By-Law MEETING: GENERAL PURPOSE AND ADMINISTRATION MEETING DATE: JUNE 6, 1988 REPORT #: WD-37-88 FILE #: SUBJECT: REQUEST FROM PROPERTY OWNERS ON GIBBS ROAD TO EXTEND EXISTING GRAVEL ROADWAY A FURTHER DISTANCE OF 450 METRES TO THE SOUTH TO PROVIDE A ACCESS TO LOTS IN THE AREA BY A ROAD WITH YEAR ROUND MAINTENANCE RECOMMENDATIONS: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. THAT Report WD-37-88 be received; and 2. THAT the Town agree to upgrade Gibbs Road to the Town's standard adjacent to the properties owned by A. Moghaddaszadeh , R. Rajca, F. Walker and F. Duffield provided that the owners enter into a development agreement with the Town and desposit with the Town $93,000 to pay the cost; and 3. THAT a copy of this report be forwarded to Mr. Rick Rajca, 321 Elgin Street West, #7, Oshawa, Ontario, Lli 2A2. 2 PAGE 2 REPORT NO. WD-37-88 1.0 BACKGROUND 1.1 On Monday, February 8, 1988, Mr. Rick Rajca appeared as a delegation before Council and presented a petition on behalf of himself and 3 other property owners to upgrade the road between Lots 2 & 3, Concession VI of the former Township of Darlington (Gibbs Road) . 1.2 As a result of the delegation, Council passed the following resolution #C-108-88: "THAT the presentation of Rick Rajca be acknowledged and referred to the Director of Public Works for review and subsequent report to General Purpose and Administration Committee. AND FURTHER THAT Mr. Rajca be advised of Council's decision." REPORT: 1.0 ATTACHMENTS: A: Letter from Mr. Rick Rajca B: Plan showing Gibbs Road and property ownerships. 2.0 PURPOSE OF REQUEST 2.1 At the present time, Gibbs Road, adjacent to the properties owned by the petitioners is classed as a "summer road" which means it is not maintained during all the year. 2.2 The purpose of the request is to upgrade the road to the Town's standards to enable the property owners to obtain building permits for houses and to have the road maintained by the Town all year. . . .3 PAGE 3 REPORT NO. WD-37-88 3.0 ROAD STANDARD 3.1 This road falls within the Ministry of Transportation, Ontario design criteria for municipal roads in the Class 0-400 Annual Average Daily Traffic. The road will have a 6 metre travelled surface with 1 metre shoulders and will be surface treated. 3.2 The road construction will consist of approximately 450 m of road with a turn around at the south end. The estimated cost of the construction is $93,000. 4.0 RECOMMENDATIONS 4.1 THAT the Town agree to construct the road as requested providing that the owners enter into an agreement with the Town and deposit with the Town $93,000 to pay the cost of the road construction.
