts T85-20 and T87-14, expiring
December 31, 1988, being contracts to provide residential
Solid Waste Collection services to the areas of Bowmanville,
Courtice, Orono, Orono Estates and Newcastle Village be amended
to include direction to the present contractor Browning Ferris
Industries, to haul and dispose of all residential waste at the
Brock West Landfill Site in the Town of Pickering, until otherwise
advised; and
3. THAT the Contract rate per residential unit be increased by $0.59 per
unit effective immediately; and
4. THAT Browning Ferris Industries display Town of Newcastle Logo on all
trucks while hauling residential solid waste under the terms of
Contracts T85-20 and T87-14; and

5 THAT a copy of this report be forwarded to Mr. W.A. Twelvetrees,
Commissioner of Works for the Region of Durham and
Mr. J. L Gartley, Commissioner of Finance for the Region of Durham.
REPORT
1 BACKGROUND
1.1 Solid Waste Collection and Disposal is presently carried out by
contract with B.F.I. for the communities of Bowmanville, Courtice,
Orono, Orono Estates and the Village of Newcastle.
1.2 Effective May 1st, 1988 the tipping fees at the Brock West
Landfill Site and at the Laidlaw Site were increased from
$18.07 to $50.00 per tonne.
1.3 Metro Toronto has agreed to provide a rebate to the Region
of Durham in the amount of $28.36 per tonne.
1.4 We have been advised that the Region will forward a rebate
of $28.36 to the area municipalities based on the tonnage
that each municipality disposes at the Brock West Site in 1988.
1.5 B.F.I. has been disposing of approximately 40% of solid waste
collected in the Town at the Brock West Site and the balance
at the Laidlaw Site.
1.6 In order to receive the maximum benefit from the rebates it is
imperative that B.F.I. dispose all of the Town's solid waste at
the Brock West Site.
1.7 This will result in an increased cost to our contractor
because of the increased distance and waiting times at the
Brock West Site.

1.8 We have reviewed this matter with B.F.I. and they have provided
us with the calculations of the increased cost to dispose of
the solid waste at the Brock West Site.
1.9 In order for Metro Toronto and the Region to identify Newcastle's
Solid Waste, it will be necessary to have the Packer Trucks numbered
and display Town of Newcastle identification.
This may be accomplished by having the Town logo displayed on
a removable sign which will be attached to the Packers, while
employed in the Town Contracts.
2.0 AMOUNT OF REBATE
2.1 Attached hereto (Attachment No.l) is a copy of the recommendations
of Report No. 88-51 (dated July 19, 1988) of the Commissioner
of Finance of the Region and Report No. 128-88 of the Commissioner
of Works for the Region.
2.2 About 40% of the Town of Newcastle's residential refuse has

been hauled to the Brock West Landfill and the balance has been
hauled to the Laidlaw Landfill Site.
2.3 Assuming that we can produce weigh bills, satisfactory to the
Region, for the Town's refuse which has been hauled to the
Brock West Landfill, the Town should be eligible for the rebate
for this refuse from May 1, 1988.
2.4 Assuming that the Town now hauls all of the Town's refuse to the
Brock West Landfill, the Town should now be eligible for the
rebate of $28.36 per tonne for all of the Town' s refuse for
the balance of 1988.

2.5 The estimated rebate to the Town is therefore as follows:
a) Rebate from May 1, 1988 to July 31, 1988 for

refuse which has been hauled to the

2.6 Assuming that the extra cost to the Town
f hauling all of
the Town' s residential refuse to the Brock West Landfill is
$8.00/tonne, the net rebate to the Town will be approximately $85,000.
3.0 RECOMMENDATIONS
3.1 It is, therefore, recommended that the contracts with Browning
Ferris Industries be increased by $0.59 per residential unit
and that the Browning Ferris Industries be directed to dispose
of all of the Town' s refuse at the Brock West Site forthwith,
and that Browning Ferris Industries display Toe� o Town' s L090
on the Packer units that are engaged

REGARDING A REBATE PROGRAM FOR THE DISPOSAL OF RESIDENTIAL SOLID
WASTE BY AREA MUNICIPALITIES IN THE REGION OF DURHAM, THE ;1
BUDGET REALLOCATION OF _A CAPITAL LEVY INCLUDED IN THE 1988 CAPITAL
PROGRAM APPROVED BY REGIONAL COUNCIL MAY 4, 1988, AND COUNCIL
CORRESPONDENCE DATED MAY 11, 1988 (CC 360).

RECOMMENDATIONS:
THAT the Finance and Works Committees recommend to Council that:

1. Effective May 1, 1988, the gate price at all Regionally owned,
contracted or operated landfill sites be set at $5.00 per 100
kilograms or fraction thereof based on the $50.00 per tonne
rate in accordance with the new rate structure imposed by
Metropolitan Toronto at the Metropolitan Toronto Brock West-
Site.
2. The rebate for residential solid waste of $28.36/tonne to be
received by the Regional Municipality of Durham from the
Municipality of Metropolitan Toronto, be used to reduce the
$50.00/tonne gate price for residential solid waste.
3. Effective May 1, 1988 to December 31, 1988, the gate price at
all Regionally owned, contracted or operated landfill sites or
the Metropolitan Toronto Brock West Site for residential solid
waste be set at a net rate of $21.64 per residential' tonne for
all area municipalities ($50.00/tonne, less a rebate
equivalent to $28.36/tonne) .
4. Effective May 1, 1988, the diversion fee paid by area
municipalities for material diverted from landfill sites to
the Durham Recycling Centre be equivalent to the net effective
Region-wide gate price of $21.64/tonne charged for
residentially generated solid waste.
5. Effective May 1, 1988, a royalty in the amount of $1.52/tonne,
received from Petropolitan Toronto for all waste deposited at
the Pietro Brock West Landfill Site, be credited to the
Region' s Waste Disposal Reserve Fund to assist in the
financing of future Regional solid waste disposal operations,
including any revenue shortfalls resulting from the rebate
and the recycling programs.
